APPROVE AND AUTHORIZE Deputy Director- Redevelopment to execute a Consent and
Agreement between Main Street Associates, LLP and Metropolitan Life Insurance
Company that will assign all rights and obligations for a portion of the property under a
Disposition and Development Agreement dated June 26, 1986 and a First Amendment to
said DDA dated February 22, 1989,.and a Second Amendment dated June 16,. 1998 to
Metropolitan Life Insurance Company
FISCAL IMPACT
None. No General Funds are involved.
BACKGROUND/REASONS FOR RECOMMENDATIONS
On June 26, 1986 the Redevelopment Agency entered into a Disposition and Development
Agreement for the development of Areas 7B and 8 at the Pleasant Hill BART Station Area. Said
DDA was subsequently amended in 1989 and 1998. The DDA was assigned to Sears

Development Company (aka Homart Development) in 1989 as well. In 1997, the property was
sold and the DDA was assigned to Lincoln Property Company No. 2314 Limited Partnership.
Lincoln then sold a portion of the property (Area 8) to Main Street Associates. Main Street
Associates now desires to sell the subject property to Metropolitan Life Insurance Company.
Where it will be held within one of its pension fund accounts - the "Tower Fund", The acquisition
of the subject property by Metropolitan Life Insurance Company will permit the recently approved
195,000 square foot office building to proceed to construction this summer.

This letter provides updated information on California's implementation of the federal
Workforce Investment Act (WIA), and transmits Supplemental Local Planning
Guidance and a copy of the draft State Plan
Release of State Workforce investment Plan
The California Workforce Investment Board (State Board) met on January 27 and
January 28, 2000. As part of their agenda, they released for public review and
comment, the draft Strategic Five-Year State Workforce Investment Plan (State Plan)
for Title I of the Workforce Investment Act and the Wagner-Peyser Act (Enclosure 1).
Comments received on the draft State Plan will be considered by the State Board at its
meeting on March 15, 2000.
Supplemental Local Planning Guidance
A number of inquiries have been received on the Initial Local Planning Guidance
released on December 8, 1999. In response to these inquiries and to revised planning
instructions from the Department of Labor (DCL), we are providing Supplemental
Planning Instructions. Enclosed is an Information Summary of the revisions
(Enclosure 2) and a copy of the Initial Local Planning Guidance with the changes
highlighted (Enclosure 3).
We understand these changes are being provided after many of you have drafted your
plan and distributed it for public review. If you are unable to formally revise your local
plan at this time, we request that you provide draft responses to the requested
supplemental information as soon as convenient. The final responses, as developed
through the required public review process, may then be combined with future
modifications to your local plan (e.g., incorporation of performance goals or budget
information).

Local Allotment Information
The DOL released state allocations on February 18, 2000, and it is planned that
tentative local area allotments will be released the beginning of March. Please note,
however, that local area allotments can not be finalized until the Governor makes a
decision on whether to apply the "hold harmless" provision to these allotments.
Performance Measures
The Initial Local Planning Guidance provided preliminary information on performance
negotiations, including a Local Area Performance Negotiation Matrix. The Credentialing
Rate listed under Youth (14-18) of that matrix has now been deleted by DOL as a
performance measure. Enclosure 4, Optibnal Table for Local Performance Indicators
and Goals, is a revised matrix of the State performance indicator table provided by the
DOL.
Because performance requirements have yet to be finished by DOL, local areas are not
being asked to respond to specific performance issues at this time. These will be
incorporated into local plans at a later date through a plan modification.

This information will be updated regularly.
