SUBJECT: Annual Report from JSPAC
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S):
ACCEPT the attached report from the Juvenile Systems Planning Advisory Committee (JSPAC)
on its history, current focus and future direction.
BACKGROUNDIREASON(S) FOR RECOMMENDATION($):
On February 28, 2000, the Family and Human Services Committee considered a report from
Chris Adams, Chair JSPAC and Steve Bautista, County Probation Officer on the history, current
focus and future direction of JSPAC.
In addition to reviewing the written report, Ms. Adams noted that the Probation Department's
electronic monitoring and home supervision program is currently serving 172 youth: 50 in home
supervision and 122 with anklets. The program maintains a 97% daily contact rate, which far
exceeds the norm. This program is approximately 1/6 the cost of Juvenile Hall and is utilized
when it is considered safe for the community.
Steve Bautista also informed the committee that JSPAC has applied for an OCJP Block Grant for
$188,000, which would support the acquisition of vehicles and increase technology within the
department.

In response to a question by Supervisor Canciamilla, Mr. Bautista explained that the department
needs a more active presence in East County. Currently, probation officers are losing an hour and a
half a day in travel time and parents and probationers need to come to Martinez for their
appointments. Supervisor Canciamilla suggested that the Probation Department investigate the
feasibility of locating in the new expanded Delta Fair facility being developed for the Employment
and Human Services Department.
