(HSG 96-03) $2,479.20 from FY 1996/97 Fair Housing Legal Assistance/Contra Costa Legal Services Foundation (HSG 96-06) $3,542.04 from FY 1997/98 Fair Housing Counseling/Pacific Community Services, Inc. (HSG 97-08) $2,258.51 from FY 1998/99 Fair Housing Counseling/Shelter, Inc. (HSG 98-03) ■ $2,740.94 from FY 1998/99 Fair Housing Legal Assistance/Contra Costa Legal Services Foundation (HSG 98-04) (2) APPROVE the transfer of$1,370 in unexpended funds from FY 1998/99 Fair Housing Legal Assistance/Contra Costa Legal Services Foundation (HSG 98-04) to FY 1999-2000 Fair Housing Legal Assistance/Contra Costa Legal Services Foundation(HSG 99-02). The purpose of the HDAF is to provide resources to assist affordable housing projects that develop during the current program year. Approval of the recommended fund transfers will consolidate existing unused and unallocated housing resources in the FY 1999/2000 CDBG/HDAF to facilitate their use for additional affordable housing development. If all of the proposed fund transfers are approved,the balance of the FY 1999/2000 CDBG/HDAF will be $1,893,213. During the preceding fiscal year, $2 million in CDBG/HDAF funds were used to finance three affordable housing projects,which when complete,will result in the new construction of 221 affordable multifamily rental units in Central and Nest County. Based on current applications, letters of intent, and discussions with affordable housing developers, staff has identified potential requests for FY 1999/2000 CDBG/HDAF funds in the range of$2 million, including emergency and transitional shelters, affordable multi-family housing and affordable senior housing. On April 27, 1999,the Board of Supervisors approved an allocation of$35,000 in FY 1999/2000 CDBG funds to Contra Costa Legal Services Foundation(CCLSF). CCLSF provides legal assistance to households experiencing illegal discrimination, and legal support to the County's fair housing agencies. CCLSF was also allocated$35,000 in FY 1998/99 CDBG funds of which$1,370 remains unexpended. CCLSF is prepared to complete the FY1998/99 scope of work in FY 1999/2000.
