Itupt Sheriff � � Costa DATE: January b, 2000 County SUBJECT: TRAINING MANAGEMENT CONTRACT SPECIFIC REQUEST(S)OR RECOMMENDATION&BACKGROUND AND JUSTIFICATION 1. RECOMMENDED ACTION: Approve and authorize the Sheriff-Coroner, or his designee, to execute on behalf of the County, a contract with Ben S. Dickey, for Training Management for the period of April 1, 2000 to March 31, 2001. 11. FINANCIAL IMPACT: Continued county funding in an amount not to exceed $55,200.00 for this service is included in the Sheriffs Department budget. This is an ongoing function. Specific terms will be contained in the contract to be hereafter executed. 111. REASONS FOR RECOMMENDATIONIBACKGROUND: The California Department of Justice and Board of Corrections have mandated a minimum amount of training that must be done for all Peace Officers and Corrections Officers. Additionally, legislature is frequentlyassed requiring updated trainingfor Peace Officers. This contract would ensure that all Sheriff s Department Safety Personnel approximately 860) meet those requirements. The county has contracted with Ben S. Dickey for the past five years for these services, and has received a rating of full compliance in the area of training during audits with both the California Department of Justice and Board of Corrections. IV. CONSE!21JENCES OF NEGATIVE ACTION: Negative action on this request would lessen the Sheriffs ability to meed mandated leggal requirement for Peace Officers. Funds provided for reimbursement of training by P.O.S.T. and S.T.C. would be reduced or terminated. RECOMMENDED ACTION: Approve and authorize the Director of Information Technology or his designee to execute an amendment agreement with Cotelligent IDSA, Inc to extend the expiration date from February 29, 2000 to June 30,2000. II. FINANCIAL IMPACT: The action if approved will not result in any increased cost to Information Technology. III. REASON FOR RECOMMENDATION AND BACKGROUND: DoIT continues to experience difficulty in recruiting qualified technical staff to fill vacant positions because of the competitive Bay Area marketplace. The implementation of the Information Technology Classification and Salary study with the associated salary increases provided some relief, but did not solve the problem. Other Bay Area public and private sector information technology organizations, who are experiencing the same technical recruiting problems as DoIT, are using contract to hire consultants as a source of applicants, with some of the consultants being H1B visa holders. The H1B visa holder are immigrants entering this country through a special program specifically aimed at providing technical expertise to U.S. organizations where the expertise can not be attracted locally. It should be stressed the DoIT only will utilize the H1B applicant process when we have fully exhausted the availablility of local talent. DoIT is interested in obtaining this recruiting option through Cotelligent USA,Inc. IV. CONSEQUENCES OF NEGATIVE ACTION: If the request is not approved Information Technology wi a ble p*'mepport to our customers. It is in the economic Interest of the County to provide such temporary help by contract with temporary help firms since they include all insurance coverages In their rates, thus reducing future County liabilities. Temporary help obtained under these contracts may not be used in place of employees in the case of a labor dispute or for more than 90 days for any single instance of peak load, temporary absence or emergency situations as governed by State law.
