HomeMy WebLinkAboutMINUTES - 03282000 - C71 ontra TO: REDEVELOPMENT AGENCY a FROM: Phil Batchelor County Executive Director DATE: March 28, 2000 SUBJECT: hazardous Material Cleanup ® Bay Point Redevelopment Project Area Property SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS APPROVE and AUTHORIZE the Deputy Director — Redevelopment to execute a Second Amendment to consulting services agreement with Subsurface Consultants, Inc. expanding the scope of work and increasing the payment limit by an amount not to exceed $12,197 (maximum payment limit not to exceed $45,185) relative to hazardous materials cleanup of properties in the Bay Point Redevelopment Project Area. FISCAL IMPACT No General Funds, Budgeted Redevelopment Agency funds are available for this purpose. BACKGROUND/REASONS FOR RECOMMENDATIONS On February 23, 1999 the Redevelopment Agency Governing Board authorized execution or an Option Agreement to purchase various properties in the Bay Point Redevelopment Area owned by Siino family interests. Some of the properties have previously been used as a junkyard, therefore concerns regarding toxic materials exist. JK:Ihb 012000/sdbos Agency undertook a Phase I and Phase If hazardous materials investigation. On March 2, 1999 the Redevelopment Agency Governing Board authorized execution of a consulting services agreement with Subsurface Consultants, Inc. (SCI). This amendment will enable SCI to provide services, consultation and ongoing soil sampling and chemical analyses during cleanup of the hazardous materials found on the site. The Hazardous Materials Division of the County's Health Services Department is working with the Redevelopment Agency and SCI in overseeing the cleanup program, which will be undertaken by the property seller prior to the Redevelopment Agency purchasing the property.
