SPECIFIC REQUEST(S)OR RECOMMENDATION{S}&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE the transfer of Weed&Seed Program and the Truancy Reduction Program from the Housing Authority of the County of Contra Costa to the Contra Costa County Employment and Human Services Department. AUTHORIZE the Director of Employment and Human Services and the Executive Director of the Housing Authority of the County of Contra Costa, or designee(s),to execute all required documents to effect the transfers to be effective April 1,2000. FINANCIAL IMPACT: No County match is required, 100%of the program and related staff will be paid from the Weed and Seed and Truancy Reduction grant funds. BACKGROUND: Two years ago the Housing Authority made a successful grant application to the federal Weed and Seed program resulting in the unincorporated communities of North Richmond and Rodeo being designated Weed&Seed Communities. The program is funded and administered by the U.S. Department of Justice and is designed to target high-crime areas. In addition to funding one full-time Deputy Sheriff responsible for Community Policing in these two communities,the program also funds diversion programs for youths, including a variety of educational and recreational programs. The Weed&Seed Program is a competitive grant program with grant applications submitted annually. The program has a potential to receive three more years of grants. The Weed and Seed Steering Committee consists of many County Department Heads, representatives of the Municipal Advisory Councils in Rodeo and North Richmond, non-profit organizations and a Department of Justice representative. The Steering Committee discussed the need to shift the administrative responsibilities to an agency with a broader and more community-wide mandate in order for the program to evolve into a more leveraged and expansive program. Among the program improvements discussed was the need for a full-time program administrator(as recommended by the Department of Justice) if it is to remain competitive in its annual request for federal funding. On March 16,2000,the Steering Committee met and approved a motion to recommend the transfer of the program to the County's Employment and Human Services Department. This recommendation was made with the concurrence and agreement of the Employment and Human Services Department and the Housing Authority of the County of Contra Costa. The Department of Justice considers the Truancy Reduction Program as a companion program to the Weed and Seed Program, and therefore they have requested that both programs be administered by the same agency. The Employment and Human Services Department, having reviewed the personnel records of the employee opting for County employment, recommends the transfer of the Housing Authority employee into County service in accordance with Part 16 of the Personnel Management Regulations: NOW, THEREFORE, the Board of Supervisors of Contra Costa County does hereby authorize: 1) The addition of the following position: One (1)40/40 Administrative Services Assistant III (APTA)to cost center#5230 2) The transfer of the Housing Authority Family self-sufficiency Coordinator/Analyst, Suzanne Linford, into the Contra Costa County Merit System, in the above position, effective April 1, 2000, with a seniority date of September 1, 1998, at a pay level of$4764, per month. In addition, Ms. Linford will be entitled to the transfer of any outstanding accrual balances and enrollment in the Contra Costa County benefit programs.
