RECOMMBNDATION(S) :
Approve and authorize the Health Services Director or his designee (Donna Wigand) to execute
on behalf of the County, Contract #74-043 with Seneca Residential & Day Treatment Center, Inc. ,
for the period from March 1, 2000 through June 30, 2000, in the amount of $100, 000, for the
provision of Therapeutic Behavioral services to County referred clients ages 0-21 years of age.
This contract contains a six-month automatic extension through December 31, 2000, in the amount
of $150,000.
FISCAL IMPACT:
This Contract is funded as follows:

CHILDREN'S IMPACT STATEMENT:
This Contract supports the following Board of Supervisors community outcomes: 1) Children ready
for and succeeding in school; 2) Families that are safe, stable, nurturing; and 3) Communities
that are safe and provide a high quality of life for children and families. The expected
outcomes include all goals identified by Children's Statewide System of Care guidelines
including: A) Increase and maintain school attendance as measured by school records; B) Increase
in positive social and emotional development as measured by the Child and Adolescent Functional
Assessment Scale (CAFAS) ; C) Increase in family satisfaction - as measured by the Parent
Satisfaction Survey; D) Decreased used of acute care system; and E) Placement at discharge to
a lower level of care.
BACXGROUND/REASON(S) FOR RSCOMMENDATION(S) :
The State Department of Mental Health has been working in collaboration with the County's Mental
Health Division to establish a mandated program to provide Therapeutic Behavioral Services (TBS)
to children ages 0-21 years of age, who participate in the Early and Periodic, Diagnosis, and
Treatment (EPSDT) Supplemental Specialty Mental Health services. This program will provide
services to eligible Medi-Cal beneficiaries under 21 years of age who meet the Mental Health
Plan medical necessity criteria, who are members of the certified class and who meet the
criteria for needing this services.
Under this Contract 474--043, Contractor will provide Therapeutic Behavioral Services (TBS) ,
through June 30, 2000.

RECOMMENDED ACTION:
Approve and authorize the Health Services Director, or his designee (Milt Camhi) ,
to execute on behalf of the County, Contract #27-178-1 with Pierre Salgado, M.D. ,
for the period from January 1, 2000 through December 31, 2001, for provision of
primary care services for Contra Costa Health Plan members, to be paid as follows :
1. For Medi-Cal Beneflciarles:
a. County will pay Physicians for covered services,those rates set forth in the Medi-Cal Schedule of Maximum Allowances in effect on August 1, 1998 plus
5%. In the event rate increases are subsequently approved by the State of California and are included in the County's Health Plan capitated payment,
County will thereafter increase the rates County pays to Contractor accordingly.
b. County will pay a quarterly case management fee,as follows:

500 to 999 $3.25 per beneficiary per quarter

*Panel Size is the number of Medi-Cal beneficiaries receiving treatment by Contractor during each quarter as specified in the "CCHP's Community
Provider Network Primary Care Providers Compensation Plan".
2. For Healthy Family Program Members. County will pay Physicians for covered services,those rates set forth in the Medi-Cal Schedule of Maximum Allowances
in effect on August 1, 1998 plus 10%. In the event rate increases are subsequently approved by the State of California and are included in the County's Health Plan
capitated payment,County will thereafter increase the rates County pays to Contractor accordingly.
3. For Plan B Commercial Members. County will pay Physicians for covered services,those rates set forth in the Medi-Cal Schedule of Maximum Allowances in
effect on August 1, 1998 plus 20%. In the event rate increases are subsequently approved by the State of California and are included in the County's Health Plan
capitated payment,County will thereafter increase the rates County pays to Contractor accordingly.
FISCAL IMPACT:
This Contract is funded by Contra Costa Health Plan member premiums . Costs depend
upon utilization.
BACKGROUND/REASON(3) FOR RECOMMENDATION(S) :
On February 1, 1997, the Local Initiative for Medi-Cal managed care in Contra
Costa County was implemented. Local Initiatives are required to include
traditional Medi-Cal providers from the community in their provider networks .
On January 28, 1997, the Board of Supervisors approved Contract #27-178 with
Pierre Salgado, M.D. , for the period from February 1, 1997 through December 31,
1999, for provision of primary care services .
Approval of Contract #27-178-1 will allow the Contractor to provide services to
Health Plan members, through December 31, 2001 .

RECOMMENDED ACTION:
Approve and authorize the Health Services Director, or his designee (Donna
Wigand) , to execute on behalf of the County, Contract #24-950-63 with
Touchstone Counseling, for the period from February 1, 2000 through June 30,
2001, to provide Medi-Cal mental health specialty services, to be paid as
set forth below:
a. $ .50 per minute for mental health services, as described in
the CCHMP Provider Manual, excluding group therapy sessions,
b. . 14 per minute per individual for group therapy sessions, not
to exceed 90 minutes per session, as described in the CCHMP
Provider Manual; and
C . 1..00 per minute for medication support services, as described
in the CCHMP Provider Manual .
FISCAL IMPACT:
This Contract is funded by State and Federal FFP Medi-Cal Funds .
BACXGROUND/REASON{S) FOR RECOMMENDATIONS:
On January 14 , 1997, the Board of Supervisors adopted Resolution #97/17,
authorizing the Health Services Director or his designee (Donna Wigand,
LCSW) to contract with the State Department of Mental Health to assume
responsibility for Medi-Cal specialty mental health services as of July 1,
1997 . Responsibility for outpatient specialty mental health services
involves contracts with individual, group and organizational providers to
deliver these services .
Under Contract #24-950-63 the Contractor will provide Medi-Cal mental health
specialty services, through June 30, 2001 .

RECOMMENDED ACTION:
Approve and authorize the Health Services Director, or his designee,
(Frank Puglisi, Jr. ) , to execute on behalf of the County, Unpaid Adult
Education Agreement #26-265-2 with Martinez Unified School District,
for its Adult Education Program, for the period from February 1, 2000
through January 31, 2003 , for provision of adult education services for
County' s patients and staff at Contra Costa Regional Medical Center, at
no cost to the County.
FISCAL IMPACT:
None. This is a non-financial agreement .
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
For a number of years, Martinez Unified School District, through its
Adult Education Program, has provided Adult Education Classes for
patients and nursing staff at Contra Costa Regional Medical Center, at
no cost to the County. With the exception of those classes conducted
under the Adults with Disabilities Program, classes are also open to
the public.
On April 8, 1997, the Board of Supervisors approved the Unpaid Adult
Education Agreement #26-265-1 with Martinez Unified School District,
for its Adult Education Program, for the period from February 1, 1997
through January 31, 2000 .
Approval of the Unpaid Adult Education Agreement #26-265-2 will allow
the Contractor to continue providing services, through January 31,
2003 .

2000, for administrative and operational support to the Department
with regard to the implementation of Medi-Cal Consolidation and
Managed Care Programs .
Approval of Contract Amendment Agreement #74-025-1 will allow the
Contractor to provide additional services, through November 30,
2000 .

Approve and authorize the Health Services Director, or his designee
(Wendel Brunner, M.D. ) , to execute on behalf of the County, Contract
#22-435-7 with Catholic Charities of the East Bay, in the amount of
$45, 000, for the period from March 1, 2000 through February 28, 2001, to
provide housing advocacy services for people with HIV Disease.
FISCAL IMPACT:
This Contract is funded by Federal funds (Department of Housing and Urban
Development) through the City of Oakland. No County funds are required.
BACKGROUNDIREASON(3) FOR RECOMMENDATION(S) :
In 1990, Congress passed the National Affordable Housing Act, including
Housing Opportunities for People with AIDS (HOPWA) . The City of Oakland
acts as the federal grantee for HOPWA funds for Alameda and Contra Costa
Counties and has entered into a contract with Contra Costa County to
provide supportive services for County residents with HIV/AIDS and their
families .
This Contract meets the social needs of the population of the County by
providing housing-related advocacy, referral, and placement services to
County residents living with HIV/AIDS to improve and/or maintain their
health status and promote stability in their lives .
On March 16, 1999, the Board of Supervisors approved Contract #22-435-6
with Catholic Charities of the East Bay to provide housing advocacy
services for people with HIV Disease, for the period from March 1, 1999
through February 29, 2000 .
Approval of Contract #22-435-7 will allow the Contractor to continue
providing services, through February 28, 2001 .

RECOMMENDATION:
APPROVE and AUTHORIZE the County Probation Officer to execute a contract with
Mark Morris and Associates in the amount of $57,490.00 for consulting and evaluation
services for the Juvenile Challenge Grant Program from July 1, 1999 through June 30,
2000.
BACKGROUND:
In fiscal year 1997-98,the Probation Department was awarded$1,462,776 in Juvenile
Challenge Grant funds to be expended over a 30-month period for School Challenge
Teams. The Teams were established as a joint and collaborative effort among the
Probation Department,the Office of Education, local school districts and local police
departments. Six Deputy Probation Officer positions and one Probation Supervisor
position were added in February 1998 to be assigned to the Teams.
The Challenge Grant requires that an in-depth evaluation of the project be conducted.
Part of the grant award is designated to pay for the evaluation costs. The Probation
Department has selected Mark Morris and Associates to conduct the evaluation.
FISCAL IMPACT:
The Board of Corrections requires a 25% county match.

APPROVE and AUTHORIZE the County Probation Officer to execute a contract with
Mark Morris and Associates in the amount of $136,714.00 for consulting and evaluation
services for the Juvenile Crime Enforcement and Accountability Challenge II
Demonstration Grant from July 1, 1999 through June 30,2000.
BACKGROUND:
In fiscal year 1999-00,the Probation Department was awarded$3,157,828 in Juvenile
Crime Enforcement and Accountability Challenge II Demonstration Grant funds to be
expended over a 36-month period for services to at-risk girls in the county. The
Probation Department has developed subcontracts with three community-based programs
to provide services for at-risk county girls. These services were established as a joint and
collaborative effort among the Probation Department,the County Office of Education,
three community-based programs and Antioch school district. Three Deputy Probation
Officer positions and one Probation Supervisor position were added in July and August
of 1999 to provide these services.
The Juvenile Crime Enforcement and Accountability Challenge II Demonstration Grant

FISCAL IMPACT:

RECOMMENDATIONS
Approve and authorize the Chair of the Board of Supervisors to sign an amendment
to the agreement with the Contra Costa Centre Association for management of the
Transportation Demand Management (TDM) program at the Pleasant Hill BART
Station Area during 1998-99, increasing the payment limit by $10,815 to an amount
not to exceed $361,565.
FISCAL IMPACT
None to County general funds. The Pleasant Hill BART Station Area TDM Program is
funded by the Pleasant Hill BART Station Area TDM Fee Account.
BACKGROUND/REASONS FOR RECOMMENDATIONS
On April 14, 1998, the Contra Costa County Board of Supervisors approved a contract
with the Contra Costa Centre Association to manage the Transportation Demand
Management (TDM) Program for the Pleasant Hill BART Station Area. On September 15,
1998, the Board of Supervisors amended this agreement to increase the payment limit to
provide the local match for a grant to replace three commuter vans operated as part of the
Association's TDM Program.

3. Amendment Date. The effective date of this Amendment is March 28, 2000.
4. Amendment Specifications. The "Payment Schedule" of the Agreement identified above is hereby
amended to read:
Payment Schedule. County's total payments to Contractor under this agreement shall not exceed
$361,665 as shown in Attachment B. County shall make quarterly payments to Contractor equivalent
to actual expenditures for the preceding quarter except that County will advance $90,300 to contractor
for acquisition of three commuter vans. Quarterly payments are defined as follows:
First Quarter: reimbursement for January 1, 1998 - March 31, 1998
Second Quarter: reimbursement for April 1, 1998 - June 30, 1998
Third Quarter: reimbursement for July 1, 1998 - September 30, 1998
Fourth Quarter: reimbursement for October 1, 1998 - December 31, 1998
Fifth Quarter: reimbursement for January 1, 1999 - March 31, 1999
Sixth Quarter: reimbursement for April 1, 1999 -June 30, 1999
County reserves the right to withhold any part or all of any payment if questions regarding expenditures
arise which cannot be resolved to the satisfaction of the County.

No impact to the County General Fund. The cost of the consultant contract has been paid by
the Keller Canyon Landfill Company.

This contract amendment is intended to cover ongoing technical services, as needed, regarding i
the development of Keller Canyon Landfill. The Keller Canyon Landfill Land Use Permit
(2020-89) Conditions of Approval (COA 11.5 and 16.4) enables the Community Development
Department to obtain technical services for the review of plans/studies and field inspections
related to the implementation of the project and charge the permittee for theses services.
