BACKGROUND: Oracle will assist the Employment and Human Services Department with the planning, design, development and deployment of an Enterprise-Wide Data Warehouse. The Data Warehouse will integrate information from several existing databases. The Data Warehousing strategy is part of the Department's effort to consider long- tem strategies, and identify alternative approaches to service delivery through state of the art technologies. This system will be an important part of the initiative to monitor outcomes of service delivery. The location of the facilities to be used for these meetings is crucial for easy access by both the elderly and service providers. The potential facilities listed herein are located county-wide. BACKGROUND/REASON(S) FOR RECOMMENDATION(S): On September 28 , 1999, the Board of Supervisors approved Novation Contract #24-933-6 (as amended by Contract Amendment Agreement #26- 933-8) with Crestwood Behavioral Health, Inc. for the period from July 1, 1999 through June 30, 2000, which included a six-month automatic extension through December 31, 2000, to provide admission and intensive day treatment of County-referred mentally ill persons, who are in need of sub-acute skilled nursing care in an Institution for the Mentally Diseased (IMD) . The Contractor has a number of long-term care facilities under this Contract which the County may use on an "as-needed" basis . In December 1999, the California Department of Mental Health revised rates for Long Term Care providers effective August 1, 1999 . Approval of Contract Amendment Agreement #24-933-9 will amend the payment provisions to conform with State-established rates with no change in the Contract Payment Limit . FISCAL IMPACT: This Contract is funded 38. 3% by Federal SAPT Block Grant and 61.7% by County funds. CHILDREN'S IMPACT STATEMENT: This Alcohol and Drug Abuse prevention and treatment program supports the Board of Supervisors' "Families that are Safe, Stable, and Nurturing" and "Communities that are Safe and Provide a High Quality of Life for Children and Families" community outcomes by providing individual, group, and family counseling; substance abuse education; rehabilitation support services; and substance abuse prevention services. Expected outcomes include increased knowledge about the impact of addiction; decreased use of alcohol, tobacco and other drugs; increased use of community-based resources; and increased school and community support for youth and parents in recovery. BACKGROUND/REASON(S) FOR RECOMMENDATION(S) : This Contract meets the social needs of County's population in that it provides specialized substance abuse treatment and prevention programs so that addicted youth are provided an opportunity to prevent or recover from the effects of alcohol or other drug use, become self sufficient, and return to their families as productive individuals. Under Contract #74-053, REACH Project, Inc. will provide youth, family, and community drug abuse prevention and treatment services through June 30, 2001. Wigand) to execute on behalf of the County Emergency Residential Care Placement Agreement #24-086-120(1) with Diane Anglin dba Scenic View, for the period from February 1, 2000 through January 31, 2001, to provide emergency residential care to mentally disturbed adults who are potentially eligible for SSI/SSP, in an amount not to exceed $749 per client per month through December 31, 2000, and in an amount not to exceed $786 per client per month beginning January 1, 2001; and b. Authorize the Auditor-Controller to pay an amount not to exceed $98 per month from February 1, 2000 through December 31, 2000, and an amount not to exceed $103 per month beginning January 1, 2001, to clients who are placed in the board and care facilities under said Emergency Residential Care Placement Agreements for incidental expenses and personal needs. FISCAL IMPACT: Under this program, the County pays the State-established rates for the residential care of mental health clients who are not yet receiving SSI/SSP (but who are potentially eligible and have made formal application to the Social Security Administration for SSI/SSP) , contingent upon the client's signing an agreement with the County to reimburse the County from the SSI/SSP money, once it is finally granted by the federal government (usually 3 to 6 months retroactively back to the month of application) . For those mental health clients who are not granted SSI/SSP (i.e. , are found ineligible) , the County covers the residential care payments to the facility operators through the County's established Mental Health Program Funding. Initially, ten to twenty percent of the clients are found ineligible by the Federal Social Security Administration, depending on changes in Federal guidelines, and then some of these are ultimately found eligible through appeal processes. BACKGROUNDIREASON(S) FOR RECOMMENDATION(S) : For several years, the County's Mental Health Adult Services Program has used these Agreements as an interim financing mechanism to facilitate the residential care of mentally disabled clients and movement of clients, who are deemed eligible for SSI/SSP, from State or local inpatient facilities to community-based facilities. This Program provides residential care for 40 to 50 clients per year. 0n August 3, 1999, the Board of Supervisors approved Contract #26-048-120, to provide emergency residential care services for the period from February 1, 1999 through January 31, 2000. Approval of Emergency Residential Care Placement Agreement #24-086-120(1) will allow Contractor to continue providing services through January 31, 2001. BACKGROUND/REASON(S)FOR RECOMMENDATION(S): The Contra Costa Health Plan (Health Plan) has an obligation to provide professional psychiatric services for Health Plan members with mental health therapy services as a covered benefit . This population includes Medi-Cal, Medicare, and Commercial members enrolled in the Health Plan. On April 20, 1999, the Board of Supervisors approved Contract #27-208-2 with Lawrence McReynolds, M.D. , for the period from January 1, 1999 through December 31, 1999 . Approval of Contract #27--208-3 will allow the Contractor to continue to provide professional psychiatric services, through December 31, 2000 . BACKGROUND/REASON(S)_ FOR RECOMMTDATION(S) : The State Department of Mental Health has been working in collaboration with the County's Mental Health Division to establish a mandated program to provide Therapeutic Behavioral Services (TBS) to children ages 0-21 years of age, who participate in the Early and Periodic, Diagnosis, and Treatment (EPSDT) Specialty Mental Health services. This program will provide services to eligible Medi-Cal beneficiaries under 21 years of age who meet the Mental Health Plan medical necessity criteria, who are members of the certified class and who meet the criteria for needing this services. This contract contains a six-month automatic extension through December 31, 2000, in the amount of $150,000 FISCAL IMPACT: This Contract is funded as follows: $ 51,570 51.67% Federal FFP Medic-Cal Funds 48,330 48.33% State EPSDT funds $100,000 Total CHILDREN'S IMPACT STATEMENT: This Contract supports the following Board of Supervisors community outcomes: 1) Children ready for and succeeding in school; 2) Families that are safe, stable, nurturing; and 3) Communities that are safe and provide a high quality of life for children and families. The expected outcomes include all goals identified by Children's Statewide System of Care guidelines including: A) Increase and maintain school attendance as measured by school records; B) Increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS) ; C) Increase in family satisfaction - as measured by the Parent Satisfaction Survey; D) Decreased used of acute care system; and E) Placement at discharge to a lower level of care. , BACKGROUNDIREASON(S) FOR RECOMMENDATION(S): The State Department of Mental Health has been working in collaboration with the County's Mental Health Division to establish a mandated program to provide Therapeutic Behavioral Services (TBS) to children ages 0-21 years of age, who participate in the Early and Periodic, Diagnosis, and Treatment (ESPDT) Supplemental Specialty Mental Health services. This program will provide services to eligible Medi-Cal beneficiaries under 21 years of age who meet the Mental Health Plan medical necessity criteria, who are members of the certified class and who meet the criteria for needing these services. Under this Contract #74-051, Contractor will provide Therapeutic Behavioral Services (TBS) , through June 30, 2000.
