RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,to contract with
Oracle Corporation, in the amount of$462,900 for Data Warehouse Enterprise Strategy and Development
Consulting Services for the period from May 1, 2000 through December 31, 2000
FINANCIAL IMPACT:
88% Federal and State Funds, 12% County Match is required.
CHILDREN'S IMPACT STATEMENT:
Thorough increased efficiency, this contract directly support all five community outcomes identified in the
Contra Costa Children's Report Card Children Ready for and Succeeding in School", "Children and Youth
Healthy and Preparing for Productive Adulthood", "Communities that are Safe and Provide a High Quality of
Life for Children and Families", "Families that are Economically Self-Sufficient"; and"Families that are Safe
Stable and Nurturing.
BACKGROUND:
Oracle will assist the Employment and Human Services Department with the planning, design, development and
deployment of an Enterprise-Wide Data Warehouse. The Data Warehouse will integrate information from
several existing databases. The Data Warehousing strategy is part of the Department's effort to consider long-
tem strategies, and identify alternative approaches to service delivery through state of the art technologies. This
system will be an important part of the initiative to monitor outcomes of service delivery.

L RECOMMENDED ACTION:
Authorize the Director, Office on Aging, or his designee, to sign certain rental
space agreements with the forty-five (45) agencies specified in the attached
"Rental Space Providers" list as may be needed for meetings and activities of the
County's Office on Aging and Advisory Council on Aging subject to the approval
of the Contracts Administrator, or County Counsel.
II. FINANCIAL IMPACT:
Sufficient funds have been budgeted in Department's existing cost center 5278.
III. MASONS FOR RECOMMENDATIONS/BACKGROUND:
The County's Office on Aging is obligated to plan and hold certain public
meetings and hearings. In addition, its Advisory Council sponsors public
meetings and training sessions to educate the elderly and the County's service
providers.
The location of the facilities to be used for these meetings is crucial for easy
access by both the elderly and service providers. The potential facilities listed
herein are located county-wide.

Approve and authorize the Health Services Director, or his designee
(Donna Wigand) , to execute on behalf of the County, Contract #24-950-62
with M. Katrine Hughes, L. C.S.W. , for the period from February 1, 2000
through June 30, 2000, to provide Medi-Cal mental health specialty
services, to be paid in accordance with the rates set forth in the
attached fee schedule.
FISCAL IMPACT:
This Contract is funded by State and Federal FFP Medi-Cal Funds .
BACKGROUND/REASON(S) FOR RECOMMENDATIONS :
On January 14, 1997, the Board of Supervisors adopted Resolution #97/17,
authorizing the Health Services Director to contract with the State
Department of Mental Health to assume responsibility for Medi-Cal mental
health specialty services . Responsibility for outpatient mental health
specialty services involves contracts with individual, group and
organizational providers to deliver these services .
Under Contract #24-950-62 Contractor will provide mental health specialty
services, through June 30, 2000 .

RECOMMENDATION(S) :
Approve and authorize the Health Services Director, or his designee
(Donna Wigand) to execute on behalf of the County, Contract
Amendment Agreement #24-933-9 with Crestwood Behavioral Health,
Inc . , effective August 1, 1999, to modify the payment rates for
certain mental health services at Contractor' s facilities with no
change in the original payment limit of $3 , 376, 096 .
FISCAL IMPACT:
There is no change in the original Contract Payment Limit of
$3 , 376, 096 .
BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
On September 28 , 1999, the Board of Supervisors approved Novation
Contract #24-933-6 (as amended by Contract Amendment Agreement #26-
933-8) with Crestwood Behavioral Health, Inc. for the period from
July 1, 1999 through June 30, 2000, which included a six-month
automatic extension through December 31, 2000, to provide admission
and intensive day treatment of County-referred mentally ill persons,
who are in need of sub-acute skilled nursing care in an Institution
for the Mentally Diseased (IMD) . The Contractor has a number of
long-term care facilities under this Contract which the County may
use on an "as-needed" basis .
In December 1999, the California Department of Mental Health revised
rates for Long Term Care providers effective August 1, 1999 .
Approval of Contract Amendment Agreement #24-933-9 will amend the
payment provisions to conform with State-established rates with no
change in the Contract Payment Limit .

RECOMMENDATION(8)_:
Approve and authorize the Health Services Director, or his designee (Chuck
Deutschman) to execute on behalf of the County, Contract #74-053 with REACH
Project, Inc. , in the amount of $134, 160, for the period from April 1, 2000
through June 30, 2001, for the provision of youth, family, and community
drug abuse prevention and treatment services in Antioch and Brentwood.
FISCAL IMPACT:
This Contract is funded 38. 3% by Federal SAPT Block Grant and 61.7% by
County funds.
CHILDREN'S IMPACT STATEMENT:
This Alcohol and Drug Abuse prevention and treatment program supports the
Board of Supervisors' "Families that are Safe, Stable, and Nurturing" and
"Communities that are Safe and Provide a High Quality of Life for Children
and Families" community outcomes by providing individual, group, and family
counseling; substance abuse education; rehabilitation support services; and
substance abuse prevention services. Expected outcomes include increased
knowledge about the impact of addiction; decreased use of alcohol, tobacco
and other drugs; increased use of community-based resources; and increased
school and community support for youth and parents in recovery.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
This Contract meets the social needs of County's population in that it
provides specialized substance abuse treatment and prevention programs so
that addicted youth are provided an opportunity to prevent or recover from
the effects of alcohol or other drug use, become self sufficient, and return
to their families as productive individuals.
Under Contract #74-053, REACH Project, Inc. will provide youth, family, and
community drug abuse prevention and treatment services through June 30,
2001.

a. Approve and authorize the Health Services Director or his designee (Donna M.
Wigand) to execute on behalf of the County Emergency Residential Care Placement
Agreement #24-086-120(1) with Diane Anglin dba Scenic View, for the period from
February 1, 2000 through January 31, 2001, to provide emergency residential care
to mentally disturbed adults who are potentially eligible for SSI/SSP, in an
amount not to exceed $749 per client per month through December 31, 2000, and in
an amount not to exceed $786 per client per month beginning January 1, 2001; and
b. Authorize the Auditor-Controller to pay an amount not to exceed $98 per month
from February 1, 2000 through December 31, 2000, and an amount not to exceed $103
per month beginning January 1, 2001, to clients who are placed in the board and
care facilities under said Emergency Residential Care Placement Agreements for
incidental expenses and personal needs.
FISCAL IMPACT:
Under this program, the County pays the State-established rates for the residential care
of mental health clients who are not yet receiving SSI/SSP (but who are potentially
eligible and have made formal application to the Social Security Administration for
SSI/SSP) , contingent upon the client's signing an agreement with the County to reimburse
the County from the SSI/SSP money, once it is finally granted by the federal government
(usually 3 to 6 months retroactively back to the month of application) .
For those mental health clients who are not granted SSI/SSP (i.e. , are found ineligible) ,
the County covers the residential care payments to the facility operators through the
County's established Mental Health Program Funding. Initially, ten to twenty percent of
the clients are found ineligible by the Federal Social Security Administration, depending
on changes in Federal guidelines, and then some of these are ultimately found eligible
through appeal processes.
BACKGROUNDIREASON(S) FOR RECOMMENDATION(S) :
For several years, the County's Mental Health Adult Services Program has used these
Agreements as an interim financing mechanism to facilitate the residential care of mentally
disabled clients and movement of clients, who are deemed eligible for SSI/SSP, from State
or local inpatient facilities to community-based facilities. This Program provides
residential care for 40 to 50 clients per year. 0n August 3, 1999, the Board of
Supervisors approved Contract #26-048-120, to provide emergency residential care services
for the period from February 1, 1999 through January 31, 2000.
Approval of Emergency Residential Care Placement Agreement #24-086-120(1) will allow
Contractor to continue providing services through January 31, 2001.

RECOMMENDED ACTION:
Approve and authorize the Health Services Director or his designee (Milt
Camhi) to execute on behalf of the County, Contract #27-208-3 with Lawrence
McReynolds, M.D. , for the period from January 1, 2000 through December 31,
2000, for the provision of professional psychiatric services, to be paid as
follows :
1 . 0100 .00 per initial 45-50 minute therapy session; and
2 . 70 .00 for each additional 45-50 minute therapy session.
FISCAL IMPACT:
This Contract is funded by Contra Costa Health Plan member premiums . Costs
depend upon utilization. As appropriate, patients and/or third party
payors will be billed for services .
BACKGROUND/REASON(S)FOR RECOMMENDATION(S):
The Contra Costa Health Plan (Health Plan) has an obligation to provide
professional psychiatric services for Health Plan members with mental
health therapy services as a covered benefit . This population includes
Medi-Cal, Medicare, and Commercial members enrolled in the Health Plan.
On April 20, 1999, the Board of Supervisors approved Contract #27-208-2
with Lawrence McReynolds, M.D. , for the period from January 1, 1999 through
December 31, 1999 .
Approval of Contract #27--208-3 will allow the Contractor to continue to
provide professional psychiatric services, through December 31, 2000 .

Behavioral services to County referred clients ages 0-21 years of age. This contract contains

CHILDREN'S IMPACT STATEMENT:
This Contract supports the following Board of Supervisors community outcomes: 1) Children ready
for and succeeding in school; 2) Families that are safe, stable, nurturing; and 3) Communities
that are safe and provide a high quality of life for children and families. The expected
outcomes include all goals identified by Children's Statewide System of Care guidelines
including: A) Increase and maintain school attendance as measured by school records; B) Increase
in positive social and emotional development as measured by the Child and Adolescent Functional
Assessment Scale (CAFAS) ; C) Increase in family satisfaction - as measured by the Parent
Satisfaction Survey; D) Decreased used of acute care system; and E) Placement at discharge to
a lower level of care.
BACKGROUND/REASON(S)_ FOR RECOMMTDATION(S) :
The State Department of Mental Health has been working in collaboration with the County's Mental
Health Division to establish a mandated program to provide Therapeutic Behavioral Services (TBS)
to children ages 0-21 years of age, who participate in the Early and Periodic, Diagnosis, and
Treatment (EPSDT) Specialty Mental Health services. This program will provide services to

RECOMMENDATION(S):
Approve and authorize the Health Services Director or his designee (Donna Wigand) to execute
on behalf of the County, Contract #74-051 with Family Stress Center, for the period from March
1, 2000 through June 30, 2000, in the amount of $100, 000, for the provision of Therapeutic
Behavioral Services to County referred clients ages 0-21 years of age. This contract contains
a six-month automatic extension through December 31, 2000, in the amount of $150,000
FISCAL IMPACT:
This Contract is funded as follows:
$ 51,570 51.67% Federal FFP Medic-Cal Funds
48,330 48.33% State EPSDT funds
$100,000 Total
CHILDREN'S IMPACT STATEMENT:
This Contract supports the following Board of Supervisors community outcomes: 1) Children ready
for and succeeding in school; 2) Families that are safe, stable, nurturing; and 3) Communities
that are safe and provide a high quality of life for children and families. The expected
outcomes include all goals identified by Children's Statewide System of Care guidelines
including: A) Increase and maintain school attendance as measured by school records; B) Increase
in positive social and emotional development as measured by the Child and Adolescent Functional
Assessment Scale (CAFAS) ; C) Increase in family satisfaction - as measured by the Parent
Satisfaction Survey; D) Decreased used of acute care system; and E) Placement at discharge to
a lower level of care. ,
BACKGROUNDIREASON(S) FOR RECOMMENDATION(S):
The State Department of Mental Health has been working in collaboration with the County's Mental
Health Division to establish a mandated program to provide Therapeutic Behavioral Services (TBS)
to children ages 0-21 years of age, who participate in the Early and Periodic, Diagnosis, and
Treatment (ESPDT) Supplemental Specialty Mental Health services. This program will provide
services to eligible Medi-Cal beneficiaries under 21 years of age who meet the Mental Health
Plan medical necessity criteria, who are members of the certified class and who meet the
criteria for needing these services.
Under this Contract #74-051, Contractor will provide Therapeutic Behavioral Services (TBS) ,
through June 30, 2000.
