SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Employment and Human Services Department Director, or designee, to SUBMIT a Community Service Plan to the California State Department of Social Services as an addendum to the Contra Costa County Ca1WORKs plan. FINANCIAL IMPACT: The proposed Community Service Plan will require administrative changes in Contra Costa County's CalWORKs plan. It will not change the County's CalWORKs allocation for fiscal year 19992000 ($25,117,811) or its fully budgeted maintenance of effort share ($4,126,052). CHILDREN'S IMPACT STATEMENT: The Community Service Plan supports three community outcomes: "Families that are Economically Self- Sufficient"; "Families that are Safe, Stable and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for Children and Families." Community service performed by CalWORKs participants during their first 24 months on aid provides valuable skills development that will help participants secure future employment. Community service participants will perform a variety of jobs for agencies with staff shortages, gaining experience as clerical assistants, teacher's aides, childcare providers, shuttle drivers, et al. BACKGROUND: A Community Service Plan is a required component of the CalWORKs program, the "California Work Opportunity and Responsibility to Kids" Act, which was implemented January 1, 1998. Contra Costa County implemented Welfare to Work on March 10, 1998 to provide employment services to CalWORKs cash assistance recipients. The Board last authorized the Employment and Human Services Department to submit revisions to the CalWORKs plan on September 21, 1999. The Community Services Plan adds to the CalWORKs plan previously approved by the Board and the State Department of Social Services. EHSD worked for several months with community-based organizations, unions, employers and employee groups to involve CalWORKs participants in private nonprofit and public sector work experiences designed to benefit participants and the community where services are offered. EHSD will match participant skills and abilities to community service provider needs, creating excellent learning and skill-building experiences. BACKGROUND: On November 3, 1998, the Board authorized the Contra Costa County Private Industry Council Executive Director to receive Department of Labor Welfare-to-Work National Competitive Grant funds from the Oakland Private Industry Council, Inc. in the amount of$738,465 for the provision of Welfare-to-Work services to clients in Contra Costa County from July 1, 1998 through June 30, 2000. In February 1999, the Board authorized the PIC Executive Director to enter into an amendment to this agreement to increase the funding to a new limit of$795, 965. The Oakland Private Industry Council, Inc. informed the CCC Private Industry Council's successor agency, Employment & Human Services Department, that the U.S. Department of Labor extended the WtW National Competitive Grant by one year to a new ending date of June 30, 2001 with no change in payment limit. BACKGROUND: The California Department of General Services has instituted a program to fund the implementation of the "9-1-1 for Kids" Program to support local law enforcement agencies' educating young children in the use of the 811 emergency call system. The funding supports the purchase of"9-1-1 for Kids"classroom kits and materials for Sheriffs staff to use when instructing grade K-2 children on the proper use of the 911 system. Sheriff's staff would implement the program beginning in Spring of 2000 at public and private schools in the unincorporated areas of the County and in the contract cities of Danville, Lafayette, Orinda and San Ramon. CONSEQUENCES OF NEGATIVE ACTION: This valuable program which has the potential for saving lives in an emergency could not be implemented. FISCAL- IMPACT: NONE. The cost of contracting to remove derelict vessels from the Delta is reimbursable by the California Department of Boating and Waterways. A small amount of overtime costs for Deputies in the Office of the Sheriff will be incurred in conjunction with the removal. Funds are available for this purpose. BACKGROUND: The California Department of Boating and Waterways has authorized up the $250,000 to Contra Costa County to remove derelict vessels from the Delta waterways. The Sheriffs Marine Patrol identified 130 derelict vessels in the Delta for removal and disposal. Seventy vessels have been removed, and funding in the amount of$35,000 remains available to continue removal and disposal. The State has agreed to extend the contract for an additional seven months to continue removing vessels to the extent possible with the remaining funds. CONSEQUENCES OF NEGATIVE ACTION: If the contract is not extended the County will not maximize available State funding to remove abandoned vehicles from the Delta. BACKGROUND: The State Office of Criminal Justice Planning (OCJP) offers financial awards to law enforcement agencies to assist them in upgrading their technical equipment to take advantage of the developments in the industry. Traffic on the radio waves within Contra Costa have become crowded due to increased use by law enforcement and other entities. This traffic slows communications, and impedes prompt and thorough investigation by field Officers. This application, if approved, would support the purchase of five Base Station Radios to be installed on the hilltops within the County. These multiple installations will provide complete coverage throughout the County, to County and local law enforcement officials. Mobile data computers (MDC's) would be able to secure mugshot, fingerprint and outstanding warrant information more quickly and would also allow Officers in different jurisdictions to communicate during mutual aid situations. CONSEQUENCE OF NEGATIVE ACTION: The Communication system in the County is in need of upgrading and expansion. If this application is not submitted the County would be foregoing potential State assistance for these improvements. II. FISCAL IMPACT: This would be additional revenue to the County. Ill. BACKGROUND: The Department of Alcoholic Beverage Control provided Contra Costa County funding from 1997 through 1999 to increase enforcement of laws in establishments licensed to sell alcoholic beverages. The funding enabled Officers to size illegally obtained alcohol and tobacco products, and in partnership with ABC, to revoke alcoholic beverage licenses of establishments engaging in illegal activities. Funding was not provided to Contra Costa in the fiscal year 1999-2000, and this enhanced enforcement could not be continued. Approval of the grant would enable the County to resume the program which is considered valuable because those establishments engaging in illegal sales and procurement activities are often the same ones that create a public nuisance in their communities and attract individuals engaging in additional illegal activities. IV. CONSEQUENCES OF NEGATIVE ACTION: Without state support, the County would be unable to resume this enforcement program. BACKGROUND: In a continuing effort to identify systemic barriers that impede the efficient and effective delivery of Child Welfare System(CWS) services,the Department requests authority to contract with the American Humane Association to conduct an audit to review and analyze the flow of child and family services cases through the system. The American Humane Association(AHA) is recognized nationally as a premiere organization specializing in Children and Family Services, advocacy, training,program accountability and promotion of best practices. The organization recently completed the California State Children's Services Workload Study and is therefore familiar with National laws and State regulations governing child welfare practice, as well as the operational realities of running these programs at the County level. The audit will develop a detailed mapping of the case flow process for CWS cases that visually presents and delineates the movement of children and families through the agency and will identify systemic barriers in the case flow process that create delays for accomplishing a seamless transition to subsequent points of intervention. The audit finding can then be used by the Department to expand and improve the quality of service delivery models for prevention and intervention. BACKGROUND: In September 1998, the Beard approved and authorized acceptance of the Welfare-to-Work Governor's 15% Special Projects Grant funding in the amount of$784,031. The two-year grant provides funding for job opportunities and work related transportation services for CaIWORKs recipients. In January 1999, the Welfare-to-Work Transportation Plan was developed by the Transportation Alliance to address overall County transportation issues including,job development in transportation services and the unmet transportation needs related to childcare for children of CaIWORKs recipients. The Plan presented recommendations for wide ranging program(s) development and implementation. In addition,the Welfare-to-Work Transportation Plan explored and recommended the expansion of programs to use CaIWORKs funding to serve client populations other than those specifically identified under the Welfare-to- Work Governor's 15% Special Projects Grant. BACKGROUND: A portion of the funding allocation for Refugee Services covers the administrative activities for contract monitoring and required reporting. Ms. Tompkins, as a retired Refugee Program administrator,provides the necessary expertise in services specific to the refugee population to perform administrative activities. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: Authorize the Director, Employment and Human Services Department, or his designee, to: A. Execute on behalf of the County standard Individual Referral for Service Agreement ^108) with St. Vincent de Paul to provide supportive and job retention services, at the rates set forth in said agreements, to eligible enrollees under the Department of Labor Welfare-to-Work programs, for the period from February 1, 2000 through June 30, 2000; and B. Execute additional standard form agreements and amendment agreements with St. Vincent de Paul as may be needed for periodic revisions, such as adding or deleting a service, service fees and/or compliance revisions to State or Federal regulations/guidelines. FINANCIAL IMPACT: None. 100% Federal and State funds. CHILDREN'S IMPACT STATEMENT: This contract is to provide supportive and job retention services to Welfare-to-Work eligible participants. This indirectly supports the third outcome - families that are economically self-sufficient. BACKGROUND: By its order dated August 4, 1998 the Board approved the County's Welfare-to-Work Plan roles and responsibilities which include funds through the Department of Labor WtW Formula and National Competitive Grants and the State of California Regional Workforce Preparation and Economic Development Act Grant for this activity. The Individual Referral for Services Program will provide supportive services and job retention services to approximately 400 JTPA-eligible Contra Costa County residents during the period June 1, 1999 through September 30, 2000. The total amount of Federal and State revenue allocated for services from this provider and others approved by the Board on November 16, 1999 (Item C.109) during the 99/00 Program Year is $462,785. Service costs will be paid under umbrella contracts approved by the board on June 8, 1999 (Items 0.144, 0.145, C.146).
