SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and ADOPT a policy to clarify the appointment procedures of the Board of Supervisors in
making assignments of members to various board, committees and commissions.
BACKGROUND:
On January 4, 2000, the Board of Supervisors referred to the 2000 Internal Operations Committee
the matter of clarifying the Board's policy on making assignments of Board of Supervisors members
to various boards, committees and commissions. Specifically, the Board directed the internal
Operations Committee to recommend a policy that states which recommendations for appointment
will be made by the Chair of the Board and will be recommended by the Chair for the following
year's assignments. The proposed policy would identify the Chair's recommendations and distinguish
those recommendations from appointments that are to be made by the full Board of Supervisors for
representation to various regional bodies, in keeping with the regional bodies' appointment timelines.
The Internal Operations Committee recommends the following policy:
1) That Board Committee appointments be categorized in accordance with the following
descriptions and as delineated on the attached listing:
a) Internal appointments, to which the Chair of the Board of Supervisors makes
nominations annually to be approved by the Board of Supervisors. Ad Hoc
committees of the Board would also fall under this category.

b) Regional appointments, to which Board members are appointed by vote of the full
Board of Supervisors in accordance with the agency's terms and by-laws.
c) Special Case/Restricted appointments, for which the specific assignments are
dictated or are in some way restricted by statute or county ordinance, or for which
the term of the appointment makes it impractical for it to be considered along with
the other annual assignments e.g., a term that runs from July to June. Restrictions
might include, for example, that a committee member represent a certain district,
be the Chair of the Board, or vest in the Chair of the Board the authority to appoint
an alternate.
2) That the incoming Chair of the Board of Supervisors make nominations for Internal appointments
and those Regional appointments for which the term has expired, and that those nominations,
once approved by the Board of Supervisors, be incorporated as one of three attachments to a
master resolution covering committee appointments from all three categories Internal, Regional
and Special Case/Restricted. For administrative ease, the master resolution could be amended
from time to time as terms expire or if new appointments are made to regional bodies. The
master resolution will always reflect the complete roster of Board member appointments and will
be available to the public.
ADDENDUM TO ITEM SD.4
Agenda March 21, 2000
On this date, the Board of Supervisors considered a proposed policy to clarify the appointment
procedures of the Board of Supervisors in making assignments of members to various boards,
committees and commissions.
There were no requests from the public to speak on the matter.
The Board took the following actions:
APPROVED and ADOPTED the policy with the following modifications/clarifications to the
policy:
1. Regional appointments are nominated by the Chair, subject to Board approval,when a
term of appointment has come to the end or there is a vacancy by virtue of a Supervisor
no longer being on the Board, noting that this category contains appointments that would
not usually be addressed in the annual reorganization of the Board;
2. Special Case/Restricted appointments are nominated by the Chair when the term of
appointment has come to an end, subject to Board approval and any restrictions imposed
by statute or County ordinance, noting that this category contains appointments that
would not usually be addressed in the annual reorganization of the Board;
3. The Board reserves the right to place an item on the agenda to nominate, consider, and
change an appointment at any time, in accordance with any legislated restrictions.
Attachment: Revised Board of Supervisors Policy on Board Member Committee Assignments,
as outlined above.
