HomeMy WebLinkAboutMINUTES - 03212000 - P3 i TO: BOARD OF SUPERVISORS ` ' contra Costa FROM: FISH AND WILDLIFE COMMITTEE County DATE: March 21, 2000 SUBJECT: PRESENTATION OF CERTIFICATES OF APPRECIATION TO INDIVIDUALS WHO HAVE MADE EXCEPTIONAL CONTRIBUTIONS TO FISH AND WILDLIFE RESOURCES SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS PRESENTATION of Certificates of Appreciation to Peter Margiotta and Thomas K. Studley, former members of the Fish and Wildlife Committee who have made exceptional contributions to the fish and wildlife resources of Contra Costa County, as recommended by the Fish and Wildlife Committee. FISCAL IMPACT None, BACKGROUND/REASONS FOR RECOMMENDATIONS On December 17, 1997, the Fish and Wildlife Committee voted unanimously to recommend that the Board of Supervisors initiate a Fish and Wildlife Committee certificate of appreciation program. The Committee believed the program would be a valuable mechanism for expressing appreciation to those who have made substantial contributions and for increasing community awareness about the importance of protecting and enhancing the County's fish and wildlife resources. The Board of Supervisors approved this recommendation on February 3, 1998 and recognized nineteen individuals as the first recipients of this award. In the fall of 1999, the Fish and Wildlife Committee voted unanimously to recommend this award to Peter Margiotta and Thomas Studley, hard- working former members of the Fish and Wildlife Committee. Mr. Margiotta's persistent work on the Fish and Wildlife Committee was the driving force behind management reforms to benefit wildlife at the Palm Tract Mitigation Project in East County, one of the largest waterfowl projects in the state. Mr. Margiotta was also an influential advocate for protecting resources at the most visible wetland in the County, the McNabney Marsh. He also was a consistent spokesman for the idea that harvesting resources through activities like fishing was a valuable means for teaching children the value of conservation and the need for sound stewardship. Mr. Margiotta was a strong proponent for effective enforcement of fish and game regulations. Thomas Studley served on the Fish and Wildlife Committee from December 1987 to April 1999 and was chair from 1996 until his retirement. Mr. Studley became Chair when the Committee was reformed after a hiatus, and his strong leadership skills, collaborative style, and earnest dedication to his charge were the primary factors in elevating the committee to a new level of effectiveness, productivity, and professionalism. Through his guidance, the Committee instituted a competitive grant program to improve the awarding of Fish and Wildlife Propagation funds, launched a computer program through the CAO to track enforcement of fish and wildlife regulations, and initiated a timely dialogue on creeks and watersheds that led to the April 1999 Creek and Watershed Symposium attended by 300 people and to the formation of a new public/private group, the Contra Costa Watershed Forum. An expert in aquatic biology, Mr. Studley was the Committee's main resource in addressing the complicated water and fish issues in the County. D:\John ma1n\F&WB0C0Am00.doc
