" BACKGROUND: The United States Department of Agriculture has available a "Housing Preservation Grant Program" to assist low-income residents with home repair in the rural areas of Contra Costa County. The County has received funding in prior years from this grant program. The Contra Costa County Building Inspection Department Neighborhood Preservation Program anticipates requesting $75, 000 . 00 . FISCAL IMPACT No financial impact to Contra Costa County. Included within the packet are the necessary forms, information, and regulations for filing a preapplication for a Housing Preservation Grant(HPG). Please thoroughly review the HPG regulations for the requirements involved in assembling and submitting a preapplication. Section 1944.676 lists the specific documentation required for a preapplication. All items through(h)are required. The Form 1940-20 required by item(c)should be completed per the instructions contained in Exhibit F-1 to the HPG regulations. A Preapplication Checklist is included in the packet that should be useful in organizing and checking for completion of your preapplication. . In addition to the information required by the regulations, please include a resolution of your governing board authorizing application for this assistance. HPG assistance can be provided to(1)owners of single family housing, (2)owners of multiple unit rental properties,or(3)consumer cooperative housing projects for the benefit of unit occupants. A preapplication must only address a proposal to assist one of the three targeted recipients. Any combination proposal is not acceptable. Please note the closing date for preapplication submittal is March 22,2040. Preapplicatlons roust be recelvad by this date. Applicants intending to mail preapplications must provide sufficient time to permit delivery on or before March 22,2000. Acceptance by a post office or private mailer does not constitute delivery.. Facsimile(FAX)and postage due preapplications will not be accepted. Several Important points to remember: • Start your consultation process early in order that you will have time to secure the necessary documentation, (i.e., local government, State and Areawide Clearinghouses, and the State Historic Preservation Office). • Initiate your notice(publication)for public comments as soon as possible. Please remember that you must allow adequate time for a 15-day public comment period and to summarize any comments received before filing your preapplication with Rural Development. The last day for publishing the notice fear public comments is March 7,2000. Publication after this date will not provide the required 15-daypublic comment period. We strongly suggest initiating the publication at least 30 days ahead of the anticipated filing date. The publication must in the form of a"public notice A general article Is not acceptable. Complaints of discrimination should be sent to: Secretary of Agriculture,Washington,D.C. 20250 • The percentage of use of HPG funds to total cost of unit preservation(HPG and leveraged funds) Is calculated exclusive of administrative costs. • When projecting the number of units to be assisted, HPG funds must be used for repairs on each unit, either solely or in combination with leveraged funds,for the unit to be considered assisted by the HPG program. • For fiscal year 2000, the HPG allocation for California is$203,119. Please note that the HPG regulations(section 1944.680)limit grants to no more than 50 percent of the State allocation to a single applicant. • Section 1944.658 states that a grant request may be for a one or two year period. Applicants requesting a two-year term may be asked to develop a feasible one-year program if sufficient funds are not available for two-year program. Based on activity from previous years.One- year proposals ragging from$75,000 to$150,000 have been typical. • Any processing activity for a HPG preapplication involving authorized assistance to Rural Development employees, member of their families, known close relatives, business or close personal associates,is subject to special processing provisions provided in RD Instruction 1900-D. Applicants for HPG assistance are required to identify any known relationship or association with Rural Development employees. NOTICE: Public Law 101-235 imposes registration and reporting requirements on any person engaged for pay or for any consideration for the purpose of attempting to influence the making of a Rural Development housing loan and/or grant and limits fees a person may charge for this service. Although no registration/reporting requirements are placed upon the applicant for the Rural Development housing loan and/or grant, the failure of the person paid to influence a request for assistance to property register and report could adversely affect an application. It Is,therefore, incumbent upon housing applicants to ensure that any person they engage to influence their application complies with this law. Applicants should review RD Instruction 1940x, Section 1940.916 for specific administrative remedies and civil penalties which may be imposed upon the influencer an/or applicant.
