1. RECOGNIZE that on December 14, 1999 the Board of Supervisors directed the County Administrator to proceed
with the development of a preliminary space and facilities program,for a new County Government Center.
2. ACKNOWLEDGE that on March 14, 2000 the Board of Supervisors authorized the County Administrator to
proceed with Visioning concepts for a new County Government Center and DIRECTED staff to return with a
preliminary program for this facility.
3. RECOGNIZE that this program contains preliminary space requirements for the City of Martinez,the Assessor,
and general government functions of the County including:

SmithGroup,together with O'Brien Kre€tzberg, was asked to undertake the validation of the Contra Costa County
Needs Assessment/Program Study originally developed by the Ratcliff Architects,dated November 30, 1998, in
preparation for the proposed design competition for the County Government Center'. The SmithGroup document
will be issued to each of the competitors as the basis for the design competition.
In addition to the quantitative program information,the report was expanded to include planning parameters for
the new facility, along with a schedule for design and construction, and the total preliminary project cost. All of the
information was developed to assist and inform participants in the design competition.
The County Government Center is seen as a three-phase development. The initial phase,consisting of
approximately 133,000 square feet, will provide facilities for the core of the County's administrative functions. It
will also include the Assessor's office,and an allocation for the City of Martinez's administrative functions. The
project will be the first step in transforming the existing County government site into the focal paint of Contra
Costa County government. Later phases will address the removal of the existing 651 Pine Street building and the
adjacent forensics facility. The scope and schedule of the future phases are indeterminate at this time, and not
part of this effort.

The quantitative information contained in the Ratcliff report of November 30, 1998 was expanded to include
qualitative information. In addition to the functional and space program,the updated report addresses
planning parameters for the selected site, a preliminary design and construction schedule, and a preliminary
estimate of construction cost to inform the design process.
Manning Parameters
The County Government Center will gather together the core administrative functions of Contra Costa County
in one location for operational and administrative efficiency. In addition to the core administrative functions,
the project will also include the Assessor's office, and space for the City of Martinez administrative functions.
The core administrative functions include the County Administrator's Office, the Board of Supervisor's
chambers,the Clerk of the Board, County Counsel, Human Resources, and an allotment for General
Services,which will include building service and maintenance spaces.
The selected site is north of the existing Finance Building, bounded by Escobar Street to the south, Court
Street to the west,and Marina Vista to the north;the eastern boundary is defined by the adjacent residential
buildings owned by the County.
To assist with the development of the design, we assembled site and urban design criteria, including zoning
information. Using the vision gained through meetings with each member of the Board of Supervisors, we
also developed planning parameters for the architecture of the Government Center. The planning parameters
speak to the historical context of the building,the image and impact of its presence in the community,the type
of workplace it will be for County employees, and other requirements, including service access and adjacent
Official Parking.
Functional and Space Program
The purpose of the program interviews was to update and validate the information gathered in the Ratcliff
study for the departments that comprise the core of County government. During January,2000
representatives of SmithGroup met with each of the county agencies listed in the area summary. Each group
was asked to verify staffing levels and the applicability of space standards to their group. The results were
tabulated as an update to the areas generated by the Ratcliff study. Finally,the Area Summary illustrates the
square footage difference between the validated need versus existing square footage currently occupied.
The SmithGroup team also met with representatives of the City of Martinez, although a space and functional
program was not developed at this time for the city. The area designated for city function is a placeholder
based on existing area occupied.
In order to provide information for the design competition, the original Ratcliff program was expanded to
include building amenities, such as the main entrance/lobby, a small deli/coffee facility, community meeting
rooms, and a catering/warming kitchen. A Building Gross Factor was also added to the projected
departmental areas. The Building Gross Factor accounts for the common facilities of a building, including
service access, elevators, exit stairs, rest rooms, and mechanical shafts.

An allocation was also set aside for the City of Martinez administrative functions. The primary goal would be
to gain operational and administrative efficiency with shared or joint use facilities. it is intended that the City
of Martinez would be a tenant in the new Government Center. The Area Summary,which includes all the
projected departments, shows a need for a building of approximately 133,000 gross square feet.
Design and Construction Schedule -
Based on the design competition approach, a preliminary design and construction schedule was developed
for the project. The schedule calls for the design to be completed during the 4'h Quarter of 2001.
Construction will begin in the 18'Quarter of 2002, with occupancy of the building in the 2`d Quarter of 2004.
Preliminary Construction Cost
Working with Hanscomb Inc. as Construction Consultants and Cost Estimators, a preliminary estimate was
developed for the building. The construction cost estimate was developed as a guideline for participants in
the design competition. Costs were escalated to the estimated midpoint of construction. The preliminary
estimate of construction cost is$32.7 million.

Urban Dsstgn
The County Government Center site presents a unique opportunity in the evolution of the urban design of
downtown Martinez. As part of the city's Contra Costa County Government District, the project site is a site in
context. The new Government Center must recognize this context, enhance it, and build on it, in its planning and
design, the new center must redefine the importance of the Government District, and reconnect it to the larger
community.

GF Permitted Uses=City, County, State & US Government facilities, School District facilities, &public or
private colleges & universities.
GF Conditional Uses= Facilities of public utilities.
GF Minimum Site Area =Sufficient for the specific intended use as set forth in the application for rezoning.
GF Minimum Yard Requirements= Shall be equal to those required in the most restrictive abutting
district; additionally, Y2 foot shall be added to each yard requirement for each 1 foot that the building
exceeds the maximum height allowed in the most restrictive abutting district.

Site Development. It is assumed that the Martinez Museum, housed in a 107-year-old Victorian cottage on the
northeast corner of Court and Escobar Streets, will be relocated prior to the start of the County Government
Center project.
Options are offered for the competitor's consideration.
• gine Street between Escobar and Marina Vista may be abandoned and incorporated into the project site. If
this option is chosen,the County Government Center project must bear the cost of the removal of the street
and the relocation of utilities.
• Contra Costa County owns two lots currently occupied by residential properties just east of the project site.
These lots may be developed as part of the project to accommodate the requirements for Official Parking for
a minimum of 60 spaces.
• The future use of 651 Pine Street may be addressed as part of the urban design solution. This option will be
an unevaluated option for cost purposes, as the disposition of 651 Pine Street is beyond the scope of the
project. It is anticipated that the County will want this site to house a building of approximately 40,000 square
feet for an undetermined future use.
• The future use of the site currently occupied by the forensics lab, located east of 651 Pine, may be addressed
as part of the urban design solution.This option will be an unevaluated option for cost purposes, as the
disposition of the existing building is beyond the scope of the project. It is anticipated that the County will
want this site to house a building of approximately 30,000 square feet for an undetermined future use.
• The removal of the 1942 addition to the former County Jail could be suggested as part of the urban design
solution. Again,the option will be an unevaluated option for cost purposes.
• A pedestrian link between the project site and the park is a desirable site amenity. Such linkages should be
recognized by the new facility, although creation of the linkage may be beyond the scope of the current
project. This feature will be an unevaluated option for cost purposes.
• Recognition of and connection to the new Family Law facility,currently in design with Ross—Drulis Architects
&Planners should be a consideration of the overall County Government Center site master plan.
Site Circulation. The building should promote the strengthening and animation of the public realm. This
includes streetscape design, pedestrian paths and approaches, plazas, and the visual upgrading of currently
underutilized parts of the site. The site must accommodate pedestrian circulation from all modes of
transportation. Its design should consider approaches to the building from parking, public transportation, and
other County facilities. A drop-off point for automobile passengers should be provided. Service access should
be isolated from pedestrian routes.
Site Amenities. The County Government Center must support the strengthening and animation of the public
realm through streetscape design, pedestrian paths and approaches, plazas, and the visual upgrading of currently
underutilized parts of the site. The county would like the site to support outdoor gathering spaces that could
provide vistas to the park and marina beyond,while also supporting waiting or prefunction spaces.

Preliminary Space Program
Historical. The presence of vintage buildings such as the Finance Building, the Main Court Building, and the
Library give civic context to the site that should be addressed by the design of the new building. The architectural
character of the new facility should respect and provide reference to the rich historical past of Contra Costa
County and specifically to the City of Martinez's Contra Costa County Government District and the surrounding
area.
The building,through its proportions,craftsmanship, and clarity of vision should provide a bridge between
contemporary construction technology and the valued characteristics of historical structures. As with any new
building,the Government Center should harmonize with the existing setting in terms of its form, massing, and
colors and materials.
The Government Center's height shall respect the height of the Finance Building, anticipating the restoration of its
dome, which has been removed. The building shall be no higher than the George Gordon Center, located on the
northwest corner of Court and Escobar Streets.
Presence. The new facility must create a sense of place, a place of gathering and community. It shall have an
importance on the site and within the context of the Government District. The County Government Center should
be a modest and comfortable addition to the collection of county structures facing Court Street. The building's
design shall integrate well with the site, while giving appropriate levels of recognition',to its entry point(s). It must
capture the views, yet allow the view through and beyond to the park and the marina. The view from the existing
County facilities and the city must also be considered, including the roofscape of the new facility.
Accessibility. Accessibility and a recognizable address are key to the success of the building, including access
for pedestrians, bicycles, public transit and cars. The building and the site shall be highly accessible, both visually
and physically. The site and the building's accessibility shall be addressed from all modes of transportation,
including the new intermodal Amtrak station. It shall also accommodate a high level of pedestrian access and
interface with the existing City and County facilities.
Building Entrance. The facility should have a single point of entry for the public and employees, oriented toward
the predominant public exposure. The entrance should be given and appropriate level of prominence so that it is
easily recognized and interpreted by the public as the point of entry.
Workplace. The interior workplace environment shall represent the value and importance of the County
employee by providing highly efficient and effective workspaces. The workspace shall provide an
appropriate level of environmental control to maintain a comfortable working environment. Consideration should
be given to lighting systems that support a high level of computer usage. Access to daylight and
providing employees the opportunity for visual relief is also an important element of a comfortable work
environment.
Technology. The County Government Center shall be designed to support the latest in technology, including
meeting or exceeding all energy efficiency parameters. It must accommodate the most advanced
telecommunications/data capabilities to meet both the short and long term need for flexibility.
Sustainable wilding Design. The new facility shall take into consideration and implement, where proven to be
cost effective and reasonable, the latest in sustainable building design. Where applicable, life cycle cost analysis

should be used to justify additional capital investment in more efficient building systems that would reduce overall
costs over the useful life of the facility.
Building Amenities. The Government Center may accommodate a small deli/coffee facility to provide minimum
food service. In addition,a holding/warming pantry facility shall be provided for food service capabilities for the
Community Room and the Board of Supervisor's Chambers. A childcare facility may be considered. Locker
facilities for men and women shall be accommodated.
Security.The building will be a public building, and as such will maintain an openness and welcoming
environment. Security shall be minimal and may include a security officer stationed at the main entry or
information desk location. It is not intended that the building require any scanning or metal detector devices. All
entrance exit points shallhave monitoring equipment. Additional security shall be addressed specific to
departmental requirements, including the Board of Supervisors chambers and other facilities.
Code Compliance. The facility shall comply with applicable codes and reference standards in all its aspects,
including the California Building Code, Current Edition.
Parking. The planning assumption for parking shall be that parking will be accommodated at the site owned by
the City of Martinez within approximately one block of the project site. Additionally, employees and visitors will
continue to park in the adjacent County lots, and on City streets.
A minimum of 80 Official Parking spaces will be provided on the project site. Two additional lots directly east of
the project site may be included to accommodate the on-site parking requirements.
Service Access. The building must provide service access as required by the City of Martinez zoning
ordinances. The access must accommodate deliveries and removal of all building waste and recycling, It must
also provide space for dumpsters
City of Martinez. The City of Martinez administrative functions will be co-located with the County facilities in the
new facility. The primary goal is to gain operational and administrative efficiency with shared or joint use facilities.
However,the City of Martinez will be a tenant in the new Government Center. No distinct identity should be given
to their presence on the building's exterior,the entrance to their suite, or their workspace.

The scope of services undertaken by SmithGroup was to validate and update the Contra Costa County deeds
Assessment/Program Study developed by the Ratcliff Architects,dated November 30, 1998. The space program
projections were based on previously established space standards, which are included for reference In Section
3.0, Planning Parameters.
The primary goal of the update is to identify substantive changes in space needs, including growth supported by
the current fiscal year's budget. A secondary goal is to understand significant technological changes that will
impact the way that County government business is done.
The focus of the study is on the departments that form the care of County government. The County government
was conceptualized as a series of concentric circles. At the core was the County Administrator's Office,the
Board of Supervisors,the Clerk of the Board, and the County Counsel. The next ring is the Assessor and Human
Resources.These departments were the focus of the update.
The Functional &Space Program detailed report records a basic understanding of the department's functions, key
adjacencies, and a preliminary listing of their general requirements.
Space Listing
The space fisting for each department quantifies, in net assignable square feet, the offices,workstations, and
support spaces required by the department. A standard circulation factor o€ 1.30 is applied to the total net
assignable area, resulting in the departmental gross square footage, or usable square feet. The usable square
feet total is transferred to the area summary.
Area Summary
Each department's usable square footage total is transferred to the area,summary for the Government Center.
The total of all the departments' usable square footage requirements is totaled, and then multiplied by a factor of
1.20, resulting in the projected building gross square footage total. The 1.20 factor expands the area
requirements of the Government Center to include common use facilities, interdepartmental circulation, and
utilities. The factor accounts for the space required for elevators, exit stairs, rest roams,janitor's closets,
mechanical rooms including mechanical penthouses, mechanical shafts, and exterior walls.
The building gross factor, at 1.20, provides an efficient building.There is an aspect of architectural quality that is
inversely proportional to the plan efficiency of a building. It is important to determine a reasonable efficiency for
the building that will support its expected level of quality. When combined the 1.30 departmental gross factor, a
ratio of net assignable area to building gross or unassigned area of 65%net assignable to 35% unassignable
space results. According to William Pena, author of Problem Seeking, a guide to architectural programming, a
65135 ratio will provide a building of moderate quality, consistent with the County's stated goals.The ratio is also
within the acceptable range for office buildings used by the General Services Administration in their f=acilities
Standards for the Public Building Service (PQ100).

As stated in the Planning Parameters/Architecture section of this report,the planning assumption for parking shall
be that general parking will be accommodated at the site owned by the City of Martinez within approximately one
block of the project site. Additionally, employees and visitors will continue to park in the adjacent County lots,and
on City streets. `
A minimum of 60 Official Parking spaces will be provided on the project site. Two additional lots directly east of
the project site may be included to provide additional area to accommodate the on-site parking requirements.The
exact location of the parking is at the discretion of the competitors.

The preliminary blocking and stacking diagram is offered to provide a visual interpretation of the space program.
The blocking and stacking diagram gives functions with the most public interface the best access upon entering
the facility. These include the Assessor's office the Board of Supervisor's chambers and Clerk of the Board, and
the City of Martinez space. It is desirable that the public be able to understand the building's circulation upon
entering,and that there be a visual connection to the public functions.
The three story configuration is suggested to optimize views to and from the site,to optimize care efficiencies,
and to provide secure access for tate after-hours use of the public areas, including the Board of Supervisors'
chambers and the community conferencelmeeting rooms.

INTRODUCTION -
This opinion of probable construction cost has been prepared to reflect the anticipated cost of the proposed New
Government Center in Martinez, Contra Costa County at the Programming Phase.
This document is based on the measurement and pricing of quantities wherever information is provided and/or
reasonable assumptions for other works not covered in the drawings or specifications, as stated within this document.
Unit rates have been obtained from historical records and/or discussion with contractors. The unit rates are composite
of labor, material and equipment and reflect current bid costs in the area. All unit rates relevant to subcontractor works
include the subcontractors overheads and profit unless otherwise stated.
The documentation used in preparation of this opinion is based on the Functional and Space Program included in
Section 3.0 of this report,which projects a total area of 132, 668 gross square feet for the new Government Center.
Exclusions:
The following items are excluded:
Land costs
Consultant fees and expenses
Fees for testing construction materials
Plan check, inspection,testing and utility connection fees
Permits
Removal and abatement of contaminated soils or building materials.
Moveable furniture and furnishings

Items affecting the cost estimate:
Items which may change the estimated construction cost include, but are not limited to;
Modifications to the scope of work included in this estimate.
• Unforeseen sub-surface conditions.
• Special phasing requirements.
• Restrictive technical specifications or excessive contract conditions.
• Any specified item of equipment, material, or product that cannot be obtained from at least three different
sources.
• Any other non-competitive bid situations.
• Bids delayed beyond the projected schedule.
Assumptions:
The following assumptions have been made;
1. Sufficient space will be provided to the contractor to house temporary site storage and accommodation within the
vicinity of the site.
2. The projected program requirements will be accommodated in two separate buildings. This is agreed to be a
"worst case"scenario.
3. The systems included have made the following assumptions:
Foundations - No basement construction or pile foundations
Structure - Steel structure with average floor to floor 15'
Exterior Enclosure - Pre-cast concrete skin with curtain wall and punched windows.
Roofing - Combination of fiat and pitched roofs—no skylights.
Conveying - (3) Elevators i.e. (2) in one building one in other.
Interior Construction - Full/partial height partitions, solid core wood doors, Miscellaneous
counters/reception desks., paint to drywall, ceramic the to wall of
bathrooms, carpet flooring, 2'x 4'ACT ceilings.
Plumbing - Includes fixtures, water&sanitary, rainwater piping etc.
HVAC - Includes heat generating systems, ventilation and air distribution,
terminal and package units, controls (DIDC System), Testing &Balancing
Fire Protection - Automatic wet pipe system.
Electrical - Service and distribution, lighting and wiring,fire alarm, security rough in,
telephone/data rough in.
Equipment - Kitchen appliances.
Furnishes - Blinds, blade shades, fixed seating, projection screens, etc.
Sitework - Pine Street and utilities in Pine Street will remain.
Escalation.
Escalation to mid-point of construction has been included at an annual rate of 4%,
(Assumed mid point September 2002) i.e. 2 1/2 years @ 4% = 10%

A design/pricing contingency allowance has been included at 10%.
Recommendations for Cost Control
Hanscomb Inc. recommends that the owner, architect and engineers carefully review this document, including line
item descriptions, unit prices,exclusions and assumptions,contingencies,escalation, and markups.
This opinion has been based on a competitive open bid situation with a recommended 5-7 bona fide reputable bids
from general contractors and a minimum of 3 bidders for all items of sub-contracted work. Experience indicates that a
fewer number of bidders may result in higher bids,conversely an increased number of bidders may result in more
competitive bids.
Since Hanscomb has no control over the cost of labor, materials, or equipment, or over the contractor's method of
determining prices, or over competitive bidding or market conditions,the opinion of probable construction cost
provided for herein is made on the basis of professional experience and qualifications. The opinion represents
Hanscomb's best judgment as a professional construction consultant familiar with the construction industry. However,
Hanscomb cannot and does not guarantee that proposals, bids, or the construction cost will not vary from opinions of
probable cost prepared by them.
