RECOMMENDATION: APPROVE and AUTHORIZE the acceptance of a "Community Approach Award", including $35,000 ($17,500 for the Children and Families Policy Forum and $17,500 for the Service Integration Program) from the Foundation Consortium. DIRECT the $35,000 award to be expended as follows: $17,500 for the Children and Families Policy Foram, to be earmarked for Policy Forum activities as directed by the Policy Forum Executive Committee; and $17,500 for the Service Integration Program, to be earmarked for Service Integration activities as directed by the Service Integration Oversight Committee. II. FISCAL IMPACT: There is no County cost or matching requirement for these funds. Staff from the Policy Forum and Service Integration Program are expected to make a presentation about these County innovations at the "Pilots to Policy" Conference on March 23-24, 2000 and at up to two other one-day events in the year 2000. Ill. BACKGROUND/REASON(S) FOR RECOMMENDATION: The Foundation Consortium conducted a statewide solicitation for nominations for the "Community Approach„ awards, honoring innovations in policy and organizational practice that sustain community approaches to improve child and family well-being, including a $35,000 cash award for up to three selected programs or innovations. The Children and Families Policy Forum and the Service Integration Program were selected by a national panel of judges to share one of the $35,000 awards. Both the Children and Families Policy Forum and the Service Integration Program were chosen on the basis of criteria that included: ➢ An inclusive process for determining community-wide results and indicators that involve consumers of services, community residents, front line staff and program managers as well as policymakers; ➢ Public communication of results and activities to the community; ➢ A system for tracking results using baseline information and forecasts; ➢ Identifying practices that contribute to the desired results; ➢ Pool or blend funding to more effectively use resources; ➢ Track performance of agency and contractors against established performance measures related to community-wide outcomes. BACKGROUND/REASON(S) FOR RECOMMENDATION(S) : California Department of Health Services is one of the recipients of the Health and Human Services CDC grant awards for Bioterrori.sm Preparedness. Contra Costa Health Services is in the process of implementing a new Emergency Plan that coordinates the . emergency activities of the various Divisions of the Department . These funds will equip the Health Services Operations Center with computers, software, Emergency Information Systems licenses, an electronic print board and identification vests. The equipment will improve the Department ' s ability to respond to bioterrorism incidences by supporting the coordination of emergency responders, communications, and the gathering and sharing of preparedness and response information. BACKGROUNDIRREASON(8) FOR RECOMMENDA`ION(S) : California Department of Health Services is a recipient of the Health and Human Services CDC grant award for Bioterrorism Preparedness. These funds allow communities to develop or enhance public health capacities at the local and state levels . The monies will help build capacity to detect outbreaks of illness that might have been caused by terrorists by improving electronic communications networks for local health officers to share information among public health officials regarding unusual disease outbreaks. FISCAL. IMPACT: NONE; this award was anticipated in the FY 1999/00 budget. The grant requires a 49% match, which is also budgeted. BACKGROUND: The federal government provides States with funding under its State and Local Assistance Program for Emergency Management Performance Grants. The State annually distributes the amounts to Counties in California based on a formula. The allocation to Contra Costa County includes approximately $24,000 for distribution to the City of Richmond. BACKGROUND/REASON(S) FOR RECOMMENDATION(S) : On February 1, 1997, the Local Initiative for Medi--Cal managed care in Contra Costa County was implemented. Local Initiatives are required to include traditional Medi-Cal providers from the community in their provider networks . On January 28 , 1997, the Board of Supervisors approved Contract #27-159 with Abbas Mandavi, M.D. , Inc . , for the period from February 1, 1997 through December 31, 1999, for provision of primary care services . Approval of Contract #27-159-1 will allow the Contractor to provide services to Health Plan members, through December 31, 2001 .
