SUBJECT: APPROVE and AUTHORIZE the Employment & Human Services Department Director, or

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment & Human Services Department Director, or designee, to
AMEND contract (#19-2046-2) with Goodwill Industries of the Greater Bay Area, Inc. increasing the payment
limit by $10,000 to a new payment limit of$65,000 and extending the contract term through March 30, 2000.
FINANCIAL IMPACT:
No County Costs. One hundred percent Federal Job Training Partnership Act funds.
CHILDREN'S IMPACT STATEMENT:
This action will directly support the third outcome, "Families that are Economically Self-Sufficient".
Activities under this contract provide employment opportunities to Job Training Partnership Act participants.
BACKGROUND:
On March 23, 1999, (Item C. 78) the Board authorized execution of a contract with Goodwill Industries of the
Greater East Bay for staffing and operating a two-county Coordinated Employer Outreach Program. The
original contract term was from March 1, 1999 through August 31, 1999. On August 17, 1999 the Board
authorized execution of a contract extension (Item C.153), extending the term from August 31, 1999 to October
31, 1999. The Board further authorized an extension on November 16, 1999 (Item C. 104) to January 31,
2000.
The original contract was designed for Contractor to provide a Coordinated Employer Outreach Program across
Contra Costa County and Alameda County for the EASTBAY Works collaborative between Contra Costa
County Private Industry Council, Alameda Private Industry Council, Richmond Private Industry Council, and
Oakland Private Industry Council. The EASTBAY Works partner agencies agreed to request amendment to
allow these activities to continue.
This amendment will allow Goodwill Industries to continue to provide sere' hile obtaining new funding.

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment & Human Services Department Director, or designee, to
AMEND contract (#19-1263-0) with the City of Pittsburg increasing the payment limit by $699 to a new
payment limit of$904,520 with no change in the contract term.
FINANCIAL IMPACT:
No County cost. One hundred percent Federal funds.
CHILDREN'S IMPACT STATEMENT:
This action will directly support the third outcome, "Families that are Economically Self-Sufficient". The
funds used to amend this contract are specifically for job seekers aged 55 and alder.
BACKGROUND:
On July 27, 1999 the Board authorized contracts (Item C.92),-with various service providers for Job 'Training
Partnership Act clients in East County through the One-Stop Career Centers.
This amendment will incorporate Title V funds specifically targeting older workers to compliment Job Training
Partnership Act Title IIA-Older Worker funds in providing job training,job search, and employment
opportunities.

consultation and technical assistance to the EHSD Contracts and Grants Unit for the period from
April 1, 2000 through March 31, 2001.

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to contract with
Mr. Christopher Parkhurst in the amount of$60,000 for consultation and technical assistance to the EHSD
Contracts and Grants Unit for the period from April 1, 2000 through March 31, 2001.
FINANCIAL IMPACT:
Total County cost is $12,000. This amount is budgeted in the Employment and Human Services Department
administrative support activity budget,(80% state 20% County).
BACKGROUND:
The Board first approved a contract with Mr. Parkhurst on April 20, 1999.
The expanded extent and complexity of interagency service agreements, contracts, memoranda of
understandings, grants and proposals under new block funding for EHSD programs requires technically skilled
staffing of the administrative unit providing these services. Mr. Parkhurst has been providing contract analyst
services for the Employment and Human Services Department Contracts and Grants Unit since last April.

I. RECOMMENDED ACTION: r
APPROVE and AUTHORIZE the Purchasing Agent, on behalf of the Community Services Department
Director, to increase the payment limit of Purchase Order #88382 with Guardian Security Agency by
$24,000 to a new payment limit of$100,000 and extend the term from March 31, 2000 through June 30,
2000 for security guard services in West County.
H. FINANCIAL IMPACT:
No County funding is required. Funding is included in the Department's proposed FY 1999-00 budget.
III. REASONS FOR RECOMIMNDATIONS/BACKGROUND:
Effective July 15, 1999, the County executed an amended Purchase Order #88382 with Guardian
Security Agency in the amount of $60,000 for security guard services for the period from January 4,
1999 through December 31, 1999. On December 14, 1999, the Board of Supervisors approved an
amendment to Purchase Order #88382 with Guardian Security Agency to add funds and extend the term
to a new total payment limit of$76,000 for the period from January 4, 1999 through March 31, 2000.
The Purchasing Division has recommended that the Community Services Department request Board
authorization to increase the payment limit to $100,000 and extend its term through June 30, 2000. This
will allow sufficient time to complete the competitive bid and award process required for selection of a
new security service provider, so that a Standard Contract will be in place on July 1, 2000.
Approval of this request will allow for the continued provision of security guard services at Community
Services Department Child Care Centers in West Contra Costa County.

I. RECCfMMENDED ACTION:
APPROVE and AUTHORIZE the Community Services Director or designee to execute contract
cancellation agreement#38-632-1 with the City of Martinez, effective December 31, 1999.
1I. FINANCIAL IMPACT:
The contract being cancelled is State funded through the California Department of Education.
Unused contract funding will be re-allocated to other Family and Children's' Services program
operations.
III. REASONS FOR RECOMMENDATIONSIBACKGROUND:
On October 19, 1999, the Board approved contract #38-632 with City of Martinez in the amount of
$114,660 for the provision of State Preschool services for the period from October 1, 1999 through
June 30, 2000.
The City of Martinez has chosen to discontinue State Preschool services due to difficulties with
State Department of Education program requirements. After much discussion, the Contractor and
the Community Services Department have agreed to mutual cancellation of the contract. The
unspent contract funding will be used to fund direct State Preschool program services by the
Department.
