ARCHITECT SELECTION
1. ACKNOWLEDGE that on November 16, 1999, the Board of Supervisors authorized the County
Administrator to proceed with a competitive selection method to hire architects and planners for the
programming and conceptual design of a new County Government Center.
2. CONFIRM that the competitive selection process authorized by the Board of Supervisors consists of
two distinct phases.
• The first phase requested Statements of Qualifications from architectural design firms Interested
in providing comprehensive planning and design services for a new County Government Center.
■ The second phase invites the four highest qualified architectural design firms from the first phase
to prepare an expanded qualifications statement and submit visioning concepts for a new County
Government Center along with a cost estimate.
3. NOTE that the Board of Supervisors authorized a$25,000 stipend to each of the four highest qualified
architectural design firms as full and complete compensation for their effort in the second phase of
this competitive selection.
4. ACKNOWLEDGE that the Technical Evaluation Committee received twenty five proposals in response
to the County's January 18, 2000 Request for Qualifications.

5. NOTE that the Technical Evaluation Committee evaluated these twenty-five proposals against
the criteria published in the County's solicitation. The evaluation criteria consisted of the
following:
■ The design firms' demonstration of architectural excellence on comparable projects with
modest budgets.
• Qualifications and experience of the architectural design firm's proposed key personnel.
• The firm's ability to produce quality construction documents for public agency procurement.
• Ability to effectively administer architectural responsibilities during construction.
8. RECEIVE the recommendation from the Technical Evaluation Committee to consider the
following four architectural design firms as the highest ranked firms from the first phase of the
County's competitive selection process.
• Hellmuth Obata & Kassabaum, Inc. HOK is a multi-disciplinary practice with over 1,847
employees world wide making them the largest architectural practice in the country. The San
Francisco office provides architectural planning and design services to government,
institutional, and corporate clients. Notable projects include the San Mateo County
Government Center, Sun Microsystems in Santa Clara, and PacBell Park in San Francisco
(HOK Sport).
• Dworsky Associates The Los Angeles firm of Dworsky Associates combines extensive public
sector experience with award winning architecture. Architects for the West County Justice
Center in Richmond, Dworsky's current commissions include the new Federal
Building/Courthouse for Las Vegas Nevada, the Glendale Police Facility, and the Beckman
Business and Technology Hall. The City of San Ramon selected Dworsky as architects for
their proposed civic center.
• Fentress Bradburn Architects located in Denver Colorado, Fentress Bradburn has designed
government and corporate facilities throughout the western United States. Architects for the
Denver Airport, the Oakland Administration Buildings, and Clark County Government Center,
Fentress Bradburn has been honored over 51 times by the American Institute of Architects for
design excellence.
• Moore Ruble Yudell/Fisher Friedman Associates This association of los Angeles based
Moore Ruble Yudell (MRY) and San Francisco's Fisher Friedman combines the talents of two
highly regarded architectural practices. Designers of the competition winning United States
Embassy in Berlin, UC Berkeley's Haas Business School, and the California Center for the
Arts, MRY is a nationally recognized leader in community based design and planning. The
executive architect, Fisher Friedman Associates, served in a similar capacity for the Pleasant
Hill City Hall and Professional School Buildings at CSU Stanislaus.
7. APPROVE recommendations of the Technical Evaluation Committee and AUTHORIZE the
County Administrator or his designee to execute contracts with each of the four firms identified
above for a price not to exceed $25,000 per firm to prepare visioning concepts and a cost
estimate for the new County Government Center.
PRELIMINARY PROGRAMMING FOR THE NEW GOVERNMENT CENTER
8. RECOGNIZE that on December 14, 1999 the Board of Supervisors directed the County
Administrator to proceed with the development of a preliminary space and facilities program for
a new County Government Center.
9. ACKNOWLEDGE that the County's consultant for this preliminary programming effort
interviewed representatives of each proposed building tenant including the City of Martinez
and each member of the Board of Supervisors to obtain their functional requirements for the
facility.
10. RECOGNIZE that in addition to providing functional requirements for the preliminary program
each member of the Board of Supervisors expressed their individual goals and vision for a new
County Government Center.
11. ACKNOWLEDGE that the County's programming consultant incorporated the relevant
information from these interviews and surveys into a document entitled PRELIMINARY
PROGRAM FOR THE CONTRA COSTA COUNTY GOVERNMENT CENTER.
12. CONFIRM that this Preliminary Program provides the primary means of communicating Contra
Costa County's space and facility requirements for a new Government Center to the four
architectural firms selected as finalists from the phase one evaluation.
13. DIRECT staff to return with a PRELIMINARY PROGRAM FOR THE CONTRA COSTA
COUNTY GOVERNMENT CENTER for the Board's authorization by March 21, 2000.
COMPETITION MANAGEMENT
14. ACKNOWLEDGE that consistent with County policy, and in order to ensure fairness,
competing architectural design firms will be advised that they are not to have any contact with
the Board of Supervisors, department heads, or other County employees while developing
their visioning concepts. Mark Tortorich, AIA will serve as the County's sole point of contact
with competing firms.
15. DIRECT the County Administrator to return with architect selection recommendations after
evaluating the visioning concepts and cost estimates, and interviewing each of the four
finalists.
BACKGROUND AND REASON FOR RECOMMENDATIONS:
On November 24, 1998, the Board of Supervisors DIRECTED the County Administrator to return to
the Board with options for constructing a new office building to replace 651 Pine Street and a time
table for doing so.
By memorandum dated March 18, 1999 the County Administrator expressed a desire to study
alternative building sites for the Family Law Center and future County Government Center. On April
6, 1999 the Board of Supervisors authorized and approved Michael Ross/Charles Drulis Architects
and Planners to study these alternative sites. On July 27, 1999 Ross/Drulis presented preliminary
findings to the Board of Supervisors for their consideration. These findings indicated that the best site
for a new County Government Center was the site bound by Escobar, Marina Vista, and Court
Streets.
On November 16, 1999 the Board of Supervisors authorized the programming and feasibility studies,
including an architectural design competition, for a new Government Center. O'Brien Kreitzberg
(OK), as agent for the County, developed an RFQ for Architect/Engineer services dated January 18,
2000. In order to encourage participation from the widest range of qualified Architects, OK placed
advertisements in the San Francisco Chronicle, Contra Costa Times, and Competitions Magazine.
Notices advertising the availability of an RFQ also appeared on the San Francisco chapter of the
American Institute of Architects website. The deadline for response was February 18, 2000.
Twenty-five firms responded to the RFQ. Of these twenty-five proposals, five were from minority
businesses (20%) and three were from women owned businesses (12%). These twenty-five firms
were evaluated against the criteria stated in the RFQ by the Technical Evaluation Committee. The
Committee members included the Dean of Architectural Studies at the California College of Arts and
Crafts, the Senior Project Manager for O'Brien Kreitzberg, the Director of Capital Facilities and Debt
Management, the Chief Assistant County Administrator, the County's Architectural Services Manager,
and the City Manager of Martinez. The Committee identified four finalists to proceed with visioning
concepts and submittal of an expanded qualifications statement.
