Build a new Martinez shelter and incorporate the animal care and housing from Pinole into the new Martinez shelter, close the Pinole shelter and direct the County Administrator to sell the property or determine that it can be used for other County purposes. $5,700,000 in additional funding needed. Offset by $2,500,000 in salary savings over time for a net cost of 13,200,000 B. Build a new Martinez shelter and do nothing in Pinole. $4,200,000 in additional funding needed. C. Build a new Martinez shelter and build a new "satellite" Pinole shelter consistent with the operational criteria as set forth in Mr. Ross' March 3, 2000 memorandum. $6,500,000 in additional funding needed. Offset by $2,000,000 in salary savings over time for a net cost of $4,500,000. D. Build a new Martinez shelter and remodel the existing Pinole shelter. $5,950,000 in additional funding needed. BACKGROUND: On December 14, 1999, the Board of Supervisors heard this item, received extensive public testimony and requested additional information from staff. Mr. Ross has responded to the requests for additional information with the attached January 5, 2000 report and his addendum to that report dated March 3, 2000. In view of the need to move ahead with the design of the Martinez shelter, which requires that we know how large it must be and whether the services now provided in Pinole should be incorporated in the new Martinez shelter, it is recommended that the Board of Supervisors accept Mr. Ross' January 5, 2000 report and his addendum to that report dated March 3, 2000, and approve either alternative A or C in recommendation #2 above. If alternative A is selected approve the recommendations contained in the December 14, 1999 report. If alternative C is selected ask staff to report back to the Board as soon as possible relative to the desire of the City of Pinole to proceed with the property transactions outlined in Mr. Ross' March 3, 2000 memorandum. Contra Costa County Board of Supervisors Page 2 of 2 Board Order of 3114/00 ADDENDUM TO ITEM D. 1 March 14, 2000 Agenda On this day, the Board of Supervisors considered the attached Board Order, reports and background material relative to the proposed animal shelter facilities. Michael Ross, Animal Services Department Director,presented the staff report and a slide presentation. Phil Batchelor, County Administrator,reported on the proposed facilities, and the funding gap relative to the proposed shelters. The Board discussed the issues. Public comment was opened, and the following people presented testimony: Donna Davis, Pinole/El Sobrante; Rose Lemberg, 831 Balra Drive, El Cerrito; David Kurrent, 980 Barkley Court, Pinole; Roddie Stelle, 6391 Hillside Drive, El Sobrante; Mary DeBenedictis, Save Our Shelters, 5347 Poinsett, El Cerrito; Donna Cieslak, P.O. Box 488,Rodeo; Patty McGilvery, Contra Costa Humane Society, 1008 Oak Hill Road, Lafayette; Jim Hicks, AFSCME, Local 512, 1000 Court Street,Martinez. Those desiring to speak having been heard, the Board continued their discussion. Mr. Batchelor advised that unless the Board chose the alternate direction,the County would proceed with the construction of the new Martinez shelter, and requested that the Board modify the estimated construction costs from 6 million dollars to 7.1 million dollars. Supervisor Gerber clarified that is what would occur if the Board made no changes in their previous action,the Board would need to modify the amount, and that would leave the Pinole Animal Shelter as it is. Following further discussion, Supervisor Uilkema moved to accept the report; adopt Recommendation No. 2, Item C; and include two amendments. 1)Request the County's legislative program approach the California State Association of Counties (CSAC)to determine if other counties are interested in pursuing the idea of supplemental funding by the State; 2) Explore other local options which might be available for an animal shelter. Supervisor Gioia seconded the motion. He noted that there should be a time limit on feasibility studies, and suggested exploration of opportunities with the Richmond Redevelopment Agency. Supervisor Uilkema stated that that process may take one month. Phil Batchelor advised that it would quite likely be longer. Supervisor Gioia proposed an amendment to the motion. He suggested that the Animal Services' staff report to the Board in one month, on issues including keeping the shelter in Pinole, and the results of discussions with other West County cities, specifically Richmond and San Pablo (they have active Redevelopment Agencies)relative to animal shelters. Supervisor Uilkema accepted the amendment. Mr. Ross advised the Board that Pinole has an active interest in purchasing the property the County now utilizes for Pinole's animal shelter. Other cities may not share that interest. The Board continued their discussion, including the possibility of satellite animal shelters in different County districts, the proposed upgrade and expansion of the Martinez shelter, and potential upgrade of the Pinole facility. George Miers, Architect, of George Miers and Associates, clarified some building issues. 1 Following further discussion, Supervisor Canciamilla moved a substitute motion. He moved to accept the report and Option B; to direct staff to continue discussions with the West County cities regarding a replacement of the Pinole facility based on the types of services used most; to prepare a further report for the Board prior to budget discussions identifying other regional options,including the construction of additional satellite adoption centers,partnership with cities that may have existing facilities and partnering with other agencies, including non-profits; and to direct staff,prior to budget hearings,to prepare a complete financial analysis of the costs of construction, operation and supporting costs for the options requested. Supervisor Gerber advised the Board that was substitute motion, and she seconded it. Supervisor DeSaulnier stated he was going to support the substitute motion. Supervisor Canciamilla stated that his motion included moving forward with the new Martinez shelter, and leaving the Pinole shelter status quo, and to look at other options and come back before budget hearings and report those to the Board. Following further discussion, the Chair called for the vote. The vote was unanimous. Supervisor Canciamilla queried whether the land in Martinez was sold to Central Sanitary District. Ross,Animal Services Director RE: Animal Shelter Consolidation This is an addendum to my January 5,2000 memorandum to your Board on the same subject. I was invited to present information on this subject to the Pinole, San Pablo, and El Cerrito City Councils and the El Sobrante Coordination Council. All of the West county cities have passed resolutions objecting to the consolidation of the County's animal shelters. It is clear that the West county cities object to the proposed consolidation of shelter activities. They also object to the compromise of moving the animal holding to Martinez and leaving the office functions at the current Pinole Shelter location. They also object to paying to either modernize the Pinole shelter or build a new shelter in the 'Vest area of the county to replace the current Pinole shelter. In discussing this issue with the City Manager of Pinole we arrived at another option that I believe your Board should consider. The basics of this proposal are as follows: ➢ The Pinole Shelter property would be sold to the Pinole Redevelopment Agency. The County would purchase a parcel in a proposed Redevelopment project located at the comer of San Pablo Avenue and Sunnyview Drive. This property is approximately two blocks East of the current Pinole Shelter. It is anticipated that since the current shelter property is larger than the new proposed site that the County would realize a"profit"from this transaction. The attached cost detail assumes a"profit"of$200,000. Pinole is paying for an appraisal of the current Shelter property so we can more closely estimate the overall costs of this option. ➢ The projected construction cost of the"satellite"would be approximately$1,100,000. ➢ The Martinez Shelter would be reduced in size by a square footage amount equal to approximately$500,000. March 3,2000 Animal Shelter Consolidation 2 7 ➢ Salary savings would allow the funding of$2,000,000 of debt. > This"satellite"would function as a full-service facility. ➢ Operational changes to make this concept work at a reasonable cost include the following: • All animals surrendered at this new shelter would be transported to Martinez. • Stray dogs and cats would be held for three days plus the day of impoundment and then transferred to Martinez. • All livestock, wild, sick, injured, aggressive and quarantined animals would be held at Martinez. • Euthanasia would only be performed at Martinez. • Hours of operation would be altered slightly to allow for the reduced staff to clean up after and feed the animals plus deal with business transactions. • Pictures of all dogs and cats transferred to Martinez would be kept at Pinole. This option provides a humane, fill-service facility and answers the objections, relative to the return of impounded animals and the adoption of animals at the shelter, voiced by opponents of the original proposal while allowing us to still save a substantial amount from personnel costs. After consideration of all of the alternatives, I believe that your Board should either adopt the original Board Order dated December 14, 1999, which recommends the complete closure of the Pinole shelter and the consolidation of all animal service activities at the Martinez shelter or instruct staff to proceed with the proposal outlined above. The compromise of leaving the office functions at the current Pinole site and consolidating all ammal holding at Martinez is apparently not acceptable to those that have voiced opposition to the concept of consolidation. Therefore, I believe that continuing operations, even in a limited sense, at the current Pinole location will obligate the County to maintain an antiquated facility into the foreseeable future. In addition, this building will eventually have to be remodeled in order to meet Americans With Disabilities Act requirements. Putting additional resources into this facility should be avoided if at all possible. A cost comparison and schematic drawing of the above-proposed facility are attached for your review. Ross,Animal Services Director RB: Animal Shelter Consolidation BACKGROUND The County Administrator presented a recommendation at the December 14, 1999 Board meeting regarding the possible consolidation of the Martinez and Pinole animal shelters. (See attachment 1) After public testimony, you instructed that I provide the Board with additional information regarding the proposed consolidation. SERVICE AREA AND PROJECTED GROWTH The County Animal Services Department provides animal control service to 834,000 citizens in 18 cities and operates two animal shelters. Approximately 72% of the citizens of the county are served by the Martinez shelter and 28% from the Pinole shelter. Service calls, animal holding, animal adoptions, animal redemptions, night deposits and other business transactions generally follow this basic distribution pattern. The two animal shelters are located fifteen and one half miles apart. A comparison of distances and driving times from various sectors of the county reveals the following: From the extreme end of Kensington to the Pinole shelter is 11.1 miles and takes 22 minutes to drive. From the same location in Kensington to the Martinez shelter is 24.1 miles and takes 33 minutes to drive. The Discovery Bay area of Byron is 35.8 miles from the Martinez shelter and takes 57 minutes to drive. The San Ramon area is 24.8 miles from the Martinez shelter and takes 33 minutes to drive. Attachment 2 shows anticipated growth in the county by current service area. By 2020 the population serviced by the Martinez shelter will increase by 129,000 and the population serviced by the Pinole shelter will increase by 25,400. This will alter the percentage of population served to 74% and 26% respectively. Attachment 3 shows county population growth by region. The area of greatest growth is projected to be in the eastern sector of the county with 64% of future growth forecast for that region by 2020. 1/5100 Animal Shelter Consolidation 2 LEGAL MANDATES Recent amendments to the Civil Code and Food and Agriculture Code resulting from the passage of SB 1785 (Hayden) and AB 1856 (Vincent) have increased the number of days we must hold animals, increased the veterinary care required, and mandated the spay/neuter of animals prior to adoption. These new mandates have increased animal holding days by 34%, increased our veterinary costs and will result in increased operating expenses at the spay/neuter clinic. (See attachment 4 for an analysis of this legislation) SERVICES The Department provides service in four major program areas; field service,animal licensing, spay/neuter/vaccination clinic, and animal sheltering. These services are described below and the impact of consolidation on service delivery is discussed. Field Service Approximately 70,000 requests for field service are received each year. Most of these service requests are received over the telephone. These requests include; barking dog complaints, loose animal reports, animal bites, animal cruelty or neglect, animals in distress, dead animal reports, dog licensing enforcement, loose livestock, problems with wildlife, dangerous animal investigations, snake reports, and public education. Clerical employees take details regarding the service request and forward this information electronically to the Department's radio dispatcher. Animal Services Officers work an assigned area. They pick up service requests at the beginning of their shift and receive additional service requests during their shift over the radio. Officers will often spend their entire shift in their"field arena"They will only come back to the animal shelter during the day if their truck is full and it is not appropriate to stay in the field with the impounded animals, i.e., when it is particularly hot. Service delivery is not dependent on shelter location once an Animal Services Officer reports on duty in his assigned area. The Martinez shelter is ideally located for access to the 1680 and Highway 4 interchange thus minimizing surface street travel time. Field Service will not be adversely impacted by a consolidation of the two animal shelters. Animal Licensing The animal licensing division is located at the Martinez shelter. Last year 32,437 or 77%of all licenses were purchased through the mail. 6,980 or 16%were purchased at Martinez. 2,984 or 7°10 were purchased at Pinole. Most of these on-sight purchases were done in conjunction with the adoption of a dog. Other than these transactions, all other license purchases can be transacted through the mail. Licensing will not be adversely impacted by a consolidation of the two animal shelters. I/5/00 Animal shelter Consolidation 3 Spay/Neuter/Vaccination Clinic The County has operated a low cost spay/neuter/vaccination clinic since 1976. The clinic is an integral part of our efforts to reduce the number of animals euthanized by the County. In the early 1970's, almost 50,000 dogs and cats were euthanized by the county. This number is projected to be less than 10,000 for 1999. The current clinic is located in Martinez and this service will be consolidated into the new shelter in Martinez. This service will not be adversely impacted by a consolidation of the two animal shelters. Consolidation of the shelters will allow us to more efficiently meet our obligations under AB 1856(Vincent)by eliminating travel from Pinole to Martinez and back for adopted animals. In addition we are working with the "Pet Rescue Project" to increase the number of spay/neuter surgeries performed in the county each year. This cooperative public/private partnership utilizes private sector veterinarians,non-profit resources,and the County spay/neuter clinic to maximize the number of spay/neuter surgeries performed each year. Animal Sheltering The two County animal shelters are approximately 50 years old. The current Martinez shelter has 64 dog kennels and 148 cat cages. The Pinole shelter has 64 dog kennels and 58 cat cages. Approximately 75% of the animal sheltering days occur in Martinez. The disparity in space and usage is apparent. Disease prevention and rabies quarantine responsibilities are significantly compromised because of the lack of space,isolation areas,ventilation etc. Primary shelter services include: Housing for surrendered and impounded stray animals, redemption of animals found at large in violation of State law and the County Animal Control Ordinance, adoption of animals that are surrendered or not redeemed by their owners, isolation and treatment of sick and/or injured animals, quarantine of animals for rabies observation, euthanasia of animals neither redeemed or adopted, the collection of fines and fees associated with animal redemption,adoption or surrender, rental of cat traps,the retention and retrieval of records, and the storage of and use of equipment, chemicals and drugs necessary to carry out the Departments functions. If the Pinole shelter were completely closed and no other changes were made in Department operations all of the current functions would need to be performed at the Martinez shelter. Citizen inconvenience would occur if a person wanted to adopt an animal, surrender an animal either in person or through the night deposit, redeem a lost animal,license an animal,or rent a cat trap. However, the closure of the Pinole animal shelter would not equate to a saving of$540,000 because the workload, in part,would be moved to Martinez. Therefore,completely closing the facility would save approximately $320,000 annually plus the proceeds from the sale of the property. The following section assumes that we will not completely close the Pinole shelter but instead transfer all long-term animal care and housing to Martinez. Animals would only be housed at the Pinole shelter to await transfer to Martinez. We would continue to accept surrendered animals over the counter and through the night deposit. We would also continue to sell licenses over the counter, rent cat traps, and conduct other related business. Staffing would consist of clerical personnel sufficient to perform the above functions. Hours of operation would in all likelihood be modified to open earlier but be closed during the lunch hour. Savings from this scenario are estimated to be approximately$250,000 annually. SERVICE CHANGES AND MITIGATION'S Animal Adoptions The Department is actively involved in the "Pet Rescue Project" a cooperative effort between the County, The Animal Rescue Foundation, The Contra Costa Humane Society, The Feral Cat Foundation, and Friends of Animal Services. The Pet Rescue Project is funded through a grant from the Maddie Foundation. The Duffield family who owns "People Soft" formed this Foundation.The goal of the Foundation is to end the euthanasia of dogs and cats in the United States. Contra Costa County is the first area in the country to receive a grant from the Foundation. One of the primary focus points of the grant is to increase the adoption of dogs and cats from the County shelter (s). To this end the grant participants are utilizing multiple locations throughout the county as well as a mobile adoption vehicle to take animals out into the community so that people will not have to go to the shelter to adopt an animal. The County's own adoption van will join this effort later this year. The result will be more access to animals throughout the county and a lessened need to visit the shelter to adopt an animal. Animal Redemptions The Department picks up stray animals that are "at large' in violation of State law and the County Animal Control Ordinance. Owners must come to the animal shelter to reclaim their animal and to pay fines and fees associated with its impoundment. Unlicensed dogs and cats are held for four business days plus the day of impoundment. Licensed dogs and cats are held 1/5/00 Animal Shelter Consolidation 7 'p-/ for ten business days plus the day of impoundment We notify the owners of last licensed animals by telephone that day and by mail that we have their pet. We will hold an animal beyond the holding period deadline if an owner notifies us that they need more time to come in to reclaim their pet. Only 5%of impounded dogs are licensed. The licensure of dogs would obviously aid in their return to their owners. We will be able to show animals held at the Martinez shelter to pet owners visiting the Pinole shelter and at other locations throughout the county by utilizing the Departments computer system,the Internet, digital cameras and/or streaming television. (Attachment 5 is a sample of a digital picture taken from the Departments Web Site. The site is not as yet fully operational but will be by February 1,20010) Shelter Surrenders No change in the ability to surrender an animal at the Pinole shelter is anticipated. Night Deposit Surrenders No change in the ability to surrender an animal at the Pinole shelter night deposit is anticipated. Animal License Sales No change in the ability to buy an animal license at the Pinole shelter is anticipated. Cat Trap Rental No change in the ability to rent a cat trap at the Pinole shelter is anticipated. OTHER OPTIONS There was a desire expressed by those giving public testimony at the Board of Supervisors meeting of December 14, 1999,to continue to have a full service animal shelter in Pinole.This should only occur if the shelter is remodeled or replaced. Attachment 6 shows the costs to 1. Replace the Martinez shelter, 2. Replace the Martinez shelter and remodel the Pinole shelter, 3. Replace the Martinez shelter and build a new shelter at another location in the area currently serviced by the Pinole shelter, and 4. Replace the Martinez shelter and incorporate additional square footage to house and care for the west county animals. Your Board also asked what it would cost to build a new shelter in the eastern and southern areas of the county. The cost for a new shelter in these areas would be approximately the same as for a new Pinole shelter, or $5,000,000. Cost detail for a new satellite facility is provided on attachment 7. The variables would be the quality of the site i.e. would it be easy to build on, flat, level no drainage or EIR problems and the cost of the land. I/5/00 Animal Shelter Consolidation CURRENT SERVICE COSI`SHARE Your Board asked what it currently costs the County to provide animal control services to the cities and the amount the cities contribute to the service. Attachment 8 provides a breakdown of per capita costs. The cities pay approximately 58% of what the service actually costs. Attachment 9 indicates what the contract rates versus actual costs are for the west county cities. SUMMARY The Martinez shelter replacement is in the design phase. The Pinole shelter requires extensive modification or replacement if we are to properly care for the animals in our custody. The most cost-effective way of accomplishing this goal, because of salary savings, is to incorporate the Pinole shelter animal care and housing into the new Martinez shelter. This would result in a County expenditure of$885,000 less than just building a new Martinez shelter and doing nothing to the Pinole shelter. This option is $2,635,000 less than building a new Martinez shelter and remodeling the Pinole Shelter and $5,842,000 less than building a new Martinez shelter and building a new Pinole shelter. Leaving the Pinole shelter as a satellite facility provides for substantial savings and allows all shelter transactions to remain at the Pinole shelter with the exception of animal adoptions and animal redemptions. Animal adoptions will take place through our involvement with the Pet Rescue Project and mobile adoption vehicles. Animal redemptions can be facilitated by utilizing technology to help owners identify their pets from the Pinole shelter and other remote locations. Attachment 10 is a letter from Mr. Batchelor to the city managers outlining the current situation,providing funding options and inviting their input. Since the Martinez shelter has been sold and we are paying rent that escalates over time we need to make a timely decision on how we should proceed. The State of California has placed two additional unfunded mandates on jurisdictions operating animal shelters. SB 1785 (Hayden), which was effective July 1,1999, requires the County to hold animals longer and to provide an increased level of veterinary care for animals in our custody. This legislation has increased our animal holding days by 34% and required that we increase the Animal Services Department budget to cover increased personnel, veterinary, and other operational expenses. AB 1856 (Vincent), which is effective January 1, 2000, requires that we spay/neuter all dogs and cats adopted from the County shelters. This requirement will result in increased County cost because of increases in veterinary support at the County Spay/Neuter Clinic and decreases in revenue because of the displacement of public customers at the clinic. A review of this legislation included our ability to meet these unfunded mandates with the current Animal Services Department facilities. The architectural firm of George Miers and Associates was retained to examine various options relative to providing animal care and housing. Their conclusion was that it would be more cost effective to replace the Martinez shelter and that there were other options to be cynsidered relative to the Pinole shelter. The Board of Supervisors at their June 15, 1999 meeting authorized the replacement of the Martinez shelter. The projected cost of the Martinez shelter replacement is $7,285,000. We have continued to review our options relative to the Pinole shelter. One of the options considered was an extensive remodel. Miers and Associates estimated the cost of this option to be approximately $1,750,000. This would have increased our capital expenditure for animal care and housing to $9,035,000. This is more than we can justify given other pressing demands for capital improvements and other operational priorities. Attachment to mage 2 .Zr Therefore, I asked the Animal Services Director to review alternatives for providing adequate animal care and housing into the next century. The result of this review was a reexamination of the need to operate two animal shelters that are less than 16 miles apart. The Animal Services Director reported that it would be possible to consolidate the animal care and housing of the two shelters and still provide service to the cities in the western sector of the county. This consolidation would leave the Pinole shelter as an operational "satellite" facility. Long term animal care and housing would take place in Martinez. Pinole would remain open but in a different capacity. Such a consolidation would provide for vastly improved animal housing, rabies quarantine, communicable disease control, and veterinary care while realizing substantial salary savings. The salary savings would be used to finance bonds that would result in a net County capital expenditure for shelter facilities that is justifiable given our other commitments. Such a consolidation would have no impac� on field services for your city. Animal Services Officers work an assigned area. They pick up service requests at the beginning of their shift and receive additional service requests during their shift over the radio. An Officer will often spend their entire shift in their "field area" They will only come back to the animal shelter during the day if their truck is full and it is not appropriate to stay in the field with the impounded animals, i.e., when it is particularly hot. Service delivery is not dependent on shelter location once an Animal Services Officer reports on duty in his assigned area. Other services such as dog licensing, the surrender of animals at the Pinole shelter either over the counter or through the "night deposit", cat trap rentals and other business transactions would continue to be provided at the Pinole shelter location. Animal adoptions will take place through mobile adoption vans operated by the Animal Services Department and the "Pet Rescue Project". The Pet Rescue .Project is a consortium of county non-profit organizations that includes the Animal Rescue Foundation, Contra Costa Humane Society, Feral Cat Foundation, and Friends of Animal Services. The Animal Services Department computer system and the ability to show animals held at Martinez over the Internet will facilitate animal redemption by owners who have lost their pets. In addition, all lost animals are held for four business days plus the day of impoundment. We notify the owners of lost licensed dogs by telephone that day and by mail that we have their pet. We will also extend this holding time for any animal at the owner's request if he or she cannot come into the shelter before the holding period expires. It would be ideal if we could keep the Pinole shelter open as a full-service facility. Unfortunately, we do not have the resources to deWe to this concept. We do not believe that we can continue to operate the Pinole shelter in its current form and meet our obligation to provide adequate care for the animals in our custody. We also believe that by keeping the Pinole shelter operational in a limited capacity, we have mitigated the majority of concerns expressed relative to the proposed shelter consolidation. However, we are also cognizant of your desire to meet the needs of your citizens. Attachment to .Page 3 3 ���- Therefore, we would like you to consider consolidating the majority of the animal holding functions into a new animal shelter to be located in Martinez and maintain a reduced presence in Pinole as outlined above. This would require no additional costs for the Cities. However, if the Cities wish to explore additional alternatives, the following might be considered: Alternative 1: Modernize the Pinole shelter and pass the costs on to only those Cities served by the Pinole shelter. Alternative 2: Construct a totally new shelter at another location in the area currently served by the Pinole shelter and pass the costs on to the Cities which would be served. These alternatives may be completely prohibitive from the standpoint of the Cities when you consider that Alternative 1 would cost $1,750,000 and Alternative 2 would cost nearly $5 million. Although it appears to me that the .Cities do not have the resources needed to pursue these alternatives, however desirable it might be from a programmatic standpoint, I would appreciate receiving your immediate feedback if there is an interest in pursuing either alternative. Please take the time to communicate to me your desires regarding this matter as soon as possible as we are required to report to the Board of Supervisors on January 25, 2000.
