BACKGiROUNDIREASON(S) FOR RECOMMENDATION(S) : This Contract meets the social needs of County's population in that it provides health and support service case management and referrals to County residents living with HIV/AIDS to improve and/or maintain their health status and promote stabilty in their lives. On February 23, 1999, the Board of Supervisors approved Contract #22--639-2 with New Connections for the period from March 1, 1999 through February 29, 2000 for the provision of HIV/AIDS case management services, including psychosocial assessments, coordination and referrals, and education services. Approval of Contract #22-w639-3 will allow Contractor to continue providing services through February 28, 2001. On February 23, 1999, the Board of Supervisors approved Contract #22-611-3 with New Connections, for the period from March 1, 1999 through February 29, 2000, for the provision of substance abuse assessment, counseling, treatment, advocacy, and referral services to Contra Costa County residents with HIV/AIDS. Approval of Contract #22-611-4 will allow Contractor to continue providing services through through. February 28, 2001. On March 23, 1999, the Board of Supervisors approved Contract #22-698--1 with The Hawkins Center for the period from March 1, 1999 through February 29, 2000 to provide client advocacy and legal services for people with HIV. This Contractor provides Mental Health services to seriously and persistently mentally ill adults who are participating in the Contra Costa County Health, Housing, and Integrated Services Network (HHISN) . on September 30, 1999, the County and the Contractor were notified by the Corporation for Supported Housing that the Grant amount awarded for the Mental Health services provided by Rubicon will be increased by $26,490, from $196,281 to a new total of $222 ,771. Approval of Contract Amendment Agreement #24-923-4 will allow Rubicon Programs, Inc. to provide an additional level of service through June 30, 2000. Supervised field work experience for students is considered to be an integral part of bath the educational and professional preparation. The Health Services Department can provide the requisite field education, while at the same time, taking advantage of the students' services to patients. REASONS FOR RECOMMENDATION'S/BACKGROUND: On June 21, 1994, the Board of Supervisors approved Contract #23- 166-2 (as amended by Contract Amendment Agreement #23-166-3) with Carlson Price Fass and Company, Inc. , a subsidiary of Certus Corporation, for provision of consultation and technical assistance with regard to recovery of Federal Medicare revenues for Fiscal years 1990-91, 1991-92, and 1992-93 . Contract Amendment Agreement #23-166-4 will respond to the request of Certus Corporation, the parent company, to achieve full name recognition on the Contract, and allow the Contractor to continue to pursue recovery of outpatient Medicare bad debt reimbursement for Fiscal years 1990-91 through 1999-2000 . Hill, for the period from January 25, 1999, through January 31, 2000, for the prevision of family advocacy services and consultation and technical assistance to the Mental Health Director. Approval of Contract #24-987-1 will allow the Contractor to continue providing services through January 31, 2001.
