RECOMMENDATIONS
APPROVE AND AUTHORIZE the Deputy Director- Redevelopment to execute an amendment to
lease with the Bay Area Rapid Transit District for lease of the former Southern Pacific Right-of-Way
for temporary parking, Pleasant Hill BART Station Area.
FISCAL IMPACT
The Redevelopment Agency would not receive revenue during the extension period running from
January 1, 2000 to August 30, 2000. Consideration would be provided by BART in the form of
removal of the parking improvements from the subject property.
BACKGROUND/REASONS FOR RECOMMENDATIONS
Throughout the 1990's the Redevelopment Agency has leased a portion of the former Southern
Pacific Right-of-Way in the Pleasant Hill BART Station Area to the Bay Area Rapid Transit District
for temporary parking. Pursuant to adopted amendments to the Pleasant Hill BART Station Area
Specific Plan, this area is to be converted to a non-parking use. BART has a contractual agreement

with CalTrans to provide for temporary parking as a mitigation for the reconstruction of the 1-680IHighway
24 interchange. The project will be completed and the mitigation will be terminated by CalTrans.
The Pleasant Hill BART Steering Committee recommended that the temporary parking use be extended to August 1,
2000. This period of time was deemed appropriate to explore alternative mechanisms for addressing the removal of
the temporary parking spaces. Alternatives are being examined at the present time. The subject amendment to lease
extends the term of the parking lease to August 30, 2000 with a stipulation that the final month is to be utilized for
removal of the parking improvements on the premises.

Ladies& Gentlemen:
Southern Energy Company California has graciously offered to donate S 10,000.00 to The
Contra Costa County Confined Space Rescue Program. They have also offered to give an
annual donation to the program and to convince other industry leaders to do likewise.
This represents an excellent opportunity for industry to participate in the funding of some
`ire District programs which directly benefit them.
Background on the Company
Southern Energy California is a subsidiary of Southern Company of Atlanta, They operate
the PG&E plants in Pittsburg and Antioch. They went into business in Contra Costa
County on April 16, 1999, and have approximately 35 employees who work for the
company. The company contracts with PG&E employees to operate their plants here.
With over$800,000,000 in assets in the Bay Area This company will be a major player in
the Bay Area Business Community. The Company is part of the Utility California
deregulation and sells power to the California Grid.
Company offices in Contra Costa County are located at 696 W. 10th St, in Pittsburg and

I recommend that the Fire District Be allowed to accept this donation to help provide
confined space rescue services, The District is nearly ready to provide confined space
rescue services and the donation along with promised future donations will help the
District implement and maintain this valuable rescue capability.
