CALIFORNIA Adopted this Carder on February 8, 2000, by the following vote: AYES: Supervisors Gioia, Uilkema, DeSaulnier, Canciamilla and Gerber NONE: None ABSENT: None ABSTAIN: None Re: Oral Report on the Concord Naval Weapons Station On this date,the Board of Supervisors heard the oral report from Supervisor Mark DeSaulnier and Phil Batchelor, County Administrator,regarding the Concord Naval Weapons Station (Weapons Station). The Board was asked to consider authorizing the County Administrator to enter into negotiations with the U.S. Department of Defense regarding the future uses of the Weapons Station. Supervisor DeSaulnier presented his report. He noted there are three co-lead agencies,the County,the City of Concord and the East Bay Regional Park District. Those agencies recommended that a technical committee be implemented. it was suggested that the proposed committee could meet with the Federal staff to try to ascertain information about the site. Further,the possibility of a Master Lease,the costs, in-kind contributions and waivers might be reviewed by the proposed committee. Referring to the'Weapons Station, all munitions are scheduled to be removed from the subject area by the year 2001,then the Navy would evaluate the environmental documentation. Phil Batchelor, County Administrator, advised that this was a rare opportunity. He stated many organizations may want to use the property, and to have an orderly process there needs to be a Master Lease. Prior to the Lease process,the environmental studies would have to be completed. One of the issues is when the County could get onsite,which may be 2002 before that occurs. Mr. Batchelor suggested that the Board move to have the technical committee begin their process. The Board discussed the issues. The public hearing was opened, and the following person offered comments: Marcus O'Connell, 3206 Esperanza Drive, Concord.No one else desiring to speak, the Board continued their discussion. Supervisor DeSaulnier moved that the Board accept the report and recommended beginning the process for negotiations and to work with the City of Concord, the East Bay Regional Park District and the Navy. Supervisor Gioia seconded. The Board voted unanimously to approve the motion.
