APPROVE a two-year pilot project in West County whereby a telephone system will be installed which will permit a member of the general public to call a single toll-free telephone number and select from a menu in order to report graffiti to the proper city, to CalTrans or to the County Public Works Department,which will respond or distribute the graffiti reports to appropriate County departments or agencies to respond, 2. ESTABLISH as a goal that graffiti calls in the unincorporated area of West County will be responded to and the graffiti removed or painted over within 14 calendar days, with the understanding that graffiti that presents a safety hazard (painted over traffic signs) or which involves racial slurs, obscenities, is hate-related, or appears to be gang-related will be responded to immediately and removed or painted over within 48 hours. 3. DIRECT the County Counsel's Office to prepare an ordinance which would permit the Board of Supervisors to order the abatement of graffiti on private property and return the ordinance to the Internal Operations Committee for review before forwarding it to the Board of Supervisors for introduction and adoption. 5. DIRECT the County Administrator to identify an appropriate source of funding for this pilot project, based on the estimates contained in the attached memorandum from the General Services Department. 6. DIRECT the County Administrator to report to the Board after six months of operation of this pilot project on its cost, effectiveness in reducing graffiti, and the timeliness of responses to calls. BACKGROUND: On June 22, 1999, the Board of Supervisors referred the subject of a graffiti abatement project in West County to our Committee. On June 28, 1999, our Committee met with representatives from the Public Works Department, General Services Department, Community Development Department, Building Inspection Department, and CalTrans. Attached is a package which outlines the proposed program. Also attached is a memo from the General Services Department dated June 28, 1999,outlining what will be required in order to make the system work as intended. Maurice Shiu indicated that he is comfortable with Public Works' ability to respond to all graffiti calls within two weeks. Graffiti which creates a safety hazard, such as graffiti that has been painted onto a traffic sign, will be abated immediately. Public Works believes that there will be no additional costs for them to respond to these graffiti calls. There will be costs to install and maintain the telephone system. General Services may also incur costs to respond to graffiti which involves public buildings in the unincorporated area of the County. We have discussed this with the County Administrator, who has indicated that he will locate an appropriate source of funds to cover these costs. It is not clear that the Board currently has the authority to order the abatement of graffiti on private property. Our Committee is working with the County Counsel's Office on this issue and will return an ordinance to the Board shortly to address this concern. CalTrans indicates that any graffiti which creates a safety hazard for drivers, contains racial slurs,obscenities,or appears to be gang-related will be abated within 72 hours. Graffiti on structures and soundwalls will be abated within 2-4 weeks. However, graffiti on freeway overpasses presents a more difficult problem because of the need to work with the CHP to close all or a portion of the freeway to do the abatement work and to do the work at other than peak traffic times. In these cases, CalTrans cannot make a commitment for better than 4-6 months. -2- IOC-01 If this pilot project is successful in West County over the next two years in reducing the amount of graffiti, it may be possible to extend it to other areas of the County. cc. Gilbert,Director By: Bob Fraga,Acting Telecommunication Manager SUBJECT: 1-887-GRAFITI Referral System In response to your memo on problems with referrals using the "graffiti hotline,"the information that we provided on how the referrals could be made were based on our knowledge of how the Octel Voice Mail "out-calling" feature allows "paging" out of Area Code 925 to Area Code 510. When we attempted to use this feature, we discovered that it does not work for other types of telephone calls, only for paged calls. It therefore requires us to find another solution for the 1- 877-GRAFITI Hot Line. We regret that we did not research this fully before identifying it as a solution. Our solution would be easier if we had an Octel voicemail system located in West County. After researching what is possible, with the equipment that the County has, to accomplish the desired nine options requested, we can install additional Centrex telephone lines to a County switch in Martinez. We suggest two (2) Centrex lines initially. We can do a traffic study later to see if additional lines are needed. The costs for this plan are shown below: • Installation(one-time)charge of$140.00 for two Pacific Bell Centrex lines • Monthly fee of$80.00 for the two Centrex lines • Monthly fee of$90.00 for nine voicemail boxes for the nine options • Per minute charges for assigned 510 area code telephone prefixes: 215 8 cents for the first minute, and 4 cents for each additional minute 223 7 cents for the first minute, and I cent for each additional minute 799 7 cents for the first minute, and 1 cent for each additional minute 724 7 cents for the first minute, and I cent for each additional minute 231 8 cents for the first minute, and 4 cents for each additional minute 614 8 cents for the first minute, and 4 cents for each additional minute The above plan should provide all of the features/options we discussed and allow the caller to dial the "hot line" number and then select from one of the nine "menu" selections to reach the correct responding agency. If there are many calls, then the "per minute" p charges could be substantial. We will continue to investigate if there is a better (cheaper) method than what we Page 1 are proposing. The number is 1-877-GRAFITI. The graffiti number has 9 options from which to select. If the graffiti is on a freeway, the call will be transferred to CalTrans. If the graffiti is in a city, the call will be transferred to the specific city. Cities participating in the West County Graffiti program are Richmond, El Cerrito, Hercules,Pinole, San Pablo and El Sobrante. If the graffiti is in the unincorporated area of Contra Costa County(Crockett, Rodeo, Port Costa, or North Richmond) the call will be transferred to the Public Works Department voicemail box. The voicemail number for Public Works is 313-2172. Public Works staff will check the voicemail twice daily, at noon and at the end of the day. A Graffiti Response Form will be completed for each message(see Attachment A). If the location of the graffiti is not certain, PW staff will check the Public Works Geographic Information System(GIS). See attached instructions for information on how the GIS will be accessed(Attachment B). If the location is found using the GIS, the Graffiti Response Form will then be forwarded to the identified agency. If the location of the graffiti is not found, the caller will be contacted, if a number is available, to gather more information regarding the location. The Public Works Maintenance Division will handle graffiti on road and drainage structures such as: road signs, guardrails,bridges on county roads, flood control facilities, curbs, gutters, streets and sidewalks. When Maintenance has performed the graffiti abatement, they will complete the Graffiti Response Form and return it to PW reception to be logged in. A log of all graffiti calls will be maintained(Attachment Q. The log will include the date the call was received, time, location, type of structure, who the call was referred to and who it was referred by. A summary tally will be generated on a quarterly basis and distributed to the Board of Supervisors. A Reference'Numbers List will also be available to the Public Works Department staff working on the Graffiti Referral Line (Attachment D). These numbers will be used to assist staff in directing calls.
