The Health Services Department has submitted a recommendation to amend the schedule of itemized service rate charges and fees and restate unchanged rates for County Health Services adopted by Board Resolution Number 99/170 dated April 13, 1999. The County Administrator has reviewed and recommended adoption of this proposed amendment. These recommendations have been considered by the Board and IT IS BY THE BOARD RESOLVED that an amended and restated schedule of itemized rate charges for the Health Services Department effective July 1, 1999, is established as follows: Reason for Proposed Rate Chane es Communitv Substance Abuse Services: The proposed fee amendment to the Driving Under the Influence (DUI) 1"4 Offender- Level 2 and the 2"d Offender Programs are a result of changes made to the required counseling and education hours by AB-1916 (Torlakson). As a result of SB-1176 (Johnson), the Division also proposes to add a new service called "Wet and Reckless Driving" to its DUI Program. The $200 fee is set at the estimated cost of these additional services. Substance Abuse Program Services Driving Under the Influence Units of Service Current Rate Recommended Rate Program Wet And Reckless Person New $ 166 1" Offender(level 1) Person $ 445 No change I" Offender (level 2) Person $ 665 $ 744 2" Offender Person $1,577 $1,543 WAIVER: The Health Officer or his designee may waive any of these fees in any individual case in which he determines that the advancement and protection of the public health will be better served thereby and that these considerations outweigh the County financial interests in collecting the fee. FEE AMENDMENTS: The Health Services Director or his designee may increase or decrease as needed, any specific fee by not more than 10% during the next twelve-month period, except those fees set by Federal/State statue or regulation shall be regardless of the amount of increase or decrease. Fee Adjustment: The Health Services Director or his designee is authorized to adjust, waive or compromise the fee amount in those cases in which he determines that it is cost effective to do so.
