FROM: William B.Walker,M.D.,Health Services Director Contra
Costa
DATE: July 13,1999 County
SUBJECT: CSA EM-1 Tentative Report({Measure H)
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Adopt resolution confirming Tentative Report for CSA EM-I(Emergency Medical Services)and declaring intent to levy specified assessments
to be collected with the FY 1999-2000 property taxes.
FISCAL IMPACT:
No General Fund impact. Proposed FY 1999-2000 assessments for CSA EM-I total$176,712.94 for Zone A and$4,139,145.00 for Zone B.
BACKGROUND:
Revenues from the CSA EM-1 assessments are used to provide an enhanced countywide emergency medical service system as approved by
the voters with the passage of Measure H in November 1988. Enhanced EMS services include(1)additional staffed paramedic units to
respond to 9-1-1 calls;(2)training and equipping firefighters countywide with automatic defibrillators;(3)improvements in the
communications systems used for providing base hospital medical direction to paramedics in the field and for dispatching ambulances;and(4)
providing caches of medical supplies stored at fire stations for use in multicasualty incidents or disasters.
The basic assessment rates proposed are$3.94 per single family residence or benefit unit for Zone A(San Ramon Valley)and$10.00 per
single family residence or benefit unit for Zone B(balance of county). The lower rate for Zone A does not include a paramedic ambulance
subsidy. The proposed FY 1999-2000 rates are unchanged from the previous year.
CONSEQUENCE OF NEGATIVE ACTIO ':
Failure to set the CSA EM-I assessmentrate prior to August 10, 1999 may result in the EM-I assessments not being included in the property
tax bills.
