UILKEMA i= y Contra Costa DATE: June 9,1999 County SUBJECT: LIBRARY FUNDING SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: CONSIDER allocating $1 million from the general fund for supplemental library services until March, 2000. REFER the matter to County Administration for Inclusion in budget discussions and hearings. RECOGNIZE many cities have contributed funding to enhance library service hours. RECOGNIZE many Friends of the Libraries have worked diligently to supplement and financially support extended hours and services of local branches. RECOGNIZE that the Contra Costa Taxpayers Association has encouraged the Board of Supervisors to allocate funds from the General Fund to augment library services. This recommendation is supported by cities and Friends of the Library groups. REAFFIRM that it is the Board of Supervisor's goal to keep the county library system In tact. ACKNOWLEDGE that County finances are currently in a positive state and that the strong economy allows the Board of Supervisors to consider an interim allocation to the library system until more permanent sources of funding are available. BACKGROUND: The short term supplemental funding which is proposed is an opportunity for the Board of Supervisors To indicate support for the library system as a whole. The proposal reflects an interim funding source. The proposal also recognizes that permanent expenditures from the general fund are unreliable due to the fund's susceptibility to economic downturns. Supervisor Uilkema presented the recommendations to consider interim supplemental funding from the general fund for library services. Following discussion by the Board,public comment was opened and the following people offered testimony: Alae.Smith, Library Commission member, 4823 Boxer Blvd., Concord; Barbara Vigil, Vice-Mayor, City of San Pablo; Gina Brusatori,Mayor of El Cerrito, Chair, West County Regional Library Board; Mary Ann Hosington, Friends of Lafayette Library, 959 Hawthorn Drive, Lafayette; Linda.Lewis and Barbara Woodburn, City of Martinez, 525 Henrietta Street,Martinez; Gail Varney, 636 B Winslow, Crockett; Carroll Beard,Friends of Pinole Library, 2614 Henry Avenue, Pinole; John Wolfe, Contra Costa Taxpayers Association, 820 Main Street, Martinez; Ken Hambrick, 365 Nob Hill Drive,Walnut Creek. Those desiring to speak having been heard, and following discussion by the Beard, Supervisor Uilkema moved to adopt the recommendations and Supervisor Gioia seconded the motion. The Board discussed the issues, and took the following action: The vote on the motion was as follows: AYES: Supervisors Gioia and Uilkema NOES: Gerber ABSENT: DeSaulnier ABSTA -4: Canciamilla Fallowing further Board discussion, no action was taken. For some reason it just reached me today. Unfortunately I will be away on June a and unable to attend the supervisors° meeting in person. But I want to say that your proposal is simply gr ! Taxpayer groups have argued that the Boards failure to restore goaq library funding sends a message of disinterest. tven some of us who are committed to the cause of better library service have had the same bind of thoughts. why should we ask our neighbors to tax themselves when the Supervisors won't, give a nickel?
