SUPPORT a grant application for, and AUTHORIZE the Public Works Director to participate in a State Water Resources Control Board Section 319(h) grant application for funding of the Strentzel Lane Drainage Improvement Project in Martinez. Project Number: 7505-6F8204-98 SPECIFIC REQUEST(S)OR RECOMMFNDATION(S)&BACKGROUND AND JUSTIFICATION Ie Recommended Action. SUPPORT a grant application for, and AUTHORIZE the Public Works Director to participate in a State Water Resources Control Board Section 319(h)grant application for funding of the Strentzel Lane Drainage Improvement Project in Martinez. II, Financial Impact: If the State Water Resources Control Board awards the grant, the County participation in the project will be from.the Road Funds as the cost for drainage improvements within the existing road right of way. The County cost is estimated to be approximately $85,000. The total grant application is for $370,000. Participation from the County will also include maintenance of new drainage improvements installed in County drainage easements. This cost is estimated at$ 000 annually. DATE: June 8, 1999 PAGE 2 III. Reasons for Recommendations and Background: The County, Friends of Alhambra Creek, Alhambra Creek Watershed Planning Group, Contra Costa County Resource Conservation District,National Park Service, City of Martinez, and local residents are preparing a State Water Resources Control Board Section 319(h) grant application to improve the drainage in the Strentzel Lane and Sheridan Lane area of Martinez. The County and Flood Control District have spent considerable staff time addressing this problem in the past. The County has spent considerable funds on debris cleanup from Sheridan Lane due to flooding following heavy rains. The residents have been inconvenienced for extended periods of time due to difficult access to their domes. The National Park Service is interested in protecting and enhancing the John Muir gravesite property and is willing to provide right of way for drainage improvements which will alleviate the flooding on Sheridan Lane. The grant will be for additional funds to pay for drainage improvements, erosion control, vegetation restoration, creek bank stabilization, and educational and monitoring programs. By participating in this grant application, the County is agreeing to work with the other participants toward a solution to this drainage problem. IV. Consequences of Negative Action: The local matching fund amount would not meet the application requirement and the grant could not be submitted.
