SUBJECT: CONTRACT FOR ENGINEERING ASSESSMENT OF COMMUNITY WARNING SYSTEM
PROPOSED BY CAER GROUP, INC.
Specific Request(s) or Recommendation's) & Background & Justification
REC9MMENDATIONS:
1. AUTHORIZE County Administrator or his designee to execute a contract with C.S.1, Telecommunications
up to$25,039 for the period June 22, 1999 to September 39, 1999, to provide an independent engineering
analysis of the Community Warning System being developed by CAER Croup, Inc.
2. AUTHORIZE the County Administrator to develop and submit applications to the Federal Communications
Commission for Special Temporary Authority to utilize certain frequencies for the purpose of testing the
Community Warning System.
3. REQUEST that CAER Group, Inc. supply to the County a report on the Community Warning System
operational plan, including any agreements that may exist between County OES, Region 2 State OES,
State OES, County Health Services Department, Centra Costa County Fire District and CAER Group, Inc.
4. ACCEPT this report on the status of the Community Warning System currently being developed by the
CAPD Croup, Inc.
FISCAL IMPACT:
There is no general fund cost beyond the cost of this contract and the additional estimated $5,000 cost of applying
for special temporary authority to utilize frequencies. These oasts can be absorbed using currently budgeted
funds,
REASONS FOR RECOMMENDATIONIBACKGROUND:
For sometime now CAER Group, Inc. has been developing a Community Warning System to alert communities
to industrial accidents, emissions and other potential; public health problems resulting from refinery and other
industrial operations. Consistent with your Board's desire, the County has bei articipant in developing this

system by virtue of having County employees as members of the CAER Group, Inc. Board of Directors. The
system has now been deve€oped to the point that an independent engineering analysis is recommended. In a
recent meeting with the Project Manager of CAER Group, Inc., this was agreed to as a sensible approach and
C.S.I. Telecommunications was agreed to as an appropriate firm with extensive telecom nunications experience
to do this assessment.
In addition, consistent with Federal Communications Commission guidelines, Special Temporary Authority would
be required to operate certain frequencies for the purpose of testing the system. We anticipate that the
engineering assessment and the securing from the FCC of the appropriate STA's can be done in a relatively short
period of time.
