AUTHORIZE$180,000 in bond funds from the Contra Costa County li Facilities Authority Series 1997 Certificates of Participation t0 fund pre-development Costs associated with the remodel and expansion of the Werk Furlough facility to provide a shelter facility for apprnAMately 100 homeless single men and women in Asst Contra Costa County. . DIRECT the Executive Director of the Housing Authority to take the actions required to complete the California Environmental Quality Act (CEQA) and the National Environmental Protection Act(NEPA) requirements; solicit letter of qualification from architectural firms and make recommendations for a contract for architectural Services; initiate all required engineering testing andsurveying; and proceed with completing the design, prepare construction bid documents, and putting the project out to bid, 3. DIRECT the Director of the General Juices Department to tale the actions required to convert the Work Furlough facility for use as a temporary facility, so that it will be ready for occupancy by early winter1999100. 4. DIRECT the Public Health Director to find a suitable locations in West County to relocate the Community Garden now at the Work Furiough site. DIRECT the Executive Director of the Dousing Authority to prepare applications for funding to the Federal Emergency Shelter Grant program ($340,100), The City of Richmond Community Development Block Grant program ($100,000), and the County Community Development Block Great program ($210,000). & DIRECT the County Administrator to approach foundation and other private funding source for contributions to this project. 7, DIRECT the County Administrator to report to this Board on the status of this project at its first scheduled meeting of September 1999, On May 3, 1999, the Board authorized the initiation of steps that are necessary to utilize the Work Furlough facility as a temporary homeless shelter during the coming winter and report back to the Board on those actions which the Board must take. Further, the Board authorized the County Administrator to work with the health Services Department, the Housing Authority and Community Development Department to undertake the steps necessary to accomplish [the remodeling of the Work Furlough facility, construct an addition to it, demolish the Brookside shelter and pay for related architectural, administrative and site preparation$ costs, The Housing Authority and health Services have worked successfully together to develop two facilities for the homeless: Mt. View House in Martinez and the Central County Shelter in North Concord. The Housing Authority is prepared to act as the project manager for the Work Furlough Building Conversion Project. The actions recommended herein are required in order to accomplish these steps in a timely fashion. Relocate community garden Health Services/ General Services 5,000 Project management Housing Authority 'dotal $180,000 Also, in the same Board Order dated May 3, 1999, steps were identified that needed to be taken to convert the Work Furlough facility to a temporary homeless shelter. These costs included minim improvements to the facility, creating a fenced and lighted entry, and the purchase of beds. The estimated cost for these measures is $32,000. Again, timely action is needed to accomplish the tasks by early winter. The General Services/apartment is best equipped to make the necessary improvements to convert the Work Furlough facility to a temporary homeless shelter, Reviews under the National Environmental Protection Act (NEPA) are required whenever Federal monies are proposed. Three source or Federal funds are proposed in this project: The Federal Emergency Shelter Grant program ($340,000), The City of Richmond Community Development Block Grant program ($100,000), and the County Community Development Block Grant program ($200,000). Upon completion of these reviews, mitigation measures may be required for compliance, e.g. triple glazed windows and sound insulation to meet MEPP decibel levels, These requirements could be expansive and could outweigh th,e benefits of using the Federal funds, which would require significant budget revisions to be made. At this point in time, it is unknown hove costly the mitigation measures needed due to the NEPA fundings will be. The reviews authorized by this Board 'Order will provide significant information regarding the extent of mitigation required for compliance. -2- Based on staffs pr Brit ry evaluation of the Work Furlough site, the estimated overall cost of this project is$1.65 million. Upon completion, the new facility will have a capacity of 100 beds for homeless men and women; an increase from the existing gibed facility. Our goal is to complete this project by the winter of 2000/01.
