BOARD OF SUPERVISORS ' CONTRA COSTA COUNTY FROM: William B.Walker, M.D. Health Services Director MATE; June 22, 1999 SUBJECT: Authorization to submit funding application to USEPA for request of funds to Analyze and Evaluate Fenceline-Monitoring Technology at the Tosco/Rodeo Refinery. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: A. APPROVE and AUTHORIZE the Director of the Health Services Department,or his designee,to execute and transmit an application to the United States Environmental Protection Agency(USEPA),requesting $60,000 in funding to analyze and evaluate the fenceline monitoring technology at the Tosco-Rodeo Refinery and the data it generates to determine the data's completeness, accuracy and usefulness for evacuating health risks to the community, and to educate and involve members of the community in understanding and using the data. Application will be made in partnership with non-governmental organizations. B. APPROVE and AUTHORIZE the Director of the Health Services Department,or his designee,to accept any USEPA funding for use in the application of item A as listed above. FISCAL,IMPACT: The $60,000 requested from USEPA will be used to convene experts to increase the County's understanding of fenceline monitoring and its appropriate uses, and to provide information to the community. BACKGR—QUIM The US Environmental Protection Agency has solicited proposals for partnerships of local government,the federal government and non-governmental organizations to use advanced technologies to provide the public with"real- time"environmental monitoring information. The air monitors on the fenceline of the Tosco San Francisco Area Refinery at Rodeo are "real-time" monitors -- they generate data immediately, in contrast to other monitoring devices that require samples to be sent to a laboratory for analysis in a process that can take days or weeks. The County and Shoreline Environmental Alliance (SEA), a community organization whose members live predominately in Crockett and Rodeo,have access to the Tosco Rodeo data under the company's land use permit. In the wake of the February 23, 1999 incident at the Tosca Avon refinery,the Board has called for installation of similar monitors at the Avon facility. The County will apply for $60,000 as its part of a larger proposal submitted in partnership with SEA and Comm.unities for a Better Environment. A Working Group will be convened to analyze and evaluate the monitoring technology and data to determine the data's completeness, accuracy and usefulness for evaluating health risks to the community. Members will include the partners and USEPA monitoring expert(s), Tosco,the Bay Area Air Quality Management District,and the Cal/EPA Office of Environmental Health Hazard Assessment will be invited to Join,with other scientists and equipment manufacturers as warranted. The agencies and Tosco have expressed their interest in the project. Recommendations will be developed for uses of the monitoring data by government, the community, and industry. The project will also educate and involve members of the community in understanding and using the data. Major Risk Medical Insurance Hoard, for the period from July 1, 1999 through Jure 30, 2001, in an amount not to exceed $188, 600 per year, for County' s participation in the Access for Infants & Mothers (AIM) Program. FINANCIAL IMPACT: The State of California Major Risk Medical Insurance Board is allocating funds, ,not to exceed $188, 600 during the first year of the Agreement, for the County' s participation in tr4.e AIM Program. REASONS FOR RECOMME TION/BACKGROUND: The County has participated in the State-funded AIM Program since January 1992 . This Program provides increased access to maternity, delivery and infant care services for low income women who have neither Medi-Cal nor private hearth insurance coverage. Under this Agreement, the Contra Costa. Health Plan (Cc-HP) provides comprehensive medical care during a woman' s pregnancy and delivery, and for sixty days past-partum. The A!M Program also provides comprehensive medical care to the baby during its first two years of life . Approva-1 of Standard Agreement #29-765-5 will allow CCHP to continue participating in the AIM Program through June 30, 2001 . r � . BACKGROUND/REASON(S) FOR RECOMMENDATION(S) : On January 14 , :.997, the Board adopted Resolution No 97/17, authorizing the Health Services Department' s Mental Health Division to assume responsibility for Fee-for Service Medi-Cal specialty mental health services as of April 1, 1998 On April 21, 1998, the Board of Supervisors approved Standard Agreement 429-500 (as amended by 429--500-1) with the State Department of Menta? Health to transfer funding and responsibility for Fee-for ,Service Medi-- Cal specialty mental health services from the State Department of Mental Health to the Health Services Department' s Mental health Division. Approval of Standard Agreement (Amendment) #29-:500-2 will allow the County to provide additional professiona' services to Medi-Cal beneficiaries, through June 30, 2000 . CHILDREN'S IMPACT STATEMENT": The Community Services Department .Head Start Program supports two of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, health, and social services, along with a strong parent involvement focus, to low-income children throughout Contra Costa County. The overall goal of the program is to bring about a greater degree of social competence in preschool children from low- income families, IV. PROJECT/PROGRAM TITLE. Fiscal Year 1999 Funds to Improve Teacher Qualifications. 2. FUNDING AGENCY. U.S. Department of Health and human Services, Administration on Children, Youth, and Families (ACYF-PI-HS-99-03). 3. SUBMITTAL STATUS. First time submission for funds that, once awarded., will become a part of the Head Start Program's ongoing funding base and will be available in future years. Negotiations are not necessary. We need only provide a plan to expend the funds, which were based on the educational level of our professional teaching staff as reported in our 1997-98 Annual Program Information Report(PIR.). 4. PROPOSED TERM. This grant is an expansion of the current FY 99 funding levels. The efforts to expend the funds must include a five (5) year plan explaining how the total funding increase will be used to increase the percentage of teachers with qualifying AA or higher degrees to 50% or more by September 30, 2003. 5. CURRENT FUNDING. $80,500 • Allocation based on 1998 PIR $1,300 for each teacher employed who did not have either a college degree in Early Childhood Education(ECE)or a degree in a related field with State Certificate. - $ 300 for every teacher who already had an ECE degree or a degree in a related field with State Certificate. • Matching funds required: None & FUTURE FUNDING. $322,000 • FY 1999 amount times 4 additional years. 7. BUDGET SUMMARY. A line item budget is being prepared and will be completed prior to submision of the grant. In addition to describing how this year's increase will be used, a five year plan will be submitted that explains how the total funding increase will be used to increase the percentage of teachers with qualifying degrees. 8. STAFFING REQUIREMENTS. No additional staffing required. The Community Services Department Head Start program Staff Development Officer will administer the program. A portion of the funding will be used to offset the cost of the staff development officer's salary. 9. PROGRAM NEED. As part of an effort to increase the benefits children receive from Head Start, funds are being made available to all Head Start and Early Head Start programs to improve training and qualifications of classroom teachers. These funds will help implement the new mandate of the Head Start Act which requires that, by September 30, 2003, at least half of all Head Start teachers in center based programs must have an associate, baccalaureate, or advanced degree in early Childhood Education or a degree in a related field,with pre-school teaching experience. 1 10. RELATIONSHIP TO OTHER PROGRAMS. The Head Start Program will partner with the Contra Costa Community College District (CCCD) to design and implement a replicable model which will support and sustain adult learning in the transition from welfare to work. In addition to preparing and securing academic enhancements for Head Start teachers, we will cooperate in the CCCD program to recruit, train, and secure employment for TANS` recipients in early childhood education careers as childcare professionals. The endeavor will strengthen partnerships and collaborative relationships between the Head Start program, CCCD, the Department of Social Services, the Contra Costa Child Care Council, and the greater child care community by preparing participants for academic study, the world of work and economic self sufficiency. Additionally, a consortium with Santa Clara County and several other greater Bay Area Head Start Programs is being developed in an effort to leverage the impact of the funds being made available to enhance teacher's academic credentials. 11. PROJECT GOALS. By September 30, 2003, at least half of all Head Start teachers in center based programs will have an associate, baccalaureate, or advanced degree in early Childhood Education or a degree in a related field, with pre-school teaching experience. 12. STATED OBJECTIVES. Presently, 32 % of the Head. Start teaching staff report having an AA or higher degree. The objective of the program will be to provide the remaining staff members the opportunity to obtain a minimum of an AA degree within the next five years. 13. ACTIVITY SUMMARY. Teaching staff members will complete a survey of their individual academic accomplishments and provide appropriate documentation. The appropriate managers will verify the information. Individual training plans will be developed and coordinated through the staff development office with the Contra Costa Community Colleges and proposed greater Bay Area Head Start Consortium. Completion of academic activities will be tracked individually through the comprehensive Windows based management software- ChildPlus. 14. EVALUATION METHOD(S). The success of this program will be measured by increases in the level of academic credentials of all Head Start teachers- accumulation of appropriately based child development credit hours and number of Associate of Arts or higher Child Development based degrees obtained. The Head Start Staff Development Officer will be specifically responsible for compiling and providing the data necessary to evaluate the success of the program. 15. CHANGES COMPARED TO PRIOR YEAR (if any). This is an increase in the overall funding levels of the Head Start grant. Once awarded, the funding increase will become a part of the Head Start program's ongoing funding base and will be available, annually, for the next 4 years. 16. POTENTIAL, CONTROVERSIAL ISSUES. The JET(Job Enhancement Training) program combines basic skills training with occupational skills training by using instruction in job enhancement training and occupational skills as a vehicle for contextual teaming in basic skills upgrading. The program is oriented toward those persons participating in the CaI WORKs program or receiving and/or eligible for TANt= services who are in need of basic skills upgrade and occupational skills training to be competitive in the job market. Students would participate in a minimum of 3 of the 4 following training components. (t) assessment and evaluation of participants resulting in the development of a RAF' (Remediation Action Plan)for each participant(required component); (2) ongoing workshop tutorials which use job enhancement skill development and the acquisition of SCANS competencies as a vehicle for basic skills upgrading and GED preparation; (3) individualized basic skills instruction(emphasizing contextual teaming)including preparation for GED;' (4) short terra self paced/individualized occupational -skill instruction (e.g,, computer literacy/computer applications, 10-key/electronic data entry applications) which may incorporate acquisition of SCANS competencies.
