SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
AUTHORIZE establishment of an Iron Horse Corridor Greenspace Advisory Committee
consisting of representatives of local homeowners, property owners, and public agency
stakeholders; and AUTHORIZE the Supervisor, District III and Supervisor, District IV to jointly
solicit nominees for the Committee seats and to designate the members of the Committee.
FISCAL IM-PAT
Redevelopment Agency funds have been budgeted for the design program. No General Fund
impact.
BACKGROUND/REASONS FOR RECOMMENDATIONS
The adoption of the amended Pleasant Hill BART Station Area Specific Plan by the Board of
Supervisors in October, 1995 provided for the conversion of the Iron Horse Corridor (the
former Southern Pacific right-of-way) to a Greenspace use (see attached reap). Portions of
this corridor are also reserved for a future fixed guideway(transit) use, but may be landscaped
in" the interim. The Iron Morse Trail will be within the corridor. The Redevelopment Agency
has successfully used a community based designed program to formulate the plans for Fox
Creep Park at Contra Costa Centre. A similar approach is recommended for this Iron Horse
Corridor Greenspace. A suggested advisory committee structure could include, among
others, representation solicited from the following parties:

The Iron Horse Corridor Creenspace Advisory Committee would be primarily staffed by the County
Redevelopment Agency. The Committee's charge would be to work with the Redevelopment Agency and
the County to:
a) Evaluate alternative design/development programs based on
1. Consistency with the Pleasant Hill BART Specific Plan; and
2. Consistency with the Iron Horse Corridor Management Program;
b) Evaluate alternative plans of finance for
1. Capital Costs; and
2, Operation/Maintenance Costs
c) Recommend a design concept that can be implemented within the financial constraints that exist; and
d) recommend a plan of finance for capital costs and operation and maintenance.
The Committee would be formed in the months of July and August, 1999. The initial Committee meeting
is expected to be held in September. Staff will prepare and circulate an RFQ/I FP for Greenspace
landscape architect design services during July/August; with a desire to have a firm identified when the
Committee is activated. The Advisory Committee would serve through the design/construction phases; and
sunset upon completion of the project.

The terms of office of three of the Board's four seats on the Retirement Board expire
June 34, 1999. Two of the members have asked not to be considered for
reappointment. The third member, J. James Lee, has asked to be reappointed.
We have conducted an extensive recruitment and received 34 applications. One of
those applications was rejected because the individual is not a resident of the
County. Two were rejected because the individuals are retired employees,whereas
the Board's appointees must be: "...qualified electors of the county who are not
connected with county government in any capacity,except one may be a supervisor,
and shall be appointed by the board of supervisors." (government Code Section
31520.1). This left our Committee with 29 applicants. One additional applicant
withdrew before being invited to be interviewed.
We therefore invited 28 applicants to interviews. We interviewed in three panels
with nine or ten applicants in each panel. Five applicants either withdrew before the
interview, were unable to attend the interview or simply did not appear. Wherefore,
we actually interviewed 23 individuals. Following these group interviews, we
selected the five individuals we considered the most qualified and outstanding and
invited them to individual interviews. We also invited Mr. Lee to be interviewed
before deciding whether to recommend his reappointment. Including Mr. Lee, the
six individuals we interviewed individually on June 14, 1999 included the following:

Peter Camejo of Walnut Creek
Dorothy L. Edwards of Walnut Creek
Paul Katz of Concord
Clifton A. Wedington of Walnut Creek
Our Committee was singularly impressed with the qualifications, background and
interest of all of the applicants and particularly of these six finalists. We faced a very
difficult job in trying to narrow the finalists down to only three to recommend to the
Board for appointment.
In the end, we have recommended that Mr. Lee be reappointed for an additional
term. He is highly knowledgeable, dedicated to the Retirement Board, already has
five years of experience on the Retirement Board and will provide some stability and
continuity to the Board's appointments. We believe that Mr. Katz will bring a wealth
of background and knowledge of County government to the Retirement Board. He
has represented the interests of retired employees before the Retirement Board in
the past and is, himself, now retired so he brings that perspective to the positron.
Mr. Camejo has a wealth of knowledge about public pension funds and has some
innovative ideas he would like the Retirement Board to explore. We believe his
knowledge of the investment world and his independence of thought will provide a
new spark of creativity on the Retirement Board.
We commend each of these individuals to the Board for appointment to the
Retirement Beard.

However, in order to keep the Clerk of the Board's records accurate and current,
it is appropriate for the Board of Supervisors to confirm the fact that an alternate
has assumed a vacant seat.

Subject: 1998/99 Annual After Action Report
The purpose of this letter is to provide a summary of the actions
taken by and on behalf of the Commission during the 1998/99 work
year.
a< In May 1998, the Contra Costa. County Grand Jury issued a report
declaring that affirmative action in county hiring and contract
awards was no longer needed. In March 1999, the Commission
proposed to the Grand Jury that a .more detailed examination of the
program be conducted with consultation and advisory support
provided by the county Human Relations Commission. We requested
that the Grand Jury respond to our proposal by May 5, 1999. As of
: 5, 1999 no written response had been received. The
Commission voted to send a letter the Grand Jury confirniing the lack
of response and to discuss future actions at the next scheduled
general meeting.
b, In January 1999, an article in the Contra Costa Times indicated
that federal funds (Title 1) intended to narrow the achievement gap
between the "haves" and. the "have nots" in public education have not
achieved their purpose. Thirty plus years ago, the Title 1 program
was implemented with the understanding that a major reason for the
economic gap between groups is the gap in educational achievement.
The gap in educational achievement in most instances, corresponds to
the tax base of the school district. In March 1999, the Commission
requested specific information from the Contra Costa County Office of
Education by May 5, 1999 in an effort to determine the success of
this program in this county. As of May 5, 1999 the Commission was
in receipt of a letter from. the County Superintendent of Schools

indicating that his office did not collect or have the information that
was requested and that we should contact the individual school
districts for assistance. Along with the letter was sent a general
information packet that did not address the topic of our concerns.
The Commission voted to discuss future actions at the next scheduled
general meeting.
c. Deference the Commission's 1998199 Work Plan. The Conus ssion
planned to sponsor and conduct a series of one day workshops for
teachers and administrators in Contra Costa County. The purpose and
theme of the workshops was to promote diversity in public schools
and to orient those workshops toward student safety and academic
success. The Board of Supervisors approved the project with the
stipulation that all workshops be coordinated with and approved by
all affected school districts or their elected boards of education. The
coordinator for that project (Commissioner Cutbirth) resigned in
November 1998 which caused an indefinite delay in the planning
and coordination process. Commissioner Paredes has assumed
responsibility for this project. No progress was made on this project
in the 1998/1999 work year.
d. Reference the Comrn ssion's 1998/99 Work Plan. In spring of
1998, the Commission issued a report to the Board of Supervisors
that included statistics from the California Department of Fair
Employment and Housing (CDFEH). Based on the data compiled in
that report it was revealed that Contra Costa County experienced a
drastic increase in the number of complaints in calendar year 1994
with no significant reduction in the rate through 1998. This is a
continuation of the Commission's project to finance, develop, and
conduct a public relations campaign to promote diversity within the
county. Updated statistics are attached to this report. In December
1998, the Commission requested and received a $10,000 GRIP fund
allocation to search for and pay a grant writer. It is estimated that
the project will cost between $300,000 and $400,000. A committee
(Cmsnrs Daniels, Ruelig, and Norman) has been appointed and a grant
writer should be identified before September 1999. In support of
this effort, at the April general meeting, the Commission voted to
establish a non-profit, tax exempt corporation to house and manage

the funds. This was none because private foundations typically do
not contribute to government entities.
e. Deference the Commission's 1998/99 Mork Plan.. The Commission
published and distributed bulletins in November 1998 (Cmsnr
Golangco) and April 1999 (Cmsnr Paredes) to all human rights
organizations and mown media outlets that service Contra Costa
County. A copy of the bulletin was sent to the office of each
Supervisor. At the May 1999 general meeting, the Conunission voted
to publish the next issue in April 2000.
f. Deference the Conu ission's by-laws adopted November 1998.
Election of officers for the 1999/2000 work year were held at the
general meeting conducted on May 12, 1998. The Chairperson and
Vice Chairperson. are Commissioners Marsha Golangco and Stan
Norma respectively. Their terms begin ,dune 1, 1999 and will end
May 31, 2000.
g. As of the general meeting held May 12, 1999, eleven of fifteen
and one alternate seat are filled. It is requested again that
Commissioner Sieminski (the alternate) be assigned a numbered seat.

2. DECLARE vacant for lack of attendance the seat on the Women's Advisory
Committee held by Nandi Kaufman (Seat#18), DIRECT the Clerk to apply the
Board's policy to filling the vacancy and REFER the vacancy to the Internal
Operations Committee.
BACKGROUND:
Staff has received the attached memo from the staff to the Women's Advisory
Committee indicating that one member has resigned and another member has not
been attending regularly. We are, therefore, recommending that the Board accept
the resignation and declare vacant the other seat so they can be filled with
individuals who are more able to be actively involved in the work of the Committee.
