Contra DATE: June 9, '1399 Costa County SUBJECT: Sheriff's Inmate Sign Program Ordinance SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECQMMENDATION: INTRODUCE, WAIVE FIRST READING and FIX July 13, 1999 for adoption of the Sheriff's Inmate Sign Program provisions of the County Ordinance Code (Chapter 1104-4). FISCAL IMPACT: There will be no impact on the County General Fund. Initial funding for the program will come from the Inmate Welfare Fund. The proceeds from the sales of signs and awards will reimburse the Inmate Welfare Fund and then offset the cost of the Program. BACKGROUND: The Sheriff proposes the Inmate Sign Program to use County detention facility labor to produce metal,plastic and vinyl signs and awards for the County, cities and other public and non-profit entities. The purposes of the program will be to enhance the inmates' abilities to become productive members of the community upon release from custody,improve the inmates'productivity while incarcerated,promote inmate socialization,reduce inmate idleness while in custody, and provide needed signs to entities at a reasonable cost. Inmates will participate in the program on a voluntary basis. The ordinance sets forth criteria for the inmate eligibility for the program, performance standards for inmate participation, and reasons for inmate removal from the program. The Sheriff will administer the program. Program staffing will include a contract instructor who will oversee the daily operation of the program,and other County staff,educators and qualified volunteers. The Sheriff will adopt rules and regulations governing the operation of the program, The Sheriff will set the price of signs and awards at reasonable amounts,taking into consideration the funds needed to reimburse the Inmate"'Welfare Fund and to offset program costs. This opportunity to provide training to inmates which would enhance their ability to become contributing members of society upon release would be lost. The vocational training opportunities available to inmates would not be expanded to the extent afforded by the Inmate Welfare Fund.
