ADOPT a resolution approving the second consolidated General Plan Amendment for 1999. 2. DIRECT the Community Development Department to file the Notice of Determination for the Carol Lane General Plan Amendment and the Stone Valley Oaks General Plan Amendment. FISCAL IMPACT: None BACKGROUNDIREASONS FOR RECOMMENDATIONS: California Planning law mandates that a General Plan may not be amended more than four times in the calendar year 1999. Can May 18, 1999, the Board approved the Carol Lane General Plan Amendment and directed that it be included in the next consolidated General Plan Amendment. The Carol Lane Amendment changes the land use designation for an approximately 33,000 square foot site in the Oakley area from Single Family Residential-High Density to Commercial. Contra Costa County is carrying out a program to systematically review time County General Plan for the purposes of keeping the Plan current and maintaining consistency with the County's development ordinance. California Planning Law provides that each General Plan Element mandated by the State cannot be amended more than four times in the calendar year 1999. The Board has considered the proposals described in Part 11 below to amend the County General Plan and at public hearing declared its intent and directed staff to prepare this resolution for adoption. The Board therefore declares that adoption actions described below are to constitute its second amendment affecting the Land Use Element. Fart II - Carol Lane. A copy of Resolution No. 11-1999 adopted by the East County Regional Planning Commission is on file with this Board in which the Commission sets forth its report on the proposed plan amendment recommending approval of the Carol Lane General Plan Amendment(County File#GP97-(3012). The Board of Supervisors has determined to approve this Plan Amendment as described in the Board's subsequent Resolution No. 99/307, Part III m Stone Valley Oaks. A copy of Resolution No. 13-1999 adopted by the San Ramon Valley Regional Planning Commission is on file with this Board in which the Commission sets forth its report on the proposed plan amendment recommending approval of the Stone Valley tabs General Plan Amendment(County File#GP95-01314). The Board of Supervisors has determined to approve this Plan Amendment as described in the Board's subsequent Resolution No. 99/308. The Board hereby adopts the amendment to the County General Plan for the Carol Lane and Stone Valley Oaks General Plan Amendments as specified in the Board Resolutions No. 99/307 and 99/308 as part of this second amendment to the County General Plan, including the filed Plan maps which were prepared by the Community Development Department. A copy of each Plan map reflecting this Amendment, on file in the office of the Clerk of the Board; shall be endorsed-approved by the Clerk. Part IV-CEQA Notice. The Director of Community Development is hereby directed to file the Notice of Determination for the Carol Lane and Stone Valley Oaks General Plan Amendments.
