SUBJECT: APPROVE Consulting Services Contract with Systems Integration Solutions Inc., for an Amount not to
Exceed$200,000 to Provide Technical Services for Phase 1A of the Land Development Joint Billing Project
for Public Works and Community Development through October 1, 1999, and AUTHORIZE the Public
Works Director and Director of Community Development to Finalize Con'ract Negotiations and Execute the
Contract(Funding: land development fees).

I< Recommended Action:
APPROVE and AUTHORIZE the Public Works Director and.the Director of Community Development to execute
a consulting services contract with Systems Integrated Solutions to provide technical services for Phase IA of the
Lard Development Joint Billing Project for Public Works and Community Development,
IIe Financial Impact:
Funding of the Joint Billing Project will be through a loan from the General Fund to be paid back from land
development fees.

III. Reasons for Recommendations andBack�round:
Can July 20, 1998, and August 3, 1998, the staff of Community Development, Public Works and Building
Inspection met with the Finance Committee to discuss updates of the land development fees and other fiscal
issues associated with the land development program. At that time, the committee asked staff to explore
improvements to the billings for land development services. Community Development and Public Works
have separate databases which was producing, at times,uncoordinated billings to applicants. A joint billing
system was proposed to unify the databases of Community Development and Public Works. Staff developed
a project report for the Joint Billing System and sent out requests for proposals to a list of consultants to
design_the system. After a thorough selection process, the consultant System Integration Solutions,Inc.,was
selected. The Joint Billing Project has been broken down into two main phases, with the first being broken
further into two subphases. The current contract before the Board is for the first sabphase of Phase 1. The
second part of Phase 1 will be brought before the Board before the expiration of Phase 1, so that the contract
work will not be interrupted.
The land development fund has no reserves set aside or programmed for this type of capital expenditure. To
fund the Joint Billing Project, Community Development and Public Works will borrow money from the
General Fund. The loam from the General Fund will be paid back through a 2%increase in the overhead rate
for lard development charges.
IV. Consequences of Negative Action.
The Joint Billing Project would not go forward and problems associated with separate databases in
Community Development and Public Works would continue.
