RECOMMENDATION: APPROVE and AUTHORIZE the Director of General Services or his designee to extend a Contract Agreement with C.S.I. Telecommunications with a total of $175,000 for continued provision of telecommunications engineering services through September 30, 1999. II> FINANCIAL IMPACT: This is an extension of time and the funds are within the General Services budget. This consulting firm has been working with General Services staff to engineer the digital microwave conversion, and their expertise helped the County meet the deadline for Personal Communications Services' (PCS) temporary allocation which was needed in order for the County to receive a bonus of$200,000 from Sprint. They will continue to provide consulting and engineering; services to ensure that the conversion project is completed as agreed. III< BACKGROUND: On February 12, 1997, the Board of Supervisors approved an agreement with Pacific Bell Mobile Services to replace the County's analog microwave system with a digital system. C.S.I. is the engineering firm which has provided valued expertise in the area of radio/microwave telecommunications in reaching the terms of this agreement. There is no one on County staff who cXan provide these telecommunications services. II. FINANCIAL IMPACT: The action if approved will not result in any increased cost to Information Technology. III. REASON FOR RECOMMENDATION AND BACKGROUND: Many county departments are using Local Area Networks (LAN) and Wide Area Networks (WANs) to access automated data. This is relatively new technology and like many organizations we do not have adequate staff to service all the demands of our customers. We have initiated this contract with Mils. Hutchings to assist our staff. We have not been able to recruit permanent staff with the necessary technical backgrounds because of low salaries. Until these salaries are competitive we will need to use outside assistance to meet customers requirements. Contract Addendum - Contract Employees Based on business requirements and skill set needs, the County may, at its discretion, send Contract Employees to specialized education or training sessions. The need for such training will be authorized on a case by case basis, and the County is under no commitment to provide any training unless deemed necessary by the Department or Division sponsoring such training. By signing this agreement, Contract Employee agrees that they will be responsible for reimbursement of tuition and related costs for any training provided which results in costs incurred to the County for such training. The Contract Employee is responsible for restitution of training tuition and related costs for a period of one year after the training is received. The actual restitution will be based on a pro-rated schedule of the actual cost minus 1/ 12 of the cost for each month of County employment the contract Employee is engaged in following receipt of the training. If the Contract Employee fails to attend scheduled training, and the County incurs costs for such training, the Contract Employee is responsible for 100% of such costs. BACK RQUND/REASONS Ft)R RECOMMENDATIONS The installation of the Iron Horse Trail in the Iron Horse Corridor has been long standing goal of the County and in the vicinity of, in the vicinity of the Pleasant Hill BART Station Area, of the Redevelopment Agency. Currently a gap exists in the Iron Horse Trail between Hookston Road and Mayhew Road (the Hookston Station Area). The Redevelopment Agency owns this p6rtion of the Iron Horse Corridor the property is currently being leased to private tenants. In order to install the Iron Horse Trail in the Hookston Station Area the tenants must be removed. The Agency may be required to provide relocation assistance to some or all of the tenants. This contract permits the Public Works Real Property Division to retain outside relocation consultants to undertake the necessary work. FISCAL IMPACT: This function has historically been performed by a contractor, no additional County funds are needed to fund the contract. BACKGROUND: The Sheriffs Office requires background investigations for all candidates for safety positions, as well as for sensitive civilian positions.
