RECOMMENDED ACTION: Authorize the Executive Director, Contra Costa County Private Industry Council or his designee, to execute a standard contract (#19-6007-0) with Worldwide Education Services to serve as administrative and fiscal agent of the West County One-Stop Career Center and to provide employment, training, and post-employment and job retention services to Welfare-to- Work eligible clients in the West portion of Contra Costa County as delineated by the Private Industry Council for the term of July 1, 1999 to June 30, 2000 with a contract payment of $132,428 subject to approval by County Counsel as to legal form. 11. FINANCIAL IMPACT. None. One hundred percent federal and state funds. Ill. CHILDREN IMPACT STATEMENT: This action will indirectly support the third outcome — Families that are Economically Self- Sufficient. IV, REASONS FOR RECOMMENDATION: The Contra Costa County PIC Board awarded Worldwide Education Services Welfare-to-Work grant funding at it's April 21, 1999 meeting to provide services to Welfare-to-Work clients in Test Contra Costa County except for the City of Richmond with employment, job readiness, placement, post-employment, support services and job retention services. Worldwide Education Services has 23 years experience providing many of the required services and it currently provides Job Training Partnership Act services and acts as administrative and fiscal agent of the Central and West County Orae-Stop Career Centers. It will serve as the administrative and fiscal agent for Welfare-to-'Mork activities and will provide services at the West County One-Stop Career Center. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RLMMMENDED ACTIO APPROVE and AUTHORIZE the Director of Social Service, or designee, to EXECUTE Contract #21-261-8 with the Contra Costa Community College District in the amount of$50,000 for continued Foster Pride/Adopt Pride Training for the period from July 1, 1999 to June 30, 2000. FISC: Funding for this contract is claimable as 50% Federal, 35% State, and 15% County dollars under the Social Service Department budget. CHILDREN'S IM ACTe.STATEMENT: Foster Pride/Adopt Pride training supports three of Contra Costa County's community outcomes: "Children and Youth Healthy and Preparing for Productive Adulthood," "Families that are Safe; Stable and Nurturing," and Communities that are Safe and Provide a High Quality of Life for Children and Families." Through enhanced education and training, foster and adoptive parents are better able to help children understand the reasons for out-of-home placement and cope with past abuse or neglect. BAC GRt 7ND: This program provides pre-service training designed to better equip foster caregivers. BAC EM0UND Contra Costa is one of eleven Bay Area counties that supports a "Help Line" for inquiries from individuals and famines who have seen "Brian' s Kids, " a television program that has aired since 1990 . The program recruits faster parents and features children in need of homes . In addition to eleven county agencies, the State Department of Social Services Adoptions Branch, the Zellerbach Family Fund, KPIX- TV and private sources have provided funding support for the Kelp Line .
