SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMM NDATIONeS) : Approve and authorize the Health Services Director or his designee (Chuck Deutschman) to execute on behalf of the County, Contract #24-443-12 with Adolescent Treatment: Centers, Inc. , for the period from April 1, 1.599 through June 30, 1999, in the amount of $16,419, to provide an augmented adolescent residential chemical dependency treatment program at its Thunder Road facility. FISCAL IMPACT: This Contract is funded as follows: 10,250 Federal Block Grant Funds 6.169 County Funds $ 16,419 Total Contract Payment Limit Approval of this Contract will result in a cumulative twelve-month total in excess of $25,000, and therefore, Board of Supervisors approval is required. CHILDREN'S IMPACT STATEMENT: This Alcohol and Drug Abuse treatment program supports the Board of Supervisors' "Families that are Safe, Stable, and Nurturing" and "Communities that are Safe and provide a High Quality of Life for Children and .Families" community outcomes by providing individual, group, and family counseling; substance abuse education; rehabilitation support services; and substance abuse prevention services. Expected outcomes include increased knowledge about the impact of addiction; decreased use of alcohol, tobacco and other drugs, increased use of community-based resources; and increased school and community support for youth and parents in recovery. BACECROUND 1REA.SON(S) FOR RECOMME DATLON(S) : in February 1999, the County Administrator approved and the Purchasing Services Manger executed Contract #24-443-11 with Adolescent Treatment Centers, Inc. , for the period from January 1, 1999 through March 31, 1999 for the provision of an augmented adolescent residential chemical dependency treatment program at its Thunder Road facility in Oakland. FISCAL IMPACT: This Contract is funded 100% by the State Department of Health Services, Office of .AIDS. No County match is required. CHILDREN'S IMPACT STATEMENT: This AIDS Program supports County's "Children and 'youth Healthy and Preparing for Productive Adulthood" community outcome by providing educational presentations at schools and youth-serving organizations to help youth delay sexual involvement and avoid infection with HIV and ether Sexually Transmitted Diseases (STD) . Expected program outcomes are .increased knowledge of HIV transmission and prevention, increased abstinence and/or safer sex; reductions in the numbers of unplanned pregnancies and STD/HIV infections; and reductions in health care costs associated with treating STDs including HIV and AIDS 12AIrt GROUNDIREASON(S) FOR RECOMMENDATION{S) On July 14, 1998, the Board of Supervisors approved Contract 122-354-12 (as amended by Contract Amendment Agreements 22--354-13, #22-354-14, and x`22-354-15) with Planned Parenthood: Shasta Diablo for the period from July 1, 1998 through June 30, 1999, for the provision of HTV/AIDS education, prevention, and testing outreach services for County's AIDS Program.
