III. APPROVE and AUTHORIZE the Social Service director, or designee, to
contract with Newborn Connections in the amount of$32,000 for the period of May 1,
1999 through December 31, 1999, to develop and implement the in-home visitation
portion of the County's Early Head Start Program.
FI AL:
No County General Fund cost. Funding is 100% from AB 1733, AB 2994, Community-
based Family Resource Funds, Child Care Affordability Fund and the Ann Adler Family
and Children's Trust Fund.
CHILDREN'S IMPACT STATEMENT:
The contracts recommended for funding by the Family and Children's Trust Committee
(FACT) support four of Contra Costa County's community outcomes: "Children Ready
for and Succeeding in School," "Children and Youth Healthy and Preparing for
Productive Adulthood," "Families that are Safe, Stable and Nurturing," and Communities
that are Safe and Provide a High Quality of Life for Children and Families." by delivering
to children and families a combination of therapeutic, educational, and supportive
services. Expected program outcomes are improved behavior for children with
developmental, emotional, or physical disabilities; reduced child abuse and neglect;
reduced incidences of domestic violence; reduced incidences of parent and child
substance abuse; and, improved parental stress management.
BA KGROUND:
In February 1999, the Board of Supervisors authorized the development and issuance of a
Request for Proposal (RFP) for FACT funding contracts fiscal year 1999/2000.
The FACT Committee developed the RFP following an extensive needs assessment
process undertaken in the fall of 1998. The service strategies and priorities for use of
FACT funding in 1999/2000 emerged from the needs assessment. Services to address
those needs were solicited through RFP#1052.
Funds were made available for family support services, including crisis intervention and
case management, parent education and public information to prevent child
abuse/neglect, services for pregnant and parenting teens, and in-home visitation services
for families with children 0-3.
Each of the proposals in response to RFP #1052 and recommended by the FACT
Committee for funding addresses one or more of the identified service strategies and/or
priorities.
In a continuing effort to develop innovative models to maximize the effective delivery of
services and to develop creative programs/projects, the FACT Committee matched
funding of$40,000 from Child Care Affordability Fund to fund a planning grant for the
development of family resource centers.
In FY 1998-99, the State legislature approved an augmentation of AB 1733 funds to
counties for the express purpose of funding prevention and early intervention programs,
to include in-home visitation services. The Social Service Department and Community
Services Department have collaborated to jointly fund Newborn Connections to develop
a program of in-home visitation services for Early Head Start families, recruit, train and
supervise family support workers, and operate the program through the end of the Early
Head Start period (December 31, 1999).

(Donna. Wigand) , to execute on behalf of the County, Novation Contract
#24-681-2 (8) with Susan Cresol (dba Transition Center) , in the amount
of $72 , 000, for the period from July 1, 1999 through June 30, 2000,
for the provision of augmented board and care services for County-
referred mentally disordered clients .
FISCAL IMPACT:
funding for this Contract is included in the Department- ' s Fiscal Year
1999-2000 Budget and is 100a funded by Mental Health Realignment .
BACKGROMM/REASPN(S) FOR RECQMMENDATION(S) :
On January 26, 1999, the Board of Supervisors approved Contract #24-
681- (2) 7 with Susan Crisol (dba Transition Center) , for the provision
of augmented board and care services for County-referred mentally
disordered clients, for the period from January 1, 1999 through June
30, 1999 (which contained a six-month automatic contract extension
through December 31, 1999) .
Approval of Contract #24-681-2 (8) replaces the six-month automatic
contract extension, allowing the Contractor to continue providing
services through June 30, 2000 .

RECOMMENDED ACTION:
Approve and authorize the Health Services Director, or his
designee (Art Lathrop) , to execute on behalf of the County,
Contract Amendment Agreement #23-249-1 with Toomay Technologies,
effective June 1, 19;9, to amend Contract #23-249 to increase the
contract payment limy. by $10, 000, from $45, 500 to a new Contract
Payment Limit of $55, 500 , and to extend. the 'term of the contract
through June 30, 2000 .
FINANCIAL IMPACT:
This Contract is funded by a State Grant (County ##29-3141/ and by
Measure H funds .
REASONS FOR RECOMMENDATIONS/BACKGROUND:
On December 1.5, 1998, the Board. of Supervisors approved Contract
#23-249 with Toomay `technologies, for the period from December 1,
1998 through June 30, 1999, to provide technical expertise not
otherwise available to the ENS Agency to analyze and develop data
management tools and reports to support muinternal EATS
databases . This Management Information System is used to support
a comprehensive EMS quality improvement systemin accordance with
the County EMS System Flan approved by the Board. of Supervl sors on
December 12 , 1995 .
Approval of Contract Amendment Agreement #23-249--1 with Toomay
Techmolocies will allow the Contractor to provide additional
services through June 30, 2000 .

with Hugh R. Winig, M.D. , for the period from July 1., 1,999 through June
30, 2000 , in the amount of $31, 680, for provision of professional
forensic psychiatric services to patients in the Department ' s Conditional
Release Program (CONREP) .
FISCAL IKPACT:
This Contract is 1.00% Banded by State CONREP.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
The State Department of Mental Health provides funding to the
Department ' s Mental Health. Division to provide services for certain
patients returning to the community from. the State :lospital system,
pursuant to Section 1.604 of the Penal Code and known as the Conditional
Release Program (CONREP) .
On July 1.4, 1998, the Board of Supervisors approved Contract #24-629-
(as amended by Contract Amendment Agreement #24-629-.8) with Hugh R.
Winig, M.D. , for the period f rom July 998 through June 30, 1.999, for
the provision of professional forensic psychiatric services to patients
in tm_e Department Is Conditional Release Program (CONI REP) including, but
not 1,,M4ted to psychiatric assessment., medication assessment and
prescription of medications.
Approval of Contract #24-629 -9 wm11 allow the Contractor to continue
providing services through June 30, 2000 .

consultation and technical assistance to the D'epart'ment with regard
to the Joint Commission Accreditation of Healthcare Organization
(JCAHO) standards and State Licensure compliances, and to assist in

System and the Hospital Policy and Procedures Manual .
FISCAL IMPACT:
Funding for this contract is included in the Health Services
Department Enterprise I budget . As ppropriate, 'pat.ients and/or
third-party payors will be billed for services .
BACKGROUND/REASON{S) FOR RECOMMENDATIQN_ S)
On July 14 , 1-998, the Board of Supervisors approved Contract #26-
321--1, with Julie J. Blank, for the period from July 1, 1998
through June 30, 1999, for the provision of consultation and
technical, assistance to the Department with regard to the follow-up
on. the Joint Commission Accreditation Licensure compliances, and to
develop and implement the Nursing Patient Acuity System for County' s
Contra Costa Regional Medical Center.
Approval of Contract #26-321-2 will allow Contractor to continue
providing services through June 30, 2000 .
