California Department of Transportation (CALTRANS) to completely closeColurnbus Avenge from
Monday, June 14, 1.999 to Wednesday, June 16, 1999, and Virginia Streets from Thursday, June 10, 4999
to Friday, June 11, 1999,except for emergency traffic, for the period of 7:OOAM through 5:OOPM, subject
to the following conditions:
1. Traffic will be detoured via neighboring streets.
1 All signing to be in accordance with the State of California Manual of Traffic Controls.
1 The State of California Department of Transportation (CALTRANS) shall comply with the
requirements of the Ordinance Code of Contra Costa County.
4. Provide the County with a Certificate of Insurance in the amount of $1,000,000.00 for
Comprehensive General Public Liability which names the Coil-t-y as an additional insured prior to
neurit issuance.
5. Obtain approval for the closure from.the Sheriff s Department, the California Highway Patrol and
the Fire District,

The estimated cost for Phase I of the project is $745,000, fended by 100% Measure C Return
to Source. ending for the remainder of the project will be determined at a future date.
III, REASONS FOR RECOMMENDATIONf13ACl(GROUND:
The project includes the construction of a tack climbing lane immediately adjacent to the
existing roadway between 1-60 and the summit east of Crockett Boulevard.
It is needed in order to reduce delays to vehicles due to slow-moving trucks that already utilize
Cummings Skyway.
The project has been determined to be in compliance with the General Plan and is exempt
from CEQA because it consists of the miner alteration of an existing facility involving negligible
expansion beyond that previously existing..
IV, CONSEQUENCES OF NEGATIVE ACTION:
Delay in approving the project will result in a delay of design and construction and may
jeopardize funding.

due to slow-moving trucks that already utilize Cummings Skyway.

G5NERAL CONSIDERATIONS:
1. Location:
The project is located along the existing Cummings Skyway roadway between Interstate 80(1-80)
and the summit of Cummings Skyway, east of Crockett Boulevard(Figures 1 and 2).
2. Project Description,
Work associated with the Cummings Skyway Truck Climbing Large project will consist of
constructing approximately 3.3 km(2.1 miles)of truck climbing lane immediately adjacent to the
existing roadway between 1-80 and the summit east of Crockett Boulevard. The project will
include widening of the existing pavement to provide for a 3.6 rooter(12 foot)wide truck climbing
lane and a 1.2 meter(4 foot)shoulder. The project will be constructed in two phases. Phase I
will be completed during the 1999 construction season and Phase 11 will be completed at an
undetermined future date. Phase I will consist of constructing a 1.6 km(1 mile)section from 1-80
to below(west o€)Crockett Boulevard. Phase 11 will consist of extending the truck climbing lane
an additional 1.7 km(^:..1 miles)to the summit east of Crockett Boulevard. Phase I of the project
will require minor grading and no tree removal, Phase 11 will require approximately 600 cubic
meters(785 cubic yards)of cut on the slopes adjacent to the shoulder where Crockett Boulevard
joins Cummings Skyway. As a result of the cut in Phase 11, one elderberry tree(approximately
3"dbh),two coast live oaks(approximately 3"dbh)and five coast live oaks that are less thea 3"
dbh will require removal. The trees that will be Impacted by the project are spaced sporadically
along the shoulder of the existing roadway and do not constitute a stand of trees. In addition,the
adjacent slopes that will not be Impacted by the out contain multiple coast live oaks trees. A small
amount of roadside vegetation consisting of non-native grasses,coyote brush and poison oak,
will require removal. All areas disturbed by construction will be hydroseeded with a seed mix

The project includes the repair of the rock cover for an existing culvert crossing along Christie
Road with earthen fill and rock slope protection.
It is needed in order to stabilize the road embankment.

of use beyond that previously existing.
