SPECMC REQUEST(S)OR RECOMMR.'dDATION(S)&BACKGROUND AND JUSTIFICATION 1. RECOMMENDED ACTION: APPROVE and AUTHORIZE the Community Services Director or designee to execute and submit State Agreement #FCTR-9017 (County #39-801-10) with the California Department of Education in the amount of$309,910 for child care services for the period from July 1, 1999 through June 30, 2000. II. FINANCIAL IMPACT: These contracts are funded through the California Department of Education. Funding will be reflected in the Community Services Department's proposed budget for FY 1999-00. No County funding is required. 111. CHILDREN'S IMPACT STATEMENT: The Community Services Department Child Development Program supports two of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health to low-income children throughout Contra Costa County. IV. REASONS FOR RECOMMENTDATIONS/BACKGROUND: On June 16, 1998, the Board approved State Agreement #FCTR-8014 with the California Department of Education (State) to provide full-day child care services. Contracts are renewed annually until either the County or the State decides to terminate funding. Contract #39-801-10 will provide $309,910 in reimbursable funds to the County, enabling it to continue to provide valuable child care services to program eligible children residing in the County from July 1, 1999 through June 30, 2000. These contracts will be reviewed and approved as to form by County Counsel prior to submission to the State. RECOMMENDED ACTION: APPROVE and AUTHORIZE the Community Services director or designee to execute Interagency Agreement #39-553-1 with the City of San Pablo in the amount of $321,539 for general child care services to infants and toddlers for the period from July 1, 1999 through June 30, 2000, II. FINANCIAL IMPACT: No County funding is required. The City of San Pablo receives its funding for these services from the California Department of Education. Funding for this Agreement will be added to the Community Services Department's FY 1999-00 budget via appropriation adjustment. III. W392 ;ie�l$i) ,DEPUTY Page 2 City of San Paolo June 22, 1999 IBJ, REASONS FOR RECOMMENDATIONS/BACKGROUND: On February 2, 1999, the Board of Supervisors approved Interagency Agreement #39-853 with the City of San Pablo to provide full day child care to infants and toddlers for the period from February 1, 1999 through June 30, 1999. At that time, the City had been unable to begin program operation due to delays in construction of their child care facility and chose to subcontract these program services to the County's Community Services Department Child Development Division. The City's contract with the State has been renewed for the period from July 1, 1999 through June 30, 2000. The City would like the County to continue administration and operation of this program for that period. Approval of this Agreement will allow the County to continue to provide full day child care to thirty-six (36) low-income infants and/or toddlers residing in the city of San Pablo.
