BACKGROUND: A. Cornmunity Representative 60licants On May 4, 1999, the Board of Supervisors approved the process for outreach and advertising for the five community member seats on the new Children and Families First Commission. The outreach effort has included; 0 press release-, 0 notification to County advisory committees a notice to members of the Policy Forum a requests to each of the City Managers to fully publicize within their jurisdictions 0 provided the application form at all branches of the County Library system 0 notice to Municipal Advisory Councils (MACS). The current filing date is June 11 and we expect additional applications. A list of the current applicants is attached. B. Executive Director Recruitment The invitation for applications for the position of Executive Directorclosed lastweek. Currently we have in excess of twenty(20) letters of interest and resumes. The job was advertised as a contract position,salary negotiable, requiring a college degree, five years of full-time experience in early childhood development and two to four years of supervisory experience. Mr. Tandy requested mechanisms to evaluate and select the Commission's mem bership, their alternates and the Executive Director's position. Following Board discussion, Supervisor Gerber moved that each Board member appoint one of their staff to form a committee to initially interview the applicants for the community representative seats and the Executive Director. They would determine what criteria they would use for that process. The full Board wound then conduct the final interviews. Supervisor Gioia seconded the motion. The Board continued their discussion. Supervisor Gerber inquired if the Executive Directors' resumes were a matter of public, record. `Rotor Westman, County Counsel responded that the Commissioner's applications are a matter of public record as in all Maddy Book committees. However, the Executive Directors' resumes could be handled the same as usual ernployrnent applications, and they would be considered confidential. Following further discussion., Supervisor Uilkema inquired if the reports were accepted in the motion, and suggested severing the two interview processes. Supervisor Gerber stated the reports were part of her motion., and it was her intent to screen the applicants for the Commission and the Director individually. The vote on the motion was as follows: AYES: SUPERVISORS GIOiA,UILKEMA,GERBER and CANCIAMILLA NOES: NONE ABSENT: SUPERVISOR DeSAULNIER ABSTAIN: NONE The Board continued the discussion. Supervisor Gerber proposed there be a screening process for the.Director's position,but it be deferred until the Commission members were selected in order to have input in the Director's selection. She suggested t`_ne same standards be followed for the Director's position as those used for other County job applications relative to confidentiality. The same Board staff members would be used for both processes, and the Board would again make the final selection. Supervisor Gioia seconded the motion. The vote on the motion was as follows: AYES: SUPERVISORS GIOIA,UILKEMA,GERBER and CANCIAMILLA DOES: NONE ABSENT: SUPERVISOR DeSAULNTIER ABSTAIN: NONE
