1. EXPRESS appreciation to all Local Child Care and Development Planning Council applicants
for their interest in the Council and in child care issues.
. ACKNOWLEDGE that the composition of the planning Council is set by law and consists of
4 members: six each in the Categories of consumer representatives, child care providers,
public agency representatives, community representatives and discretionary appointees.
. ACKNOWLEDGE that the Board of Supervisors and the County Superintendent of Schools
each have the authority to appoint one half of the Council's membership.
_ REAFFIRM the existing policy of the County Superintendent of Schools and the Board of
Supervisors to jointly appoint the Council's membership.

Patty Collins in the Community Category for West County.
7. ACKNOWLEDGE that the Family and Human Services Committee and the County
Superintendent of Schools will be further considering appointments in the West and East County
Child Care Provider Categories and East County Consumer Category on July 26, 1999 at which
time there will be, hopefully, more applicants in those categories.
BACKGROUND/REASONS FOR RECOMMENDATIONS:
On May 24, 1999, the Family and Human Services Committee and the County Superintendent of
Schools interviewed applicants for the Focal Planning Council for Child Care and Development. The
Committee and Superintendent concurred on reappointing the five members who initially had one year
terms: Wendy Dixon (Consumer Category for Central/South County); Kate Ertzn erger (Discretionary
Category for Central/SouthCounty); Ken Gray (Community Category for East County); Carol Hatch
(Discretionary Category for Central/South County); Nancy Hobert (Public Agency Category for
Central/South County).
The Committee and Superintendent then gave each of the other applicants an opportunity to speak and
answer questions by the Committee and Superintendent. Applicants included: Patty Collins, Wilda
avisson, Pat Stroh, batty Pin, Carolyn Mokski, Christine Hanson, Bonnie Henry and Ray Youmans.
During the interview process, it was noted that there was a possible conflict of interest with Sonny Henry
and Ray Youmans. Ms. Henry is real estate agent who specializes in child ogre facilities, while Ray
Youmans is a developer and operator of child care facilities. Staff was requested to forward information
on conflict of interest to both Ms. henry and Mr. Youmans so they could determine whether or not they
were still interested in a position on the Council.
During the discussion regarding the applicants, the Committee and Superintendent noted that the only
current applicants in the Child Care Provider Category for both West and East County were child care
providers who work for public-agencies rather than nonprofit or for profit providers, Staff was asked to
do additional outreach to hopefully attract applicants who do not work for public agencies. In additions
there were no applicants in the Consumer Category for East County. Staff was also requested to solicit
applicants in that category. The Committee and Superintendent agreed to consider applicants for the
remaining unfilled positions on July 26, 1999.

Ill. REASONS FORRECOMMENDATION:
Federal Job Training Partnership Act (JTPA) legislation requires there be a Board appointed
Private Industry Council (PIC) that in partnership with the Board of Supervisors, is responsible
for the operation of the DTPA grant, In accordance with a Board Order approved July 19, 1994,
the Private Industry Council was directed to make recommendations for appointments to the
Council directly to the Board of Supervisors, without the need to go through the Internal
Operations Committee. Appointments to the business categories on the Private Industry Council
must be selected from a single list of nominations submitted by the County Chambers of
Commerce (attached); the Walnut Creek Chamber of Commerce has agreed to receive
nominations from other County Chambers and compile a single list of nominations from other
County Chambers for consideration by the Board of Supervisors.
