N. RECOGNITION IO OF THE�Dy DEDICATION RESOLUTION NO. 99/284
OF THE MORAGA HISTORY CENTER
ER
WHEREAS, THE MORAGA HISTORY CENTER details the history of Moraga and the rancho Laguna
de los Palos Colorados Land. Grant of circa 1535; and
WHEREAS, the story of the original agreement between Joaquin Moraga and his cousin Juan Bernal
with the Mexican Government for 13,000 acres of land is archived at THE MORAGA HISTORY
CENTER; and
WHEREAS, THE MORAGA HISTORY CENTER, as an addition to the Moraga Public Library, houses
the archives of Moraga for public research; and
WHEREAS, a priceless collection of historical documents, artifacts, oral history tapes, photographs,
maps and volumes of documents are stored at THE MORAGA HISTORY CENTER; and
WHEREAS, THE MORAGA HISTORY CENTER represents the culmination of 15 years of community
effort to preserve history; and
WHEREAS, THE MORAGA HISTORY CENTER represents the Moraga Historical Society which was
founded in 1065; and
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Contra Costa County hereby
acknowledges the dedication of this rich historical preservation for the future understanding and
research at THE MORAGA HISTORY CENTER.

WHERF— ..S, DR.JOSE RIZ�is a national hero of the Philippines who was born in 1861 and cried in 1896.
Dr. Rii.zal is recognized as an eye surgeon.,novelist,poet,artist,linguist,inventor,entomologist,philosopher,educator,
historian, and most of all a patnot and rmarty,who died for his country; and
WHEREAS, DR.JOSE RIZAL dedicated has life to reforming the Philippine govern-.meat,defending the rights
of the Pilipino citizens,and championing the recognition and respect for their individual freedoms and Duman t its;
and
WHEREAS, D JOS`.�'R1'�.f L is a recognized hero being celebrated by die Filipino community this year with
the dietrtc of"RIZAL'S ENDURING VISION AT THE DAWN OF THE NEW MILLENIUM." Tirc Pinole
Library and dw Filipino Corn nonny is sponsoring an event oto June 19, 199 3 at the Pinole Lbratry. The Pinole Library
has the largest collection of Filipiniaua materials in the United States and is home to an extensive collection of Dr.
Rtzal's original.literary works;and
WHERFAS, DR.JOSE RIZAL is a national treasure of the Philippines and the Filipino-Arnerican population
of Cone Costa County. His philosophy on social and political reform through non-violence parallels that of Martin
Ltitl.er King,Jr. and Mahatma Gandhi in the quest for civil rights and fair treatment for all.

JUNE 21 THROUGH 2 7, 1999 AS
AMATEUR IO WEED
WHEREAS, more than 2,790 County residents are licensed amateur radio operators; and
WHEREAS, approximately 450 of these operators are members of the Radio Amateur Civil
Emergency Services (DACES) and provide invaluable assistance to Deal government agencies
and the general public during major emergencies; and
WHEREAS, RACES members volunteer their time and equipment to establish vital
emergency communication links during emergencies when traditional communications
systems may be partially or totally inoperable; and
WHEREAS, the volunteer services of amateur radio operators are also used during non-
emergency tunes to provide on-site communications for major public events such as
parades, walk-a-thons and bike-a-thous; and
WHEREAS, the Amateur Radio Field Day, which will be held. ,dune 26 through 27, 1999, also
,provides an opportunity for members of the public to learn about the variety of vital
services proNdded by amateur radio operators.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Contra Costa County
hereby proclaims that the week of June 21. through 27, 1999 is Amateur Radio meek in
recognition. of Amateur Radio Field Day and the important public service provided by the
amateur radio operators in Contra Costa County,

RECOGNIZING WILLIAM GREGORY BINGHAM
ON THE ATTAINMENT OF RANK OF EAGLE SCOUT
Vv'HEREAS, William Gregory Bingham is a eighteen year old who attends Deer Valley
High School in Antioch, California; and
WHEREAS, William is a member of Boy Scout Troop 151 in Antioch, a troop
sponsored by the Lions Club of Antioch; and

WHEREAS, William co rnpleted his Eagle Project for&-Ilshaw Elementary School
where he constructed a brick planter in front of the multipurpose room; installed an irrigation
system and planted flowers; and
WHEREAS, William has worked long and hard to meet the requirements necessary to
achieve the rank of Eagle Scout; and
WHEREAS, William will be honored at the Court of Honor on Tuesday,June 22, 1999.
NOW,THEREFORE,BE IT RESOLVED that the Board of Supervisors of the County
of Contra Costa, California, does hereby recognize and congratulate William Gregory Bingham
on attaining the rank of Eagle Scout,
