The Board of Supervisors of Contra Costa County Resolves that:
1. A written application hes been made by Roddy Ranch, LLC to the Board of
Supervisors for a franchise to operate one (1) 16-inch PVC non-potable water
pipeline. It is proposed to grant such franchise in the manner provided by lave,
substantially in the form and upon the teras and conditions set forth in the attached
"Notice of Sale of Franchise" and Ordinance No. 1827 (as amended by Ordinance
No. 79/50 and 92/64}, and it is in the public interest to give this notice.
2. The Board of Supervisors hereby fixes July 13, 1999, at 9:00 a.m. as hearing date
and time and the Clea of the Board is hereby authorized and directed to advertise
by publishing the attached `Notice of Sale of Franchise" in the Contra Costa Times,
a newspaper of general circulation, printed and published in this County, at least
once within fifteen (15) days after the passage of this resolution.

NOTICE OF SALE OF FRANCHISE
(Pipelines in County Roads)
NOTICE IS HEREBY GIVEN THAT:
1. An application has been made to the Board of Supervisors of the County of
Contra Costa, State of California, by Roddy Ranch, LLC, for a franchise for one
(1) PVC non-potable water pipeline with a diameter of 16-inches for the 'initial
1000 feet and 12-inches for the remaining 8000 feet along Balfour Road from the
Brentwood City limits west approximately 8000 feet to the intersection of Deer
Valley Road, then north 1000 feet to the terminus at Roddy Ranch Golf Course,
(Linear distance approximately 9000 feet.) The Board proposes to grant this non-
exclusive franchise for a term of twenty (20) years in accordance with the terms
set forth in Contra Costa County Ordinance No. 1827 (as amended by Ordinance
No. 79/50 and Ordinance No. 92/64),
M The grantee of this franchise and its successors and assigns will, during the life
of the franchise, pay to the County an annual fee as specified in Ordinance No.
1827 (as amended by Ordinance No. 79/50 and Ordinance NO, 92/64). The fee
shall be paid annually from the date of the granting of the franchise. In the
even!" payments are not made, the franchise shall be forfeited.
III. A public hearing has been set for July 13, 1999 at 9:00 a.m, All persons having
any objection to the granting of this franchise may appear before the Board of
Supervisors and be heard. At any time not later than the hour set for the hearing
of objections, any person interested may make a written protest stating
objections against the granting of the franchise. Any protests shall be signed by
the protestant and delivered to the Clerk of the Board of Supervisors.
If no protest in writing is delivered to the clerk up to the hour set for hearing, or such
protests as are flied have been heard and determined by the legislative body to be
insufficient, or have been overruled or denied, the Board of Supervisors may grant the
franchise,

RESOLUTION OF INTENTION TO PURCHASE REAL PROPERTY
The Board of Supervisors of Contra Costa County RESOLVES THAT:
It intends to purchase from Marsha K. Walker, as part of the County s Affordable lousing
Program, certain real property described in Exhibit".A" attached hereto, for$238,367, in accordance
with the terms and conditions of the "Buyer's Purchase Agreement for Affordable Units, Somerset
Homes Development," recorded on March 30, 1994 by Instrument lumber 94-87422 at the Office
of the County Recorder.
This Board will meet on July 13, 1999, at 9:00 a.m. in the Board's Chambers, County
Administration Building, Martinez, California, to consider the consummation of this purchase and
the Clerk of this Board is DIRECTED to publish the attached notice in the Contra Costa Times
pursuant to Government Code Section 6063.
The Board hereby FINDS that the proposed acquisition will not have a significant effect on
the environment and that it has been determined to be exempt from the California Environmental
Quality Act under Mate CEQA guidelines Section 15061 (b) (3). This Board DIRECTS the Director
of Community Development to file a Notice of Exemption with the County Clerk, and DIRECTS the
Public Works Director to arrange for payment of a $25.00 handling fee to the County Clerk and a
$25.00 fee to Community Development for processing of the Notice of Exemption.

RMOMM NDED ACTION
1. FIX July 13, 1999 at 11;00 am for a public hearing on the proposed increase of certain Forensic
Services Division fees in the Office of the Sheriff.
, DIRECT the Office of the Sheriff to publish required notices pursuant to the Government Code.

The approval of the proposed fee increase vaiii allow the County to recover the costs associated with
certain Forensic Services Division activities. A copy of the modified fee schedule M! be on file with the
Clerk of the Boast at least ten days prior to the scheduled hearing.
Ill. REASONS FOR COMMS dDaLTION/11ACKGRO ND
In the 1994-1995 fiscal year,the Forensic Services Division was required to recover costs of Baur services
from laboratory users. A fee schedule was established defining the costs of evidence examination
services to users of laboratory services.
The Forensic Services Division has experienced increases in the casts of salaries, equipment
replacement and maintenance sts, remodeling facilities, destruction or disposal of evidence and
supply costs since the implementation of the 19971998 fee schedule currently iri use.
The proposed fee schedule provides for a $7 increase (5%) in the hourly rata for Criminallstics,
examinations;provides for a increase(10.5%)for the analyzing of AlcoholTesting; provides for a 3
increase (4.4%) for the analyzing of Solid Dosage Drugs.
The increase is fees are expected to provide approximately$100,000 in additional revenue annually.
The additional funds can be used to replace aged capital equipment is than laboratory.
This action supersedes anis prig evidence examination fees set by the Board,
IV. CONSEQUENCES OF NEGATIVE ACTION
Negative action will result in insufficient revenue to offset the cost of these activities. The Office of
the Sheriff Vill bear the burden of the increased cost of providing laboratory examination servi s to
law enforcement agencies and other entities requesting service.
