RECOMMENDED ACTION: ADOPT Resolution No.4069 approving submission of funding application for the Fiscal Year 1999 Public and Indian Housing Drag Elimination Program and AUTHORIZE the Executive Director of the Housing Authority of the County of Contra Costa to execute and submit to the U.S. Department of Housing and Urban Development all appropriate documents required by he application guidelines. 11. FINANCIAL IMPACT: The Housing Authority will apply to the U.S.Department of Housing and Urban Development for$248,820 the Fiscal Year :999 Public and Indian Housing Drag Elimiination.Program. III. REASONS FOR RECOMMENDATION/BACKGROUND The U.S.Department of Housing and Urban Development(HUD)has issued a Notice of Funding Availability(NOFA) announcing the availability of funds for the :999 Public Housing Drug Elimination Program;(PHDEP)to address and assist Housing Authorities fight the problems of drug related crimes in Public Housing Developments. Funding will be based on a non-competitive formula assuming the greater of$25,000 as the minimum award or$220 per unit for the applicant's tote:units, with a maximum grant of$35,000,000. Based on this new formula established by HUD,the Housing Authority of the County of Contra Costa will receive$248,820,which is down from the$336,900 for FY 1998. The application,must be submitted to the HUD Office of Public Housing in San Francisco by 6:00 P.M.,Wednesday,June 16, 1999. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect not to adopt Resolution No.4069,the Housing Authority would be unable to apply for$248,820 in much needed funding to assist in eliminating drug related crimes in public housing. The Chair of the Board of Commissioners and t_he Executive Director are authorized to submit an application for funding under the Public and Indian Housing Drug Elimination Program Notice of Funding Availability and to execute and submit all appropriate documents required by the application guidelines; and, 2. Grant amounts obtained by the Housing Authority under the Public and Indian Housing Drug Elimination Program Notice of Funding Availability will not substitute for activities currently being undertaken to address the problem of drug- related crime in public housing;and, 3. Any additional security and protective services which may be assisted under the Notice of Funding Availability will meet the requirements of that Notice;and, 4.
