FISCAL IMPACT;
There is no impact on the County General Fund. The addition of new Zones and application of consumer
price index increases revenge available to the Office of the Sheriff for County Service Area P-6.
BACKGROUND:
On June 2, 1987 the Board of Supervisors authorized the County Administrator to develop a plan to fund
additional Police Services in the unincorporated areas of Contra Costa 0;ounty. Subsequent to that
decision, various Zones within the existing County Service Area P-6 were authorized. According to the
Ordinances, each July the Board of Supervisors shall determine the amount of taxes to be levied upon
the parcels in each Zone. That amount is, also according to the Ordinances, to be adjusted annually
based upon the consumer price index. The above action fixes the tax rate per parcel in the P-6 Zones
as outlined in their respective Ordinances.

ADDENDUM to the MITIGATED NEGATIVE DECLARATION
for the Oakley Light-Industrial Infrastructure - Phase I Project
PREFACE
The Mitigated Neqaiive Declaration for the Oakley Light-Industrial infrastructure - Phase I fCarol
Lane Extension and Cul-de-sic) Pro (County File #CR 98-5) evaluated the proposed project
which involves the extension of Carol Lane from its existing terminus west of State Route 4
westward to Live Oak Avenue. The project also includes creating an east west cul-de-sac extending
east from Live Oak Avenue approximately one block south of Carol Lane. The project includes
approximately 820 m (2,690 ft.) of full width pavement construction, curb and gutter, underground
drainage, sewer and water facilities, street lights, striping and traffic signs. These improvements
are necessary to encourage economic development to the Oakley Light-Industrilal area.
This document serves as an Addendum to the Mitigated Negative Declaration for the Oakley Light-
Industrial Infrastructure- Phase I (Carol Lane Extension and Cul-de-sac) Project, Consequently, the
Mitigated Negative Declaration for the project consists of the Mitigated Negative Declaration,
comments received, responses to the comments raised, and the Addendum.
The Contra Costa Community Development Department (CDD) is the lead agency for the project,
and on December 15, 1998: the Board of Supervisors approved the project and filed a Notice of
Determination with the County Clerk.
CEQA PROCESS
The California Environmental Quality Act (CEQA) prescribes that an Addendum (CEQA Guidelines
Section 15164) to a previously adopted Mitigated Negative Declaration shall be prepared by either
the lead agency or the responsible agency if some changes or additions are necessary but none of
the conditions described in CEQA Guidelines Section 15162 have occurred:
1. No substantial changes are proposed in the project which will require major revisions of
the previous EIR or negative declaration due to the involvement of new significant
environmental effects or a substantial increase in the severity of previously identified
significant effects;
2. No substantial changes with respect to the circumstances under which the project is
undertaken which require major revisions of the previous EIR or negative declaration due to
the involvement of new significant effects or a substantial increase in the severity of
previously identified significant effects; or
3. No new information of substantial importance shows that the project will have one or
more significant effects not previously discussed, nor will mitigation measures or project
alternatives previously examined be substantially more severe than previously shown. In
addition, there is no new information showing that mitigation measures or alternatives
previously found not to be feasible would in fact be feasible, and would substantially reduce
one or more significant effects of the project, and there is no such new information
suggesting that new mitigation measures or alternatives which are considerably different
from those analyzed in the previous EIR would substantially reduce one or more significant
effects on the environment,

In accordance with CEQA Guidelines Section 15164(d), the Board of Supervisors shall consider the
Addendum along with the Mitigated Negative Declaration prior to making a decision on the project.
According to CEQA Guidelines Section 15164 (c) an Addendum does not require circulation for
public review but can be included in or attached to the Mitigated Negative Declaration, As noted in
the Preface, the Addendum is attached to the Mitigated Negative Declaration for the Oakley Light-
Industrial Infrastructure - Phase I (Carol Lane Extension and and Cul-de-sac) Project(County File
#CR 98-5),
EXPLANATION OF THE ADDENDUM
The Addendum to the Mitigated Negative Declaration for the Oakley Light-Industrial Infrastructure
-Phase I (Carol Lane Extension and Cul-de-sac) Project identifies the need to acquire a 15 ft,
permanent easement for utilities and an additional 15 ft. temporary construction easement. In the
Mitigated Negative Declaration for the Oakley Light-Industrial Infrastructure -Phase I (Carol Lane and
Cul-de-sac) Project, the utilities were proposed to be located in the Live Oak Avenue road right-of-
way. More precise engineering of this area determined a problem in providing sanitary sewer
facilities from the cul-de-sac. The solution to this situation is to provide utilities via an easement
from the end of the cul-de-sac to Carol Lane.
The Addendum is consistent with County policies and does not lead directly or indirectly to significant
physical changes in the project, nor does it alter the adequacy or the completeness of the
environmental impacts and mitigation measures identified in the Mitigated Negative Declaration.
Therefore, the Addendum to the Mitigated Negative Declaration is appropriate,
ADDITION TO THE MITIGATED NEGATIVE DECLARATION
This section identifies the language which is added/or changed (bold face type) or deleted
(strikeout) to the text and figures of the Mitigated Negative Declaration:
ENVIRONMENTAL CHECKLIST - ADDITIONAL INFORMATION, p 1, Paragraph 1 (Project
Location/Description): The proposed project is located in the Light industrial area of Oakley in east
Contra Costa County. The proposed construction would extend Carol Lane its existing terminus
west of State Route 4 westward to Live Oak Avenue (see Figure 1a). The project also includes
creating an east west cul-de-sac extending east from Live Oak Avenue approximately one block
south of Carol Lane. The proposed project includes approximately 820 m (2,690 ft.) of full 48 ft.
width pavement construction, curb and gutter, underground drainage, sewer and water facilities,
street lights, striping and traffic signs. A 15-ft. utility easement and 15 ft. temporary construction
easement are proposed from the terminus of the proposed cul-de-sac to the proposed Carol
Lane. Wheelchair ramps are included at the Live Oak Avenue/Carol Lane and Live Oak/cul-de-sac
Intersections. A sound wall and some landscaping is proposed along the south side of the roadway
extension, adjacent to the existing single-family homes.
ENVIRONMENT AL CHECKLIST- ADDITIONAL INFORMATION, p 1, Paragraph 5 (Plant Life):The
proposed project will result in the removal of approximately 15 - 20 orchard trees, some vineyards,
and up to six coast live oaks (varying in size from 12 - 18 inches diameter). The orchard trees and
vineyards will not be replaced since they do not contribute significantly to the plant life in the project
area. The vineyards removed as a result of the easements may be replanted. The coast live oak
trees will be replaced at a 3:1 ratio within the project area.

Pursuant to the State of California Public Resources Code and the "Guidelines for implementation of the California
Environmental Quality Act of 1970" as amended to date, this is to advise you that the Community Development
Department of Contra Costa County has prepared an initial study on the following project:
The proposed project is luted on Carol Lane in the Oakley area of east Contra Costa.County. The proposed construction
would extend Carol Lane its existing terminus west of State route 4 westward to Live Oak Avenue. The project also
includes creating an east west cul-de-sac extending east from Live Oak Avenue approximately one block south.of Carol
Lane. The proposed project includes approximately 820 in (2,690 t.)of full width pavement construction, curb and
gutter,underground drainage,sewer and water facilities,street lights,striping and traffic signs. Wheelchair ramps are

ADDITIONAL INFORMATION
Project Location/Description:
The proposed project is located in the Light Industrial area of Oakley in east Contra Costa County.
The proposed construction would extend Carol Lane its existing terminus gest of State Route 4
westward to Live Oak Avenue (see Figure 1). The project also includes creating an east west cul-
de-sac extending east from Live Oak Avenue approximately one block south of Carol Lane. The
proposed project includes approximately 820 m (2,690 ft.) of full 43 ft. width; pavement construction,
curb and gutter, underground drainage, sewer and water facilities, street lights, striping and traffic
signs. Wheelchair ramps are included at the Live Oak Avenue/Carol Lane and Live Oak/cul-de-sac
intersections. A sound wall and some landscaping is proposed along the south side of the roadway
extension, adjacent to the existing single-family homes.
Items 1 and 3: Earth and Air
According to the County Resource Flapping System, Delhi Sand is found in the project area. The
project will temporarily increase the exposure of the sand to wind and water erosion which has the
potential to result in minor temporary air quality impacts during the construction phase. Adherence
to standard dust and erosion control practices including, but not limited to general watering of
exposed areas, use of chemical stabilizers, and constructing the project during periods of lour or no
flow will minimize this impact. Dust and erosion control Treasures shall be incorporated into the
construction contract.
Item 3: Water
According to the Contra Costa Resource Flapping System and FEMA Flood maps, the project area
is not in a flood hazard area. The proposed project will result in an increase in the impervious
surfaces in the project area due to the development of vacant land. Due to the requirement to collect
and convey runoff, the resulting changes in drainage pattern will be insignificant.
Item 4: Plant Life
The County Resource Rapping System, field reviews, DSFWS Species List, RAREFIND, and the
Contra Costa Water District Interim Service Area Listed Species Occurrences and potential habitat
reap, showed no unique, threatened, or endangered species of plants in the project area. Plant life
in the project area consists of an orchard/vineyard with some crust live oak trees scattered
throughout, and vacant land with non-native grasses and weeds.
The proposed project will result in the removal of approximately 15 - 20 orchard trees, some
vineyards, and up to six east live oaks (varying in size from 12 - 18 inches diameter). The orchard
trees and vineyards will not be replaced since they do not contribute significantly to the plant life in
the project area. The coast live Irak trees will be replaced at a 3:1 ratio within the project area.
Item 5: Noise
Extending Carol Lane and constructing a new cul-de-sac will bring two roadways closer to existing
residences. The 43 ft. wide Carol Lane extension is proposed to be located within the existing 80
ft. wide P.C. & E. easement on the north side of the existing residences. It is anticipated that the
remaining 32 ft. of easement area will act as a buffer between the road and the existing residences.
A noise study prepared for the project recommends that a sound wall be installes along the southern

County Growth Management Considerations -Measure C- 1990 resulted in the County adopting
a Growth Management Program which establishes minimum levels of service for the typical urban
services which are needed to support proposed development. Since the project area is already
contained wi#iin the existing service area boundaries (i.e., fire, police, sanitary sewer, water, flood
control, school facilities, and parks)for the major urban services needed to support the proposal, the
concerns relating to these considerations have been addressed. The proposed change would not
affect the County's 65135 Land Preservation Standard since it is merely a change in land use of an
existing urban designation and does not result in the conversion of land under a non-urban
designation.

This Mitigation Monitoring Program has been prepared for the Oakley Light-Industrial
Infrastructure-Phase I (Carol Lane Extension and Cul-de-Sac) Project in accordance with
the California Environmental Quality Act, requiring the establishment of mitigation
monitoring or reporting programs for projects approved by a public agency.
Assembly Sill 3180 requires public agencies to report on or monitor mitigation measures
adopted under the California Environmental Quality Act process to ensure compliance
daring project implementation. (contra Costa County Redevelopment Agency agrees to
be bound by the following mitigation measures.
Section 21081.6 of the California Public Resources Code requires the Board of
Supervisors to adopt a monitoring or reporting program regarding CEQA mitigation
measures in connection with these findings. The Board of Supervisors adopts the
following program in fulfillment of this requirement:
NOISE
IMPACT, The proposed Carol Lane Extension would result in a significant noise impact to
sensitive receptors along Windsor Lane and in the Eagle City Mobile Home.
MITIGATION MEASURES:
MITIGATION ION MEASURE `IA.
Using the Transportation Noise(Model, the acoustical consultants tested the effectiveness of various
soundwall heights to determine the soundwall that mould mitigate the impact to a less-than-
significant level. -It was assumed that the soundwall would be located near the southern boundary
of the PG&E easement. It was further assumed that the base of the soundwall would be at
approximately the same elevation as the new roadway. Calculations confirmed that an 8-font high
soundwall with limits approximately where shown on Figure 2 would provide about 10 dBA of noise
reduction in the rear yards of the Windsor Lane residences and at the most affected mobile homes,
and about 5 dBA of noise reduction at the second-story of the Windsor Lane residences. Noise
levels would be reduced to the Normally Acceptable category at all sensitive receptor locations.
To be effective a soundwall must have a minimum surface weight of three pounds per square foot,
have no cracks or gaps over the face of the wall, and be sealed to the ground at the base of the wall.
Suitable materials include masonry block, concrete or masonry panels, or a heavy airtight wood
construction.
MITIGATION MEASURE 1B
The final design of the soundwall should be completed during the design of the roadway. This is
necessary to confirm the assumptions regarding plan and profile information for the roadway section.
MONITORING AND REPORTING REQUIREMENTS: These mitigation measure will be
implemented by the Redevelopment Agency in conjunction with the Public Works
Department.
