FISCAL IPACT No general funds are involved. The estimated cost for accessing the EDD confidential data through EDAB is$500,which will be funded from.Or 0595 Sub-account 2310 which is available for housing, economic development, and community development projects. l3ACKGROUND/REASON'S FOR RECOMMENDAIIQNS The Alameda County Economic Development Alliance for Business (EDAB) is a well-established regional, public-private economic development organization focused on promoting the economic prosperity of the East Bay. For the past couple of years, EDAB has been designated by the State EDD to receive its confidential employer data to use for economic development planning purposes. EDAB has the staff to analyze the raw data and develop employer/employment trends for Alameda County, which the County, its cities, and the Contra Costa Economic Partnership (CCEP) find to be extremely useful. EDAB has offered to receive similar data for Contra Costa County and perform the same analysis. Staff has explored accessing the same confidential data from EDD and has determined that the process of receiving data coordinator designation is both arduous and costly. A more cost- effective way of accessing the data would be for Contra Costa to designate EDAB as its data coordinator. This data will be useful for the County,the CCE ', and incorporated cities in identifying growing and declining industries and will greatly assist in our business retention and development efforts. IN THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA SUBJECT: DESIGNATION OF THE ALAMEDA ECONOMIC ALLIANCE FOR BUSINESS (EDAB) AS CONTRA COSTA COUNTY'S DATA COORDINATOR FOR ACCESSING STATE EMPLOYMENT DEVELOPMENT DEPARTMENT (EDD) CONFIDENTIAL DATA RESOLUTION NO: 99V 311 The Board of Supervisors of Contra Costa County RESOLVES THAT: WHEREAS,the East Bay's Economic Development Alliance for Business (EDAB)has been established to strengthen and sustain the economy of the East Bay; WHEREAS, Contra Costa County,the Contra Costa Economic Partnership and EDAB all.wish to work collaboratively in promoting the East Bay as an economic development region; WHEREAS, EDAB, Contra Costa County and its cities, and the Contra Costa Economic Partnership need information on their employers to develop and implement business retention, expansion, and attraction efforts"for',-Is that will create jobs for their residents; and, WHEREAS, EDAB collects, analyzes and publishes data on the East Bay in order to develop/target and implement business retention, expansion and attraction efforts, and has established a relationship and agreement with the California Employment Development Department(EDD)to receive, manage and analyze confidential END data for Alameda County and its cities; WHEREAS,the EDD,the source of confidential employer information,requires that the Contra Costa County Board of Supervisors designate EDAB as its authorized agent to serve as EDD confidential data coordinator; NOW, THEREFORE, BE IT RESOLVED that the Contra Costa County Board of Supervisors does hereby designate EDAB as its authorized data coordinator for purposes of accessing the California EDD's Contra Costa County confidential employer information for economic development and planning purposes.
