There will be no impact to the County General Fuad. The $125,000.00 increase will be funded by
the Federal Aviation Administration (90%), Mate (4.5%), and County Enterprise Funds (5.5%).

The Board of Supervisors on June 9, 1998 authorized the Public Works Director to execute a
Consulting Services Agreement with Klmley-Horn and Associates, Inc. to provide engineering
support for the Buchanan Field Airport Taxiway and Resurfacing Project.
The Amendment will allow for the consultant, Kimley-Horn and Associates, Inc., to provide
construction management services, including providing a resident Project Engineer, Administrator
of Construction Contract, Coordinating Testing and Surveys, Observation of Construction,
Reviewing all Submittals and Drafting Final Engineers Report.
IV. Consequences of Negative Action.
If the consultant is not retained to provide construction management service, forward movement
on the project will step and Federal Aviation Administration grant monies may be jeopardized.

Ill. Reasons for Recommendations and Backgroun
On March 3, 1998 the Public Works Director executed a Consulting Services Agreement and
Amendment with Kimley-Horn and Associates, Inc. to provide engineering services associated with
the Byron Airport Weather Observing System II I Project. This amendment to the original Agreement
brings the total value of the contract over the $25,000,00 limit for Consulting Services Agreements
and thus calls for Board approval before the Public Works Director may execute the contract.
The second Amendment will allow for the consultant to provide construction management services,
including providing a Resident Project Engineer, Administrator of Construction Contract,
Coordinating Testing and Surveys, Observation of Construction, Reviewing all Submittals and
Drafting Final Engineers Report.
IV. Consequences of Negative Action:
If the consultant is not retained to provide construction management service, forward movement
on the project will stop and Federal Aviation Administration grant monies may be jeopardized.

On May 3, 1999, the Board of Supervisors approved plans and specifications for this project.
Addendum No. 1 is needed to clarify the ward criteria and forms to be included in the bid
package for the project.
IV. CONSEQUENCES OF NEGATIVE ACTION:
If Addendum No. 1 is not approved, the bidder may not understand the ward process and may
not submit the proper ®BE documentation.

If, FINANCIAL IMPACT:
The estimated contract cost of the project is $142,884, funded by FEMA (75%), State OES (25%).
Ill. REASONS FOR IEE COMMEN DATION/BACKG ROUND:
The project is needed to repair and replace approximately 300m3 of damaged wire mesh gabions
located on the south bank of Green Valley Creek in Danville Avenue.
The Chief Engineer has filed with the Board of Supervisors the Plans and Specifications for the
project.
The general prevailing rates of wages, which shall be the minimum rates paid on this project, have
been filed with the Clerk of the Board and copies will be made available to any interested party
upon request,
The Board reviewed and approved the project on April 30, 1998 and determined the project to be
exempt from the California Environmental Quality Act as a Class ld Categorical Exemption. A
Notice of Exemption was filed with the County Clerk on April 30, 1998 that the project will not have
a significant effect on the environment.
IV. CONSEQUENCES OF NEGATIVE ACTION:
If the project is not approved for advertising, it will not be constructed.
