I. RECOMMENDATION
APPROVE the First Amendment effective Jure 15, 1999 authorizing an increase in the payment limit,
from $25,000.00 to $100,000.00 for the consulting services agreement dated May 1, 1998, with Clayton
Environin.ental Consultants, Inc., P.O, Box 9019, Pleasanton, for industrial hygiene services for various
building remodeling and construction projects. AUTHORIZE the Director of General Services to
execute the amendment.
II. FINANCIAL IMPACT
Funds will not be encumbered by the amendment except when services are ordered on a project-by-
project basis by the Acting County Supervising Architect. Each order will include a payment limit and
a work authorization charge number, The services will be Charged to the appropriate project fund or to
department funds when services are requested by client departments.
III. RECOMMENDATION
Clayton. Environmental Consultants has been providing, industriai hygiene services for the County since
prior to 1995. Clayton is retained on a project-by-project basis to provide various industrial hygiene
services including,but not limited to, assessment of environmental conditions and liabilities, preparation
of industrial hygiene technical specifications for abatement of environmental contaminants, and air
monitoring and abatement project oversight services for various projects when ordered in writing by the
Architectural Division of the County's General Services Department.

2. Purpos : On May 1, :995, the parties entered into a contract entitled "Consulting Services Agreement," referred to as the "Agreement," whit i
covers industrial hygiene services for miscellaneous building projects. The parties desire to amend the Agreement to increase the payment limit
accordingly.
3. Amendmuitio—Agreemen :
In the Agreement,Section 1(e),change the Payment Limit from$25,000.00 to$100,000.00,an increase of$75,000.00.

Subject to the revisions made by this and any prior amendments,the Agreement shall remain in Nall force and effect.

SPECIFIC REQUEST(S)OR RECOMMENDATION(a)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
AUTHORIZE THE DIRECTOR OF HUMAN RESOURCES to execute a contract
amendment on behalf of Contra Costa County, with the Comity Personnel administrator
Association of California (CPA.A ), a California nonprofit corporation and
' ates cdonald, the third party administrator, for the period of May 1, 1999 through
April 30, 2002, This contract provides for continued services pertaining to the
investigation, administration and representation of unemployment insurance claims filed
against Contra Costa County. The annual fee for all services provided are based on the
rate of$0.70 per Pull Time Equivalent ( `TE). The County's FTE rate is calculated each.
January; therefore, annual calendar year program costs will vary dependent on the PTE
rate.
BACKGROUND-
Since July 1, 1984, CPA AC and its member counties have participated in a consortium
to purchase unemployment administrative services from a third party administrator. The
current contract with Gates edonald (formally The Gibbons Company) has been in
effect since May 1, 1996, This amendment incorporates the administrator name change
and extends the contract through April 30, 2002. There are no other changes in the
amendment to the services provided by the third party administrator or for the fees to
provide these services.

FISCAL IMPACT:
Program costs are paid from the Unemployment Insurance `rust Fund that receives
revenues from monthly premiums charged to the County Departments. The premium
charges are reviewed annually by the County Administrator's Office and the Human
Resources Department to establish premiums required to cover the costs of this
program.

.AUTHORIZE THE DIRECTOR OF HIJMAN RESOURCES to execute a five-year
contract with. Buck Consultants in the amount of$350;000 to provide employee benefit
consulting services for the period of June I, 1999 through May 31, 20046 This contract
provides for consulting services on a yids range of employee benefits issues pertaining
to, but not limited to, the development of long-range benefits strategies, expert advice
on compliance with neer State and Federal tax laws as they pertain to employee benefits
and the preparation of benefit related natters for labor negotiations.

In order for Contra Costa County to continue to provide a competitive benefits package
to our employees in the ever-changing arena of employee benefits, the County must be
able to keep well informed with new and more cost effective benefit programs to offer
to our employees. Over the past decade, the County has utilized the services of several
benefit consulting firms to assist with the development of specific benefit programs and
consultation on the interpretation of new State and Federal laws. To allow for a
continuity of benefit consulting services, establishing a contract with one firm to provide
for a wide range of these services will enable the County to remain competitive and to
develop strategies to prepare for the years ahead. This will also represent a cost saving,
as utilizing the services of one firm over an -extended period of time rather than
contracting with various firms to handle specific issues will result in overall decreased
costs.

A formal Request for Proposal bid selection process was conducted wherein key
County personnel formed an Employee Benefits Consulting Services Evaluation
Committee which reviewed the qualifications and expertise ®f the top ferns who
responded to the Request for Proposal. The committee recommended Buck Consultants
and this recommendation was approved by the County administrator.
FISCAL IMPACT:
Program casts for these services will be paid from the Health Flan administration Fund
that receives revenues from monthly premiums charged to the County Departments.
The premium charges are reviewed annually by the County Administrator's Office and
the Human Resources Department to establish premiums required covering the costs of
these programs.
