RECOMMENDATION:
AUTHORIZE the Sheriff or his designee to execute, on behalf of the County, a contract with
Helicopter Adventures, Inc. for the period July 1, 1999 through June 30, 2000 with a payment
limit of$150,000.
FISCAL.. IMPACT:
This program is funded by AB3229 monies and other revenue budgeted in the Sheriffs 1999®00
budget. This contract requires no new County General Funds.
BACKGROUND:
On November 19, 1996 the Board of Supervisors authorized the Sheriff to implement a law
enforcement helicopter program. The County Administrator and Sheriff established a Contract with
Helicopter Adventures Inc. and insurance to implement the program. This contract will continue the
relationship with Helicopter Adventures, Inc. and the helicopter Program.

inmates of Contra Costa County adult detention facilities for the period July 1, 1999 through

There is no fiscal impact on the County. The contract is fully funded by the Inmate Welfare Fund.

The law librarian's services facilitate inmates' access to the Courts.

1. ACKNOWLEDGE that O'Brien-Kreitzberg Inc. has successfully provided comprehensive project
and construction management services on major capital County projects such as the Contra
Costa Regional Medical enter (CCRMC) and the blest County Justice Center.
2. ACKNOWLEDGE that O'Brien-Kreitzberg Inc. managed these projects efficiently and cost
effectively, resulting in completion in a timely manner and under budget.
ACKNOWLEDGE that O'Brien-Kreitzberg Inc. is currently providing comprehensive project and
construction management services for the development of a new Clinical and Public Health
Service Laboratory at the CCRMC.
4. RECOGNIZE that O'Brien-Kreitzberg Inc. assisted the County in preparing the CCRMC master
plan and the preliminary design program for the new Ambulatory Care Facility.
5. RECOGNIZE that debt financing for the new Ambulatory Care Facility requires adherence to a
firm design and construction schedule.
5. ACKNOWLEDGE that O'Brien®Kreitzberg has a demonstrated track record of competence in the
successful management of major capital projects for the County; and therefore take the actions in
items 7 and 8 below.

7. APPROVE a Consulting Services Agreement with O'Brien-Kreitzberg Inc. for project management
services for the Ambulatory Care Facility, and AUTHORIZE the County Administrator or his
designee to execute a design phase contract in the amount of$ 181,000.
8. AUTHORIZE the County Administrator or his designee to issue written authorizations for extra
work, provided that the cumulative total extra cast for all such authorizations does not exceed
$25,000.
FINANCIAL IAL I VIPACT-This Contract for the design phase in the amount of $181,000 is within the program budget for the
Ambulatory Care Facility and available funds are sufficient to cover the amount encumbered by this
Agreement.
BACKGROUND:
O'Brien-Kreitzberg Inc. (OK) has provided comprehensive project management services on major
projects for the County for over a decade. OIC managed the Contra Costa Regional Medical Center
project, which had a project value of approximately 87 million. This project was completed in a
timely manner and under budget. As a result, the County was able to fund other miscellaneous
projects and still transfer funds to the proposed Ambulatory Care Facility. OK has successfully
managed the construction of over eight projects for the County without a single claim.
OK assisted the County with the development of a comprehensive master plan for the CCRMC
campus and the preliminary design program. In addition, OK is managing the development of the
new Clinical and Public Health Service Laboratory and new parking facilities for the medical center.
OK has assisted the County with the solicitation, evaluation and selection of architectural services for
the project, and is currently negotiating a contract with the top-ranked firm.
The project management service payment limit includes management and oversight of the design
phase including the pre-design, schematic design, design development and construction
documentation effort by the Architect, the CEQA process, and construction bid and award. It is
anticipated that construction management services will be incorporated to this contract at the
appropriate time.

I. RECOMMENDATION
A. APPROVE a Seventh Amendment authorizing extra work under the Consulting Services
Agreement dated September 21, 1998, with Hansen/Murakarni/Eshirna for geotechnical observation
during construction at all four sites and boundary survey and site planning services at the Maritime
site, for Head Start Classroom Expansion at Various County Sites. The Seventh Amendment
increases the scope of services and increases the payment limit, as modified by the First through
Sixth Amendments, from $257,973.34 to $283,492.00
B. AUTHORIZE the Director of General Services to execute the Seventh Amendment to the
consulting services agreement and to issue written authorizations for extra work., in addition to the
authorization for the First through the Sixth Amendments, provided that the cumulative total cost for
such additional authorizations shall not exceed$25,000.00.
II. FINANCIAL. IMPACT
Sufficient funds are available in the plant acquisition account to cover this increase in the
Consultant's payment limit.
HI, REASONS FOR RECOMMENDATIONS/BACKGROUND
A. The Board, on May 4, 1999, awarded a construction contract for Site Improvements for Head Start
Classroom. Expansion at Various County Sites. The construction contract involves earthwork,
foundations and paving at all four sites. This construction work will require the services of a
geotechnical engineer for testing and inspection. This amendment to the Consultant's agreement
adds such services.

A. In addition., discrepancies have been observed between the existing fence lies along the south
property lime and the parcel lines given in the grant deed for the Maritime site in Richmond.
Consequently, a surveyor needs to verify and marl{ the south property line in the field. After the
boundary is verified, a conceptual site plan should be prepared to illustrate the feature expansion
potential for the site and to show the actual relationship between the current construction project and
the south property line. This Amendment adds such services to the Consultant's agreement.

SEVENTH AMENDMENT TO CONSULTING SERVICES AGREEMENT
FOR HEAD STAR CLASSROOM EXPANSION AT VARIOUS COUNTY SITES
(WH409B)
I. Mctive Date and Pa 'eg: Effective June 15, 1999, :Iansen/Murakami/Eshima(herein called "Consultant"), a California Corporation, and the
County of Contra Costa(herein called"County"),a political subdivision of the State of California,mutually agree as follows:
Purpos : On September 21, 1998, the parties entered into a contract entitled "Consulting Services Agreement," referred to as the "Agreement,"
which covers architectural program verification and schematic design services for Head Start Classroom Expansion at Various County Sites. The
Agreement was amended by the First Amendment dated November 3, 1998, the Second Amendment dated November 30, 1998, the Third
Amendment dated December 15, 1998,the Fourth Amendment dated January 20, 1999, the Fifth Amendment dated May 13, 1999 and the Sixth
Amendment dated May 13, 1999. The parties desire to further amend the Agreement to expand the scope of service and to increase the payment
limit accordingly.
Amendments to Agree:
A. in the Agreement,Section(e),change the Payment Limit from$257,973.34 to$283,492.34,an increase of$25,519.00.This change shall apply
to charges from and after May 3, 1999.
B. In the Agreement, Appendix A, Paragraph B, "Scope," add the services described in the Attachments to this Seventh Amendment. Such
services include geotechnical observation during construction_at all four sites and boundary survey and site planning services at the Maritime
site.The Attachments to this Amendment are:
I. Consultant letter of May 5, 1999 to Robert Bill,regarding"Proposal for Property Line Location Maritime Site."
2. Consultant letter of May b, 1999 to Robert bill,regarding"Proposal for Geotechnical Observation During Construction,"with an attached
Lowney Associates letter of May 4, i 999 to the Consultant that describes the geotechnical services in detail.
4. Effect:
Subject to the revisions made by this and any prior amendments,the Agreement shall remain in full force and effect.
