SPECIFIC REQUEST(S)OR RECOMMENDATIONS)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPI OVE7 and AUTHORIZE the Social Service Director , or designee, to contract with the Child Abuse Prevention Council in the amount of$459000 for child abuse prevention and referral services for the period from July 1, :399 through June 30, 2000. FISCAL: No County General Fund cast. Funding is from the AB 17343 ( OCAP Child Abuse Prevention Funds) and AB2994 (Birth Certificate Funds) CHILDREN'S IMPACT STATEMENT: The contract with Child Abuse Prevention Council will support all five of Contra Costa. County's community outcomes; (1) "Children Ready for and Succeeding in School;" (2) "Children and Youth Healthy and Preparing for Productive Adulthood-" (3) "Families that are Economically Self Sufficient;" (4) "Families that are Safe, Stable, and Nurturing;" and(5) "Communities that are Safe and Provide a High Quality of Life for Children and Families". The expected outcomes will be to increase the overall health of newborns, decrease in the number of incidents of child abuse, decrease in family-related stress, and increase family stabilization. In Contra Costa County, the Child Abuse Prevention Council provides these services. In addition, the FACT Committee submitted a required plan to the Mate for the expenditure of the 199811999 AB 1733 augmentation funds. That plan included the expansion of the successful and highly regarded Baby Bag Project for parent education and the primary prevention of child abuse. Walenta SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I, RECOMMENDED ACTION APPROVE and authorize County Counsel or designee to execute a temporary legal services Contract Amendment Agreement with Arthur W. Walenta, for the period July 1, 1999, through June 30, 2000, at the rate of$60 per hour, for a total hourly amount of $57,600 for County Counsel legal services for the extended period as specified and, in addition, any reimbursement payments that may be required by Section 5 of the Agreement. Il. FINANCIAL IMPACT This contract and position are to be funded as part of the County Counsel's approved 1999- 2000 budget and will be utilized during FY 1999-2000 at County Counsel's discretion and to the extent funded or revenue is available to do so. ill. BACKGROUND The approval of this contract will allow the County Counsel's Office to continue to perform and maintain current administrative and litigation legal services while addressing staff and other related changes anticipated during FY 1999-2000. BACKGROUND: The County has contracted with the Interfaith Council since I980 to provide counseling services at the adult detention facilities. This human service augments the detention function for incarcerated persons. Rupf,Sheriff-Coroner Contra Costa ELATE: May 26, 1999 County SUBJECT: Contract with New Boston Systems SPECIFIC R'EG UIMT(S)OR RECOMMENDATION(S)&13ACKGROUND AND JUSTIFICATION Rl_COMMN�ATI APPROVE and AUTHORIZE the sheriff Coroner, or designee, to execute on behalf of the County a contract with New Boston systems for up to $150,000 for information technology services between June 1, 1999 and May 31, 2000, F S AL IMPACT: Where is no additional County cost for this contract. The asst of the contract will be offset by vacant positions in the sheriffs office (discussed below). BACK ROUND: The sheriffs Office and Human Resources have been unable to fill three vacant information technology positions. New Boston systems recruits and refers qualified individuals to provide specialized information technology services. The sheriffs Office is currently utilizing the services of New Boston under a short-tear contract and seeks to expand the scope of that contract. This contract would provide for the services of a Network Analyst, Programmer-Analyst and CAD-RMS Systems Manager for a period of up to six months each. The individuals would be paid by New Boston Systems for a six month period after which time the sheriff's Office may consider them for appointment to vacant permanent positions. C NsEQUENCE OF NEGATIVEAQTQN: The sheriff's suffice has been unable to fill vacant information technology positions, despite repeated efforts to do so. Failure to eater into this contract will result in continued vacancies in critical support positions, perhaps indefinitely.
