R 11; �p I j: . : On April 6, 1999 the Board of Supervisors authorized the Office on Aging to let request for proposals (see attached Board Orders)for Respite Registry/In-Home Service Registry (RFP#015), Home Visiting(RFP#014), Alzheimer's Day Care Resource Center Program(RFP#012)and Brown Bag Network Program(RFP#013). In response to the RFPs the Office on Aging received one proposal for each of the above except for Respite Registry/In-Home Service Registry,which received two proposals. An evaluation team consisting of members of the Advisory Council on Aging, general public, staff from other County departments and technical experts reviewed all the proposals. The evaluation teams were designed to represent Contra Costa County geographically, ethnically, and according to gender. Staff aggregated the scores and presented them to the Planning Committee of the Advisory Council on Aging. The Planning committee reviewed the scores and made a funding recommendation to the Executive Committee of the Advisory Council. On May 19, 1999 the Advisory Council on Aging approved the recommendation of its Planning Committee and is recommending to the Board of Supervisors that the contractors listed on the previous page of this Board Order be awarded the specific contracts. SPECIFIC RE;U777777AECOMz;ZDATION(S)&BACKGROUND AND JUST€FICATION "PROVE and AUTHORIZE the Director of Social Service, or designee, to contract with the Contra Costa Community College District ( 21-114-5) in the amount of $30,000 for Heritage Program Poster Parent and relative caregiver training for the period from July 1, 1999 through June 30, 2000. U Funding for this contract under the Options for recovery Program is claimable as 75% Federal ($22,500), 17.5% State ($5,250), and 7,5% County ($2,250). EN'S IMPAC MENT: The Heritage Program Poster Parent Training supports three of Contra Costa County°s community outcomes: "Children and Youth Healthy and Preparing for Productive Adulthood," "Families that are Safe, ,Stable and Nurturing," and Communities that are Safe and. Provide a High Quality of Life for Children and Families." Through enhanced education and training, faster parents and relative caregivers are better able to help children understand reasons for out-of-home placement and to help them cope with past abuse or neglect. ROUND: The Social Service Department, under the state Options for recovery grant, provides ongoing recruitment and support for foster parents for drug-exposed medically fragile infants. Contra Costa. College will continue to provide training on care of drug- impacted children for licensed foster parents and relative caregivers at the San Pablo campus. The Social Service Department client community includes an increasing number of non-English speaking people whose primary languages include Korean, Laotian, Tagalog, Russian, Parsi, Afghani, Vietnamese, et al. The significant volume of coordination and communication required for the staffing and finctioning of these two volunteer advisory committees necessitates dedicated staff support. Technical expertise is essential to successful complex contract performance review, needs assessment, and Request for Proposal processes entered into by FACT.
